The site is located off of County Road 245, approximately 31/2 miles northwest of the Town of New Castle. The site is current improved with an existing single family dwelling served by a well and septic system. The Applicant proposes construction of an ADU approximately 2,100 sq.ft. in size to be located approximately 150 ft. east of the existing home on the lower portion of the site. The unit will be served by a shared domestic well with the existing home. A new septic system will be installed to serve the ADU. Access will likely utilize the existing driveway off of the County Road. All required utilities are existing on the site and will be extended to serve the proposed unit. The ADU standards were discussed with the Applicant and no compliance issues including size of the proposed new ADU were noted (maximum size for lots greater than 4 acres is 3,000 sq.ft.) The potential need for storm water drainage improvements at the rear of the site (base of the slopes) and foundation engineering related to soils were also noted by the Applicant. II. REVIEW PROCESS The Application will follow the Administrative Review Process contained in Section 4-101, 4-103, and Table 4-102 as summarized below: A. Pre -application Conference. B. Application Submittal (3 copies plus a copy on a CD). C. Determination of Completeness. • If Technically Complete the Applicant will be notified and the request scheduled for a Decision by the Director. • If it is not Technically Complete the Applicant will be advised of the deficiencies and has 6o days to complete the Application. D. The Director's Decision is scheduled and the Applicant provided with documentation regarding notice requirements. E. Additional Copies are provided by the Applicant and sent to referral agencies. F. Applicant completes the public notice mailing, 15 Days prior to the Director's Decision G. Evaluation by Director/Staff resulting in a Staff Report H. Consideration by the Director, resulting in an approval, approval with conditions or denial. A Director's Decision Letter is prepared. I. A ten day call-up period occurs after the Director's Decision after which the approval becomes final provided there are no requests for call-up to the Board of County Commissioners. J. If Approved with Conditions the Applicant addresses the conditions of approval. K. Land Use Change Permit is issued when all conditions have been met. IV. Site Plan and Vicinity Map C. Listing of property owners within zoo ft. and any mineral rights owners on the subject property. A copy of the Assessor's Office Mapping showing the locations of -said owners should be provided. D. Water Supply Plan (well permits, pumping and quality testing) Waivers requesting delays in providing testing results may be requested. E. Waste Water Plan (plans and/or feasibility for installation of the septic system). F. Information on the access road and compliance with Code Standards. Information on potential traffic generation should be provided and a waiver request from a traffic study may be appropriate. G. The Application will need to address Code Sections dealing with natural hazards and/or soils constraints on the site (i.e. does the Applicant plan on having an engineered foundation) H. Information on grading and landscaping needs to be provided or waivers requested. I. Information on the access driveway and demonstration of compliance with the standards contained in Section 7-107 including but not limited to width and maximum grade. J. The Impact Analysis has a variety of studies and requirements. Waivers from some of the submittal requirements may be requested based on the modest scale of the proposal. K. Based on the scale of the project it is anticipated that Development and Improvements Agreements will not be necessary. Waivers should be requested. VI. We have put in two swales to alleviate any future erosion and run off from the mountain. We have planted grass on the newly exposed dirt to prevent erosion and to provide ground cover and natural vegetation. We have plans for trees, shrubs and other vegetation to be planted as soon as the project moves forward to further insure the stability of the site and prevent any future problems. We will be using he existing driveway to access the site. We are planning to put culverts in where there might possibly be run off in the future. This will be reinforced with rock, graveled over and graded to ensure a solid drive from the existing driveway to the new site. The septic system will be located on the north side of the house to ensure no moisture collects under the drive or anywhere near the house site. This is located at a lower elevation from the proposed house site. We will be accessing water from the existing water lines that run to the existing home on the property. We will be disconnecting the power from the building at the north end of the property. This service will potentially be used to serve the new house. Excel Energy will be advising us on how to best bring the power to the home site. Plans are to ensure adequate drainage from the house to the east and north with rain gutters and proper sloping of the ground around the home site. They asked if there was anything else they needed to do. I gave that report to Fred. We will install an ionizer on the ADU if necessary. I do have updated well info from the state that allows up to three residences on the well. I will copy that and send it to you. I have hired Scarrow Walker to survey the driveway. Once that is done, Mobil Oil says they will complete any paperwork necessary for that easement. The soils were tested in 1988. 1 will be happy to submit the testing results. When we were in the initial planning stages of the homesite, we went over those reports with an engineer who concluded that there was no sign of expansive soils that we needed to be concerned about. We have put swales around the building site and have already planted vegetation on the disturbed soil to insure no erosion. We are also planning to put a culvert between the existing driveway and the building site to insure there is not a drainage problem. There has never been any drainage from that area, but our plan is to be proactive on that issue and make sure any drainage goes into the pasture area north of the site. The only soils problem I have had on the property came from an uncapped sewer line in the basement which manifest itself when I finished the basement and began using the bathroom and shower in that area of the house. After the existing home was relocated, I had someone dig down under the concrete to locate the problem area. If that line had been properly capped, the existing home would still be on the original foundation and I would be $90,000 richer:) What I need from you is a form or information to send to Mobil. I have ordered the survey and I will submit that to my attorney so he can do his part. Mobil wants something from you to let them know "exactly" what they need to do for the county. Access. The County needs information on both the legal access and the driveway to the site. I understand Fred has provided you with guidance on how to obtain documentation of legal access (below). We will also need you to provide the physical dimensions of the driveway as well as the type of surface that will be installed, as the site plan that was submitted is not to scale. Grading and Drainage. The County has a grading permit on file for your property and it appears to be for the area in which you have recently graded. We will waive this submittal but you will need to make sure that your property conveys drainage properly as to not impact your building site or driveway. Soil Characteristics. I understand that there are known soil issues on this site. We generally look for information about the soils in our Impact Analysis, but in lieu of submitting any information, we will condition the approval so that any building will require an engineered foundation. Water. You have an existing permit for a domestic well permit #70262. We will need to have information submitted from the Division of Water Resources that you have the ability to add another residential use to this well. In addition, the County requires water quality testing for basic contaminants, heavy metal constituents and radioactivity, and mitigation if there is a water quality issue that is identified in this test. Other geotechnical design and construction considerations are presented in the body of this report. This report presents the results of a subsoil study for design of foundations for a residence to be relocated at 3869 County Road 245, New Castle, Colorado. The project site is shown on Fig. 1. The study was conducted in accordance with a verbal approval for geotechnical engineering services by Iris DiGuglielmo. Chen -Northern, Inc. previously conducted a subsoil study for evaluation of the existing residence distress. The results of that study were reported in a letter dated February 2, 1990. We understand that a decision has been made to relocate the house, rather than undertake remedial foundation measures at the current location. A field exploration program consisting of one exploratory boring was conducted to obtain information on subsoil conditions at the relocation site. Samples obtained during the field exploration were tested in the laboratory to determine their engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed building foundation. The results of the field exploration and laboratory testing are presented herein. This report has been prepared to summarize the data obtained during this study and to present our conclusions and recommendations based on the proposed construction and the subsurface conditions encountered. Design parameters and MOC a discussion of geotechnical engineering considerations related to relocation of the residence are included in this report. The existing structure type and distress condition are presented in our Previous report. We understand that this structure will be moved to a new location approximately 50 feet to the southeast. The lowest floor elevation will be at or near 112 feet, and require a maximum cut into the hillside of about 10 feet. Foundation loadings for the relocated residence are assumed to be relatively light. If loadings, locations or conditions described above are significantly different than proposed, we should be contacted to provide geotechnical review and reevaluation of the reconnendations presented herein. SITE CONDITIONS The proposed relocation site is moderate to steep sloping terrain just above flatter terrain as indicated by the contours on Fig. 1. slope grade is down to the north at up to about 30%. An existing retaining wall is located to the north of the proposed building area. Other general site conditions are described in our previous report. The field exploration for the project was conducted on May 4, 1990. Boring 3 was drilled at the location shown on Fig. 1 to evaluate subsurface conditions near the new building envelope. Borings 1 and 2 were drilled as part of our previous study. The. borings were logged by a representative of Chen - Northern, Inc. •!1.'. .. =4111'1';; .. i,•,,. -3 - Samples of the subsurface materials were taken with 1 1/2 -inch and 2 -inch T.D. spoon samplers. The samplers were driven into the subsoils at various depths with blows from a 140 -pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D-1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the logs of Exploratory Borings, Fig. 2, which also contains the logs from our previous study. The samples were returned to our laboratory for review by the project engineer and testing. 3 SUBSURFACE 0ONDTTIONS Graphic logs of the subsurface conditions are shown on Fig. 2. The subsurface conditions encountered in Borings 1 and 2 were described in our previous report. Boring 3 encountered stiff clays above claystone/mudstone at a depth of 9 1/2 feet. Free water was not encountered in the borings at the time of drilling. The subsurface materials were generally slightly moist. Laboratory testing performed on samples obtained from Boring 3 included moisture content and dry density. swell -consolidation testing was performed on relatively undisturbed drive samples of the bedrock. The results, shown on Fig. 4, indicate that the weathered claystone possesses a low swell potential. The deeper mudstone bedrock does not appear to have a swell potential. The overburden soils are a medium plasticity clay and may have a swell potential. The laboratory testing is summarized on Table I. FOUNDATION REOOMf4FI90ATIONS Based on the data obtained during the field and laboratory studies and the performance of the existing structure, we recommend straight -shaft piers drilled am into the bedrock be used to support the relocated structure. Shallow founda- tions placed on the overburden soils apparently have a potential of settlement that has caused structural distress to the building. The drilled pier foundation is intended to place the bottom of the piers below the overburden soils in a zone of relatively stable moisture conditions and make it possible to load the piers sufficiently to resist any expansive soil uplift movements. Using a pier foundation, each column is supported on a single drilled pier, and the building walls are supported on grade beams supported by a series of piers. Loads applied to the piers are transmitted to the bedrock partially through peripheral shear stresses and partially through end -bearing pressure. In addition to their ability to reduce differential movements, straight -shaft piers have the advantage of providing relatively high supporting capacity. The piers can be constructed relatively quickly and should experience a relatively small amount of movement. The design and construction criteria presented below should be observed for a straight -shaft pier foundation system. 1) The piers should be designed for an allowable end bearing pressure of 30,000 psf and a skin friction of 3000 psf for that portion of the pier 2) All piers should have a minimum total embedment length of 12 feet and a minimum penetration into the bedrock of 4 feet. A distance equal to 4 pier diameters but at least 6 feet below the top of the pier (including the portion of the pier in clay) should be neglected in the skin friction calculations. 3) The piers should also be designed for a minimum dead load pressure of 10,000 psf based on pier end area only -5- 4) Piers should be reinforced their full length with at least one No. 5 reinforcement rod for each 16 inches of pier perimeter to resist tension created by the swelling materials. The piers should have a minimmn diameter of 12 inches. 5) A void form at least 4 inches high should be provided beneath grade beams to concentrate pier loadings and to prevent the expansive material from exerting uplift forces on the grade beam. 6) The pier holes should be properly cleaned prior to placement of concrete. The natural soils are generally stiff which indicates casing of the hole should not be required. 7) Free water was not encountered in the borings and dewatering of the pier excavations should not be needed. We expect that any water seepage encountered will be relatively slow and the free water controlled by imr,ediately placing concrete after pier hole drilling, cleaning and inspection. 8) A representative of the soil engineer should observe the pier drilling operations on a full-time basis. FOUNDATION As an"alternative to a drilled pier foundation, the residence could be founded on spread footings placed on the undisturbed natural soils. The footings can be sized assuming a maximum bearing pressure of 2000 psf. If expansive soils or bedrock are encountered, a minimum dead load pressure and foundation design change could be required. Additional subsurface exploration and observation of footing excavations will help evaluate the soil conditions for a footing foundation. Due to the risk for continued foundation movement, spread footings should only be considered for support of structures that can tolerate movement such as exterior retaining walls. The owner should be aware of the risk of movement should the bearing materials become wet. The amount of movement is related to the depth of wetting and loading conditions and may occur over a long period of time. •• • r •111. Foundation walls and retaining structures which are laterally supported and can be expected to undergo only a slight amount of deflection should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of 50 pcf for backfill consisting of the on-site soils. Cantilevered retaining structures which can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of 45 pcf for backfill consisting of the on-site soils. All foundation and retaining structures should be designed for appropriate surcharge pressures such as adjacent foundations, traffic, construction materials and equipment. The pressures recommended above assume drained conditions behind the walls and a horizontal backfill surface. The buildup of water behind the wall or an upward sloping backfill surface will increase the pressure imposed a foundation wall or retaining structure. An underdrain should be provided to prevent hydrostatic pressure buildup behind the walls. Retaining wall backfill should be placed in uniform lifts and compacted to at least 90% of the maximum standard Proctor density (Asm D-698) at a moisture content near optimum. Care should be taken not to overcompact the backfill since this could cause excessive lateral pressure on the walls. The -7 - on -site soils are mainly clays that could impose relatively high lateral earth loading on walls if the soil becomes wet. The wall pressure can be limited by keeping the soil dry or by using an imported predominantly granular soil as backfill. The on-site bedrock materials should not be used as backfill. Fa L •6: s:_ Floor slabs present a problem where expansive materials are present near floor slab elevation because sufficient dead load cannot be imposed on them to resist the uplift pressure generated when the bearing materials are wetted and expand. Structural floors above crawl space may be used to limit potential floor movements due to subgrade settlement/heave after wetting. We should observe the subgrade when cut to design grade to evaluate potential impact on floor slab construction. Slab -on -grade construction may be used provided the risk of distress is understood by the owner. To reduce the effects of some differential movement, nonstructural floor slabs should be separated from all bearing walls, columns and partition walls with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. Slab reinforcement and joint spacing should be established by the designer based on experience and the intended slab use. A minimum 4 -inch layer of free -draining gravel should be placed imnedi— ately beneath basement level slabs -on -grade. This material should consist of minus 2 -inch aggregate with less than 50% passing the No. 4 sieve and less than 2% passing the No. 200 sieve. The free -draining gravel will aid in drainage below the slabs and should be connected to the underdrain system. Required fill beneath slabs should consist of a suitable imported granular material excluding topsoil and oversized rock. All fill material should be ME evaluated by the soil engineer prior to placement. The fill should be spread in thin horizontal lifts, adjusted to at or above optimum moisture content and compacted to 95% of the maximum Proctor density. All vegetation, topsoil and any loose or disturbed soil should be removed prior to fill placement. The above recommendations will not prevent slab heave if any expansive soils underlying slabs -on -grade become wet. However, the recommendations will reduce the effects if slab heave occurs. All plumbing lines should be pressure tested before backfilling to help reduce the potential for wetting. UNDERDRAIN sysTEM Although groundwater was not encountered during our exploration, it has been our experience in mountainous areas where clay soils and bedrock are Present that local perched groundwater may develop during times of seasonal runoff. Therefore, each level cut into the hillside should be protected by an underdrain system. The underdrain system should consist of perimeter drain lines embedded in free -draining granular material. The free -draining granular material used in the drain system should contain less. than 2% passing the No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum size of 2 inches. The gravel depth should be at least 2 feet. The drain lines should consist of perforated drainpipe and should be placed at least 12 inches below the lowest finish grade and sloped at a minimum 1% to a gravity outlet. Dry wells should not be used. An impermeable barrier consisting of 20 mil PVC sheeting may be placed under the drain and attached to the grade beam with mastic to prevent water flow below the grade beam. SURFACE DRAINAGE The following drainage precautions should be observed during construction and maintained at all times after the residence has been completed: 1) Excessive wetting or drying of the foundation excavations and underslab areas should be avoided during construction. 2) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. we recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a miniman slope of 3 inches in the first 10 feet in paved areas. A swale should be provided at the uphill side of the residence. 3) Free -draining wall backfill should be capped with the on-site clays to reduce surface water infiltration into the backfill. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. 5) Landscaping which requires regular steady irrigation such as sod should not be located within the backfill zones and to a distance of 10 feet sur- rounding the residence. �u14 : M • � 7 This report has been prepared in accordance with generally accepted soil and foundation engineering practices in this area for use by the client for design purposes. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory borings drilled at the locations indicated on Fig. 1 and the proposed type of construction.
