I. Purpose
It is the desire and commitment of the the Mountainview School
Boards and Administration to provide a safe environment for the students, staff and visitors that use the school facility. To that end this document is a result of a review of the potential emergency events that could occur and would thus impact safe operation of the school. This document is intended to be flexible so that it can be adjusted as the body, size and demands of the school changes. It is
also intended to be a guide that provides a basis for rapid yet sound
decisions by the staff and administration in concurrence with
community emergency services providers.
II. Emergency Services It will be the policy of the Mountainview Community School Administration that in any matter concerning the safety of students, staff or visitors to the campus, the appropriate emergency services responders will be notified immediately of a potential threat, safety
issue or active event.
III. School Board/Elder Board (the Boards) Review and Budget
A. This plan will be reviewed by the Boards(s) in the scheduled
board meeting prior to the beginning of the fall semester every year. This plan shall be a separate document filed each year as agreed to by both School and Elder boards. B. Additionally, this plan will be reviewed by the Boards as a designated budget item in regard to the costs of maintenance and safety operations. The following safety matters should be
included and considered jointly:
1. Scheduled inspections and maintenance, and
unscheduled service and repairs of fire sprinkler and fire alarm systems (anticipate annually).

2. Scheduled inspections and maintenance, and
unscheduled service and repairs of fire extinguishers. 3. Maintenance and service of two-way radio communications equipment for use between the Admin, Staff Lead or other designated supervisor and all Instructors, any security personnel and designated
maintenance personnel.
4. Installation and maintenance of door hardware, locks,
locking systems, emergency egress devices, and key
and access control systems and devices. 5. Installation and maintenance of closed circuit camera equipment and systems. 6. Emergency lighting.
7. Supply and replenishment of first aid supplies.
C. In the annual budget process, the Boards will also
consider and evaluate training costs for administrative, staff,
maintenance, and security personnel (to include regular volunteers) regarding the following: 1. Fire alarm operations, sprinkler controls, two-way radio operations and procedures, hands on fire extinguisher operation.
2. Annual classroom training regarding events which
would include but are not be limited to: Severe Weather,
Fire Safety and Evacuation, Security Threats, Security
Lockdown, Shelter-in-Place. 3. For all teachers and admin, a minimum of one annual table-top exercise simulating one of the threats listed in paragraph 2 above, and critique by a volunteer team of qualified emergency services personnel and including one

citizen that is not currently a part of the emergency
services community. 4. For all students, teachers and admin, a minimum of one fire drill during the first week of each semester term; to include the sounding of the fire alarm horns. One of the fire drills should occur during the winter
months when it is necessary to deal with coats, gloves,
snow boots, etc.
5. With the assistance of local emergency services,
one mass casualty exercise every two years. 6. For all teachers, admin, security, regular volunteer and maintenance personnel, CPR training and periodic refresher courses which will include infant and young child CPR techniques.
7. If an AED is on site, training of all staff in the use of
the device.
IV. Director of Safety Operations
A. Appointment - The Boards will empower the school administrator (principal, etc) to oversee and manage the safety operations as described in this document and attached documents. B. Through the authority vested by the Boards, the school
administrator may jointly serve as the Director of Safety
Operation or may convey any or all of the operational safety
functions to a Director of Safety Operations. However, the
school administrator will be responsible for the preparation and submittal of all aspects of the budget which includes safety matters, to include training costs. Further, the school administrator must approve all expenditures in accordance with Boards guidelines.

C. The Director of Safety Operations will be responsible for
collecting safety training records for all personnel and forwarding such records to the Human Resources Director for secure and proper storage. D. In cooperation with, approval and direction of the school administrator, the Director of Safety Operations will develop,
arrange and schedule safety training for the various staff and
personnel of the school.
1. A training priority will be the development of a concise
action plan that addresses the safety of building occupants in the event of the following: a. Fire Evacuation b. Weather event c. Security Threat (Lockdown)
2. The action plan will be distributed, reviewed/discussed
during personnel training and subsequently posted in all
classrooms, meeting rooms and offices throughout the
facility.
3. In addition to the written plan, a floor plan will be posted adjacent to doors in all rooms indicating the egress routes to exterior exits from that specific room. 4. Should the action plan, floor plan or exits change, the Director is responsible for immediately disseminating
such information to all personnel including the distribution
of updated floor plans with evacuation routes.
5. In cooperation with and direction of the school administrator, the Director will plan, arrange and execute Plan exercises for the various possible events (i.e. Fire Drills, Weather Event Shelter, Security Threat Evacuation, Security Lockdown, Etc.). Such rehearsals and exercises should include representatives of the Emergency Services Community.

E. Maintenance of Safety Systems & Equipment The Director of Operations will maintain a calendar schedule of inspections and service that is either recommended by an equipment manufacturer or such inspections as may be required by local or state codes, or required by law. The
Director will keep records of such inspections and service and
will advise the school administrator in writing of results. Such
inspections could include but are not limited to:
1. Sprinkler systems 2. Fire alarm systems – on site and off site reporting 3. Fire extinguishers 4. Emergency egress door releases (crash bars) 5. Emergency lighting 6. Backup battery power systems
7. Backup generators
8. Locks & locking systems
9. Keys and card key systems
10. Security doors / enclosures
11. Two-way communication equipment
F. Information for Budget Preparation The Director of Safety Operations with assistance of the school financial officer will track the costs of operating, maintaining and repairs of the various systems, items, equipment and training which is necessary to promote and provide a safe school
environment. At the direction of the school administrator the
information collected will be supplied to the administrator in a
timely fashion for use in preparing the school budget.
G. The Director of Safety Operations will be responsible for complying with all directives and policies of the Boards. Further, the Director will follow the instructions and directions of his supervisor or the school administrator.
