ln accordance with and pursuant to provisions of the Garfield County Land Use-'and
Development Code, as amended, and a Resolution of Approval 2014-4A (Reception
Number 852243) of the Board of County Commissioners of Garfield County, State of
Colorado, the following activity is hereby authorized by Land Use Change Permit:
A 2.5 acre Storage Area (taydown yard) as shown on the Site Ptan Attached as
Exhibit "A" (LlPi -7824)
This Land Use Change Permit - Limited lmpact Review is issued subject to conditions
of approval as set forth in Exhibit "B" and shall be valid only during compliance with
such conditions and other applicable provisions of the Garfield County Land Use and
Development Code, as amended, Building Code, and other regulations of the Board of
County Commissioners of Garfield County, Colorado.

Conditions of Approval
That all representations made by the Applicant in the application shall be
conditions of approval, unless specifically altered by the Board of
County Commissioners.
That the operation of the Noble, Rulison Storage Facility shall be done
in accordance with all applicable Federal, state, and local regulations
governing the operation of this type of facility.
Conditions Prior to fssuance
The Applicant shall provide a greater explanation of the post
development coefficients contained in the Grading and Drainage Report.
In addition, the detention volumes need to be verified based on these
coefficients. This information shall be submitted to the Garfield county
contract engineer for review and acceptance prior to issuance of the
Land Use Change Permit.
The Applicant shall conduct a follow-up evaluation during the growing
season of the noxious weeds on the site. This follow-up shall include a
management plan for all identified state or county listed noxious weeds.
This follow-up report, managernent plan and evidence that the identified
noxious weeds have at least been initially treated shall be submitted and
accepted by the Garfield county vegetation Manager prior to issuance
of the LandUse Change Permit-

5.The facility shall maintain compliance with storm water Managernent
Plan, Drainage and Grading Plans and Reclamation for the site.
The Applicant shall control fugitive dust during the operation of the site.
The facility shall maintain compliance with sectionT-306 Lighting, with
all lighting to be directed inward and downward toward the interior of
the site. Facilities and storage tanls shall be painted a non-giare neutral
color to lessen any visual impacts.
The Applicant shall comply with their Noxious weed Management plan
including the best management practices.
