When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please· review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. I Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each comer of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. Any structure to. be built within a building envelope of a lot shown on a recorded subdivision plat shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. A driveway approach is understood to be that portion of the county road right-of way between the pavement edge and the property line that is designed and used for the interchange of traffic between the roadway and abutting property. 2. GEOTECHNICAL ENGINEERS · GEOLOGISTS 1441 Motor St. Grand Junction, CO 81505 Mr. Dave Tonder 1104 County Road #308 Parachute, CO 81635 Re: Open Excavation Observation August 22, 2007 157 Ponderosa Circle, Battlement Mesa, CO Dear Mr. Tonder: TEL, (970) 242-8968 FAX, (970) 242-1561 As requested, Grand Junction Lincoln DeVore personnel completed a foundation excavation evaluation at the above- referenced site on July 26, 2007. The purpose of this observation and evaluation was to determine the type and condition of the soils on the site and to relate their engineering characteristics to foundation reactions of the proposed strocture. This letter contains general recommendations for construction of a residential foundation, but it is not a foundation desigu and may not be used as such. Our conclusions and recommendations for this site are presented below. Soil Classification: The soils at foundation level on this site are visually classified as silty clays and low plastic silts of moderate compressive properties and slight expansive properties in the silty clays. This upper soil is believed to be in excess of 50 feet thick below the foundation excavation. The allowable bearing capacities of the soils at foundation level, after wetting, compaction, and installation of native soil structural fill, are 2,200 psf maximum and 350 psfminimum. A sample of the native low plastic clays was obtained and subjected to laboratory testing. A small portion of these had a large liquid limit, indicating that some minor amounts ofhigh plastic clay are present. The soils were subjected to recompacted soil swell testing using the FHA PVC Meter method. These medium to high plastic clay soils, when not mixed with other soils, was found to have an expansion pressure of l ,028 psf at 4.0% swelL When mixed with other soils, the expansion was reduced to less than 400 psf and less than 2% swell. In-place soil density tests of the reworked·subgrade soils were taken within the building excavation on July 26, 2007. These five in-place soil density tests indicate that the wetted, reworked soils have a dry density ranging from 103 to 111 pounds per cubic foot. Densities of this maguitude indicate that these reworked soils, in near proximity to the footings, do not possess moderate compressible or possible collapsible properties. No soft areas were indicated by the fmal density tests taken on July 26, 2007, nor were soft areas observed by personnel of Grand Junction Lincoln DeVore on that date. Unless specifically noted, this site observation, any associated testing, and the reworking/compaction of the soils at foundation level address only the soils within 1 to 2 feet below the bottom of the building foundation excavation. It is possible that soil conditions which may affect the performance of this foundation gystem are present below the depth of soil compaction by the contractor and the testing performed by Grand Junction Lincoln DeVore. The grading and dminage recommendations are considered very important for the long-term stability of this foundation system and the strocture. Mr. Dave Tonder Open Excavation Observation, 157 Ponderosa Circle August 22, 2007 Page 2 Man-made Fill: The sub grade soils within the upper 6 to 10 inches of the building excavation were wetted, reworked, and compacted by the contractor to obtain the soil densities reported above. Personnel of Grand Junction Lincoln DeVore observed the recently placed structural fill on the above-referenced site on July 30, 2007. The structural fill was found to consist of approximately 1 foot of native reworked, low plastic silts and some mixed lean clays. ln-place soil density tests taken on the structural fill indicated that compaction was either equal to or in excess of90% of the Modified Proctor density (ASTM D-1557) for these materials. The structural fill appears to meet the minimum requirements of the foundation desigu prepared by Grand Junction Lincoln DeVore. Soil Moisture Conditions: The subgrade soils at foundation level within the original excavation were believed to be dry to damp based upon site conditions and our experience in this area. No free water was noted in the excavation. Some moistnre was added to the soils in the excavation by the contractor in order to obtain proper compaction. Foundation Type Recommended: A properly desigued shallow foundation system of the standard continuous spread footing and stem wall type, based upon the recommendations provided in this report, has been prepared by Grand Junction Lincoln DeVore. A copy of that desigu has been previously provided to the contractor/client. The foundation system must be constructed in strict compliance with our plans and specifications, with no alterations or deviations allowed unless prior approval is ftrst obtained from this office. Voids Beneath Foundation Walls: Voids are not required for this foundation desigu. Reinforcing: The foundation shall be reinforced as shown on the foundation desigu. No changes shall be made to this placement of reinforcing without written approval of the desigu engineer or architect. Floor Slabs: Non-structural floor slabs on grade, if any, should be positively separated from all structural portions of this building and allowed to float freely. Frequent scoring (control joints) of the slabs should be provided to allow for possible shrinkage cracking of the slab. These control joints should be placed to provide maximum slab areas of approximately 200 to 360 square feet. Any man-made fill placed below floor slabs on grade should be compacted to a minimum of90% of its maximum Modified Proctor dry density (ASTM D-1557). These soils should be placed at a moisture content conducive to the required compaction (usually proctor optimum moisture content ± 2%). Drainage and Grading: Adequate site drainage should be provided in the foundation area, both during and after construction, to prevent the ponding of water and the wetting or saturation of the subsurface soils. We recommend that the ground surfilce around the structure be graded so that surface water will be carried quickly away from the building. The minimum gradient within I 0 feet of the building will depend on surface landscaping. We recommend that paved areas maintain a minimum gradient of 2% and that landscaped areas maintain a minimum gradient of 8%. It is further recommended that roof drain downspouts be carried at least 5 feet beyond all backfilled areas and discharge a minimum l 0 feet away from the structure. Proper discharge of roof drain downspouts may require the use of subsurface piping in some areas. Planters, if any, should be constructed so that moisture is not allowed to seep into foundation areas or beneath slabs or pavements. The existing drainage on the site must either be maintained carefully or improved. We recommend that water be drained away from structures as rapidly as possible and not be allowed to stand or pond within 15 feet of the building or foundation. We recommend that water removed from one building not be directed onto the backfill areas of adjacent buildings. Should an automatic lawn irrigation system be used on this site, we recommend that the sprinkler heads, irrigation piping, and valves be installed no less than 5 feet from the building. In addition, these heads should be adjusted so that spray from the system does not fall onto the walls of the building and that such water does not excessively wet the backfill soils. It is recommended that lawn and landscaping irrigation be reasonably limited to prevent undesirable saturation of subsurfuce soils or backfilled areas. Several methods of irrigation water control are possible, to include, but not be . . limited to: • Metering the irrigation water. • Sizing the irrigation distribution service piping to limit onsite water usage. • Encourage efficient landscaping practices. • Enforcing reasonable limits on the size of high water usage landscaping within 5 feet of the building or foundation. • Incorporating "xeriscaping" landscaping and irrigation techniques. A plastic membrane placed on any crawlspace ground surfaces may retain/trap excessive amounts of water beneath the membrane. If future moisture problems develop or are anticipated, the foundation desigu engineer or the geotechnical engineer may require that the membrane be partially or completely removed from the crawlspace area. Provided that all recommendations found herein pertaining to site surface drainage, grading, and soil compaction are closely followed, a perimeter foundation drain would not be required. For fully fmished basements, however, the use of a perimeter foundation drain would siguificantly reduce potential moisture-related problems that can arise from subsequent area development. Backfill: To reduce settlement and aid in keeping water from reaching beneath this building, all backfill around this building should be mechanically compacted to a minimum of90% of its maximum Modified Proctor dry density (ASTM D-1557). The only exception to this would be the components of the perimeter foundation drain, if any. All backfill should be composed of the native soils and should not be placed by soaking, jetting or puddling. All backfill placed in utility trenches around this structure or below foundation walls should be mechanically compacted to a minimum of90% of its maximum Modified Proctor dry density (ASTM D-1557). These soils should be placed at a moisture content conducive to the required compaction (usually proctor optimum content± 2%). Cement Tvoe: Type ll, Type I-ll, or Type ll-V cement is recommended for all concrete in contact with the soils on this site. Calcium chloride should not be added to a Type ll, Type I-ll, or Type ll-V cement under any circumstances. Foundation components must not be placed on frozen soils.
