RE: Third Administrative Amendment - Pipeline Development Plan — Addition of Temporary
Concrete Batch
Enterprise Gas Processing, LLC Natural Gas Gathering Pipeline for Marathon Well Fields
Dear PhD,
Upon review, we have found that the February 19, 2009 application for a Pipeline Development
Plan Amendment does not represent a substantial change from the original permit. Attached to
this letter is the approved and recorded Third Amendment to the Administrative Permit.
Project Sumary. The original Administrative Permit allowed the construction of a 3.7 mile long 20—
inch pipeline, a 5.5 mile long of 16 -inch pipeline, and the Jackrabbit Compressor Station. In the
first amendment to the permit, Enterprises Gas Processing LCC obtained the County's permission
to install two additional pipelines along side of the original pipelines. The second amendment
approved a change in construction date restrictions related to bird nesting. This third amendment
allows the placement of a temporary concrete batch plant on the site to be used during the
construction of the compressor station. The concrete batch plant shall not increase the area of
land disturbed by the compressor station. The concrete produced by the batch plant shall only be
used on-site and the batch plant shall be removed when the compressor station construction is
complete.
Upon review of the submitted documents against the required standards and criteria in Section
9.07.06, Staff has made a determination of Approval with Conditions for the Third Amended
Administrative Permit.
