HomeMy WebLinkAbout3.0 Completeness ReviewGarfield County March 9, 2012 BUILDING & PLANNING DEPARTMENT Steven Novy Green Line Architects 65 N. 4t" Street, Suite 5 Carbondale, CO 81623 RE: Completeness Review Welles Accessory Dwelling Unit (File GAPA-7155) Dear Steve: The Building and Planning Department is in receipt the Application you submitted on behalf of Sondra and Peter Wells for a General Administrative Permit for an Accessory Dwelling Unit (ADU) on their property located 5343 County Road 100 Carbondale, Colorado. (Assessor's Parcel Number 2393-251-00-151). The application has been reviewed to determine if the submittal materials are complete and although the application is comprehensive and detailed there are a number of items that need to be provided or resolved prior to a determination of technical completeness. Pursuant to the Garfield County Unified Land Use Resolution of 2008 (ULUR) as amended, please respond to the following items: 1. Your site plan information needs to include additional details on the following: • Locations of easements for the proposed water service lines across the adjoining property to the shared well. • Additional location information for the access driveway including width and approximate grades. This information should include areas that cross neighboring properties. • Location and information on utilities (water lines, sewer lines, electric, gas, phone, etc.) to serve the proposed ADU. • Topography for the site shown on the site plan needs to extend to the property lines or the Application needs to include a request for waiver from that requirement. Staff understands that some of the above items may be addressed by the narrative and/or statements of applicability. 2. The vicinity map needs to be available in an 8'/ x 11 format for notice purposes. 3. The Application needs to include the following: 108 Eighth Street, Suite 401 • Glenwood Springs, CO 81601 (970) 945-8212 • Fax: (970) 384-3470 • The Applicant needs to confirm that their Mineral Ownership research was on the subject property owned by the Wells and address the mineral rights reflected in the title policy. • Documentation for water line easements across the adjoining parcel to allow the shared well to serve the proposed ADU. • Documentation of how the adjacent well is being used to allow confirmation that it is available to serve the proposed ADU. • Copies of the deeds (referenced in the title work) establishing legal access for the site and the proposed use. • The pump test report needs to be supplemented by an engineer or ground water hydrologist's statement addressing its adequacy to serve the proposed uses (per Section 7-104 of the ULUR). • The Applicant needs general statements and/or information to address Article VII Standards for utility service. 4. The Application needs to contain at a minimum a narrative with supporting documentation responding to Article VII, Division 2, relating to various requirements for mitigation or assessment of hazards including drainage, stormwater runoff, wildfire, and natural hazards. Staff understands that some topics in this section may not be applicable and a statement to that effect or a request for a waiver from some requirements may be acceptable for the determination of a complete Application. Once the above information/topics are addressed we can finalize our completeness review and schedule a date for the Director Determination for the Application. Also, once determined to be complete, the adjacent property owner notification is required as well as additional copies of the submittal materials to send to referral agencies. Referrals may include but are not limited to the Colorado Division of Water Resources, County Attorney, County Environmental Health Manager, and the local Fire Protection District. Please note that the Garfield County ULUR requires that these technical completeness issues be resolved within 60 -days of the date of this letter, otherwise the application will be deemed withdrawn unless a request for extension is submitted and approved.
