ln accordance with and pursuant to provisions of the Garfield County Land Use and
Development Code, as amended, and a Resolution of Approval of the Board of County
Commissioners of Garfield County, State of Colorado, the following activity is hereby
authorized by Land Use Change Permit:
A 2.11 acre Storage Area (laydown yard) as shown on the Site Plan Attached as
Exhibit "A (LIPA-7825)
This Land Use Change Permit - Limited lmpact Review is issued subject to conditions
of approval as set forth in Exhibit uB" and shall be valid only during compliance with
such conditions and other applicable provisions of the Garfield County Land Use and
Development Code, as amended, Building Code, and other regulations of the Board of
County Commissioners of Garfield County, Colorado.

Conditions of Approval
1. That ali representations made by the Applicant in the
application shall be conditions of approval, unless specifically
, altered by the Board of County Commissioners.
2. That the operation of the Noble, Ramos Storage Facility shall be
. done in accordance with all appiicable Federal, State, and local
regulations governing the operation of this tlpe of facility.
Conditions Prior to Issuance
3. The Applicant shall conduct a follow-up evaluation during the
growing season of the noxious weeds on the site. This follow-up
report and updated control plan shall be zubmitted and accepted
by the Garfield County Vegetation Manager prior to issuance of
the Land Use Change Permit.
Other Conditions
4. The facility shall maintain compliance with Storm Water
Managonent Plarl Drainage and Grading Plans and
Reclamation for the site.
5. The Applicant shall control fugitive dust during the operation of
the site.
The facility shall maintain compliance with Section 7-306
Lighting, with all liehting to be directed inward and downward
toward the interior of the site. Facilities and storage tanks shall
be painted a non-glare neutral color to lessen any visual
impacts.
The Applicant shall complywith theirNoxious Weed
Management Plan including the best management practices.

Conditions of Approval
That all representations made by the Applicant in the application shall be
conditions of approval, unless specifically altered by the Board of
County Commissioners.
That the operation of the Noble, Rulison Storage Facility shall be done
in accordance with all applicable Federal, State, and local regulations
governing the operation of this type of facility.
Conditions Prior to Issuance
3. The Applicant shalt provide a greater explanation of the post
development coefficients contained in the Grading and Drainage Report-
In addition, the detention volumes need to be verified based on these
coefficients. This information shall be submitted to the Garfi.eld Cowtty
contract engineer for review and acceptance prior to issuance of the
Land Use Change Permit.
4. The Applicant shall conduct a follow-up evaluation during the growing
season of the noxious weeds on the site. This follow-up shall include a
management plan for all identified State or County listed noxious weeds.
This follow-up report, managernent plan and evidence that the identified
noxious weeds have at least been initially heated shall be submitted and
accgpted by the Garfield County Vegetation Manager prior to issuance
of the LandUse Change Permit.
Other Conditions
The facility shall maintain compliance with Storm Watil Managernent
Plan, Drainage and Grading Plans and Reclamation for the site.
The Applicant shall control fugitive dust during the operation of the site.
