The following items are required by Garfield County for a final inspection:
I . A final Electrical inspection from the Colorado State Electrical In spector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road ;
3. A finish ed roof, a lockabl e house, complete exterior siding, e xterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathroom s must be complete, with washbowl, tub or s hower, toilet stool , hot and cold
running water, non-a bsorbe nt floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconie s or
decks over 30" hi g h constructed to aiiiBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonst ration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final in s pection made;
8. A final inspection s ign off by the Garfield County Road & Bridge Department for driveway
in stallation , where applicable; as well as any fina l s ign off by the Fire District, and/or State
Agencies where applicable.

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. When reviewing a plan
and it's discovered that required information has not been provided by the applicant, this will result
in the delay of the permit issuance and in proceeding with building construction. The owner or
contractor shall be required to provide this information before the plan review can proceed. Other
plans that are in line for review may be given attention before the new information may be reviewed
after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the
plans to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with

decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line
and original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house-rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
· A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind
speed, wind exposure 8 or C, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 2003 IRC.
I. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by
a licensed surveyor and has the surveyors signature and professional stamp on the
drawing? Properties with slopes of 30% or greater must be shown on the site plan.
(NOTE Section: 106.2) Any site plan for the placement of any portion of a structure
within 50 ft. of a property line and not within a previously surveyed building envelope on
a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's
signature and professional stamp on the drawing. Any structure to be built within a
building envelope of a lot shown on a recorded subdivision plat shall include a copy of
the building envelope as it is shown on the final plat with the proposed structure located
within the envelope.

if the property you are applying for a building permit on is located on a corner lot. Special

ASSIGNMENT OF WATER SERVICE AGREEMENT
THIS ASSIGNMENT OF WATER SERVICE AGREEMENT (the
"Assignment") is entered into this 5# day of March, 2005 by and between MJI\ l.A'<D
INVESTMENTS, a Colorado general partnership ("Assignor") and the MJN
SUBDIVISION EXEMPTION HOMEOWNER'S ASSOCIATION, an unincorporated
Colorado nonprofit association ("Association" or "Assignee").
WITNESSETH:
WHEREAS, Assignor is the developer of that subdivision exemption located in
Garfield County, ColoradO known as the MJN Subdivision Exemption, as the same is set
forth on the Plat thereof recorded as Reception No. 564548 in the Garfield County real
property records (the "Subdivision Exemption"); and
WHEREAS, as part of the development of the Subdivision Exemption, Assignor
entered into a Water Service Agreement with the Town of Carbondale (the "Town")
dated May 25, 1999 (the "Agreement"), a copy of which Agreement is attached hereto as
Exhibit "A" and incorporated herein by reference; and
WHEREAS, the Agreement contemplates the installation of a water line on and
over the Subdivision Exemption by Assignor in order to allow the Town to supply
domestic water service to Lots A and C of the Subdivision Exemption; and
WHEREAS, as such water line has now been constructed and the Association has
been formed, Declarant desires to assign its rights and obligations set forth in the
Agreement to the Association.
NOW, THEREFORE, in consideration of$10.00 and other good and valuable
consideration, receipt of which is hereby acknowledged, Assignor and Assignee hereby
agree as follows:
l. Assignment. Assignor hereby assigns to Assignee all of Assignor's rights
and obligations set forth in the Agreement, effective as of the date of this Assignment.
2. Assumption. ln consideration of the foregoing, Assignee hereby assumes
and agrees to perform any and all obligations of Assignor under or with respect to the
Agreement which arise on or after the date of this Assignment, and further agrees to
indemnify, protect, defend and hold Assignor harmless from and against any and all
liabilities, losses, costs, damages and expenses (including reasonable attorneys' fees)
arising or asserted, due to events or occurrences arising out of the Agreement after the
date of this Assignment.
3. Reserved Right of Town. The parties hereto agree and acknowledge that
the Town reserves the right to tap onto the existing water line that has been constructed
on and over the Subdivision Exemption and that is the subject of the Agreement in order

to provide domestic water to property located adjacent to and/or easterly of the
Subdivision· Exemption. To the extent such tap is made by the Town, the Assignee shall
enter into any and all necessary documents and/or amendments to the Agreement that the
Town shall deem necessary.
4. Release. As of the date of this Assignment, Assignor is hereby released

5. No Warranties. This Assignment is made without representation, warranty
or recourse of any kind, express or implied.
6. Binding Agreement. This Assignment shall be binding upon and inure to
the benefit of Assignor and Assignee and their respective successors and assigns.
7. Governing Law. This Assignment shall be governed by and construed in
accordance with the laws of the State of Colorado.
8. Counterparts. This Assignment may be executed by one or more of the
parties to this Assignment on any number of separate counterparts, all of which taken
together shall be deemed to constitute one and the same instrument.
9. Additiona] Documents. Upon the reasonable request of Assignee,
Assignor shall execute any additional documents that may be required to fully carry out
the intent hereof.

1. All installation must comply with all requirements of the Colorado State Board of Health Individual Sewage Disposal Systems Chapter
25, Article 10 C.R.S. t973, Revised 1984.
2. This permit is valid only for connection to structures which have fully complied with County zoning and building requirements. Con-
nection to or use with any dwelling or structures not approved by the Building and Zoning office shall automatically be a violation or a
requirement of the permit and cause for both legal action and revocation of the permit.
3. Any person who constructs, alters, or installs an individual sewage disposal system in a manner which involves a knowing and material
variation from the terms or specifications contained in the application of permit commits a Class I, Petty Offense ($500.00 fine-6
months in jail or both).
