The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. When reviewing a plan
and it's discovered that required information has not been provided by the applicant, this will result
in the delay of the permit issuance and in proceeding with building construction. The owner or
contractor shall be required to provide this information before the plan review can proceed. Other
plans that are in line for review may be given attention before the new information may be reviewed
after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (1 0) occupants requires the plans
to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.

Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line
and original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house-rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind
speed, wind exposure B or C, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 2003 IRC.
I. Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each comer of the proposed structure( s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?
Properties with slopes of30% or greater must be shown on the site plan. (NOTE
Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft.
of a property line and not within a previously surveyed building envelope on a
subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's
signature and professional stamp on the drawing. Any structure to be built within a
building envelope of a lot shown on a recorded subdivision plat shall include a copy of
the building envelope as it is shown on the final plat with the proposed structure located
within the envelope.

Dear Ms. Berry,
As requested, a Geotechnical Engineering Group (GEG) representative met with
the contracror representative to observe septic system ins1allation at the subject site on
March 6, 2002. The purpose of this letter is to transmit our final observations and fi~:~ld
•as built" drawing of the system ins1allation.
At the time of our site visit, the absorption system was installed, prior to final
cover. Field measurements indicated the installation was completed in . general
conformance with the "Individual Sewage Disposal System Design" prepared for the
subject site by GEG (Job No. ffl7), dated september 28, 2001. A field ·as built".

should be exercised to confirm county setback requirements are also met

As requested, Grand Junction Lincoln DeVore personnel have completed a fOundation excavation evaluation at the above
referenced site on 11-19-01. The purpose of this observation and evalnatjcn was to determine the type and condition of
the soils on the site and to relate their engineering cbamcteristics to foundation reactions of the proposed structure. This

not be used as such. Our oonelnsions and recommendations for this site are presented below.
Soil Classification: The soils at fuundation level on this site visually classified as silty sand with
occasional gravels and cobble of low moderate compressive properties. These soils are similar to the sorface soils

851, Sep 01. This upper soil is believed to overlie silty sands and sandy gravels and cobbles of low compressive
properties. These sands and gravels are believed to have beeu deposited by the action of the Colorado River. The
allowable bearing capacities of the upper soils on this site, after wetting and compaction, are 2200 psf maximum and 200
psf minimum.
In-place soil density tests were 1alren within the building excavation on 11-19-01. These 4 in-place soil density tests
indicate the wetted, reworked soils have a dry density nmging :from 116 to 123 pounds per cubic foot. These reworked
soils are 12 to 18 inches thick. Densities of this magnitude indicate these reworked soils. in near proximity to the f~
do not possess moderate compressible or possible collapsible properties. No soft areas were indicated by the final density
tests taken on ll-19-01 nor were soft areas observed by personnel of Grand Junction Lincoln DeVore on that date.
Unless specffically noted, this site observation, any associated testing and the ~compaction of the soils at
foundation level, addresses only the soils within I to 2 feet below the bottom of the building foundation excavation. It is
possible that soil conditiolls which may affect the performance of this fuundation system are present below the depth of
soilcompactionbythec:ontractorandthetestingperfurmedbyGrandJunctionLincolnDeVore. Thegradinganddrainage
recollllllelldaons are COIISidered very important for the Jnng tmn stability of this fuundation system and the structure.
Man-made Fill: Soils within the original excavation appear to be native to the site. The soils within the
12 to 18 upper inches of the building excavation were wetted. reworked and COillpllCted by theCOlllractorto obtain the soil
densities reported above.
Soil Moisture Conditions: The soils in the excavation at fuundation level were found to be damp
to moist No tree water was noled in the excavation. Some moisture was added to the soils in the excavation by the
contractor in ordar to obtain proper compaction.

Engineer.

All fouudation stem walls should be designed as "grade beams" capable of spanning at klast I 5 feet, based upon the
recoillllllllldi:Oiltlliood in the Geoleclmiall Engineering Group report. WheretbefOIIlldation stem walls are relatively
shallow in height, vertical reinfon::iag will not be necessary:· Howewr, in the walls retaining soil in excess of 4 feet in
height, vertical reinfon::iag may be necessary to resist tbe lareral pressures (restrained case) of tbe soils along the waU
exterior. To aid in designing such vertical reinforcing. an equivalent fluid pressure (E.F.P) on tbeorder of3S pcfwould .
be appropriate for tbe native soils.
Floor Slabs: , Non-Structural floor slabs on grade. if any, should be positively separated from all
structural portions of this building and allowed to float freely. Frequent scoring (control joints) of the slabs should be
provided to allow for pcssibla shrinkage cracking of the slab. These control joints should be placed to provide maximum
slab areas of approximately 200 to 360 square feet. Any llllliHilllde fill placed below floor slabs on grade should be
compacted to a minimum of90%ofits maximum Modffied Proctor dry density, ASTM D-1557. These soils shoald be
placed at a moisture content conducive to the required compaction (usually Proctor optimum moisture content ±2%).

The minimum gradient within I 0 feet oftbe building will depend on surfilce landscaping. We reoommend that paved areas

recommended that roof drain dowusponts be carried at klast S feet beyond all backfilli!d areas and discharged a minimum

in some areas. Under 110 circnmstsnces should a 'dry well discharge' be used on this site, unless specificslly sited by a

or beneath slabs or pavements.
The existing drainage on the site must either be maintained earefully or improved. We recommend that water be drained
away from structures as rapidly as pcssible and not be allowed to Sland or pond within l S feet of the building or

• Melfring the Inigation water. * Sizing the irrigation distribution service piping to limit on-site water usage. * Encourage efficient landscaping pnwtices. * Enforcing reasonable iimits on the sizeofbigh water usage landscaping within 5 feel of the building or :fuundation.
* Incorporating 'xeriscaping' landscaping and irrigation techniques.
A plastic membrane placed on any Crawlspace grolllld sllrlaces may reWnltrap excessive amounts of water beneath the
membrane. If future moisture problems develop or are anticipated. the Foondation Design Engineer or the Oeoteclmical
Engineel" may require that the membrane be partially or oomplelely removed ftom the cmwlspace area.
Provided all~ fonnd herein pel'tajning to site sllrlace drainage, ping and soil emnpaction are closely
followed, a perimeter fuundation drain would not berequ.ired. For fully finished basements, however, the use of a perimeter
foundation drain would significantly reduce potllntial moisture related problems wbieh can arise ftom subsequent area
developmen!.
Bacld'HI: To reduce seJt1ement and aid in keeping water ftom reaching beneath this building, all
backfill around this building should be mechanically compacted to a minimum of90% of its maximum Modified Proctor

All backfill should be oomposedofthe nalive soils and should not be placed by soaking, jetting or puddling. All backfill
