Attached to this letter is the approved and recorded Second Amended Administrative Permit. The exhibit portion of the Amendment references and replaces the Amended Administrative Permit, contains the conditions that were attached to the original January 19th, 2009, permit for the pipeline, and well as those for the Amendment, with map depictions. Project Summary. The Amended Administrative Permit allowed the construction of a 13.72 - mile long pipeline system that included both 8 -inch steel and 4 -inch Flexpipe waterlines for produced water and freshwater, respectively, including a 5820' detour from the original pipeline route. Previous amendments changed the pipe to two (2) 4 -inch Flexpipe waterlines. In this Fourth Amendment to the permit, the County approves a change to allow co- location of the pipeline in an EPCO, Inc. Right of Way. An agreement speaks to the agreement between the two companies to share this route. Upon review of the submitted documents against the required standards and criteria in Article IX, Section 9.113, Staff has made a determination of Approval with Conditions for an amended administrative permit.
