HomeMy WebLinkAboutH App-Water Supply Evaluation 12-12-2008(signed) WATER SUPPLY EVALUATION HIGH MESA RV PARK GARFIELD COUNTY, COLORADO Prepared for High Mesa, LLC December 9, 2008 High Mesa RV Park Western Water & Land, Inc. 1 1.0 Introduction Western Water & Land, Inc. (WWL) has prepared this report on behalf of High Mesa, LLC (Applicant) to assess domestic water demand and associated depletions for the proposed High Mesa RV Park (RV Park) located on lands owned by the Applicant near the community of Battlement Mesa, Colorado. One well will be installed to provide domestic water for the RV Park; a well permit has been granted by the Colorado Division of Water Resources (CDWR). The well will intercept groundwater tributary to the Colorado River in a portion of the basin subject to calls placed by downstream senior water users at any time during the irrigation season. Therefore, a source for replacement water will be required to offset out-of-priority depletions attributed to the use of water from the well. (See below.) In addition to the application for a well permit, applications for an underground water right, Garfield County Special Use Permit, and plan for augmentation are currently being prepared to support development of the project. To support applications for the well permit, underground water right, and Garfield County Special Use Permit and to allow construction and operation of the RV Park to commence in advance of the court-approved plan for augmentation, the Applicant has obtained replacement water through a contract with the West Divide Water Conservancy District (WDWCD). In accordance with this contract, replacement water for out-of-priority depletions attributed to the use of water from the well will be supplied under an existing, approved substitute water supply plan (SWSP) held by the WDWCD. The replacement source specified in the approved SWSP is water purchased in CDWR-approved upstream reservoirs. The Applicant will likely prepare and submit an application for a plan for augmentation for the project. Following approval of the plan for augmentation, the contract with WDWCD will be terminated and future replacements will be made in accordance with the approved plan for augmentation. This report was prepared to support Applicant’s application for a contract with the WDWCD to provide replacement water under the WDWCD’s existing SWSP. The assessments presented in this report are based on information provided by the Applicant and the Applicant’s waste-water treatment consulting engineer at SGM, Inc. of Glenwood Springs and our understanding of surface water and groundwater resources in the area. High Mesa RV Park Western Water & Land, Inc. 2 1.1 Project Description The proposed RV Park will be constructed near the community of Battlement Mesa on property owned by the Applicant (Figure 1). The property encompasses approximately 36 acres. The proposed RV Park will be located within the NW ¼ of the SW ¼ of Section 19, Township 7 South, Range 95 West, 6th PM and NE ¼ of the SE ¼ of Section 27, Township 7 South, Range 96 West, 6th PM. The RV Park will consist of 120 units, a small office building, a 10-machine laundry, and a wastewater treatment facility. The water structures to be constructed in support of the project are shown in Figure 2 and include a water-supply well, wastewater treatment facility, a potable water tank, a fire protection impoundment (referred to herein as the “Fire Pond”), and an irrigation water impoundment (referred to herein as the “Upper Pond” A water-supply well will be installed near the northwestern corner of the property in Section 19 (Figure 2) to provide domestic water for the RV Park. Coordinates for the proposed water-supply well are N 39° 25.362’ and W 108° 2.887’. The well will be completed within the underlying alluvial aquifer. Based on other alluvial aquifer wells in the area, it is anticipated that the well will be drilled to a total depth of approximately 120 feet below ground surface, with an expected depth to water of approximately 80 feet. Water pumped from the well will be stored in the potable water tank for distribution to the RV Park. Wastewater generated at the RV Park will be treated at a wastewater treatment facility. The treatment facility will be located near the proposed well (Figure 2). Treated water will be discharged from the facility to a drainage channel leading directly to the Colorado River. The Fire Pond will be constructed with a small natural drainage near the RV Park as shown in Figure 2. The pond will be of sufficient capacity to maintain a minimum storage of 50,000 gallons of water as a fire protection water supply. Any water stored in excess of the 50,000 gallon fire requirement will be available for irrigation use. It is anticipated that the pond will be approximately 81 feet long by 39 feet wide and 9 feet deep. An application for a water storage right will be will be filed with District Court, Water Division 5 for the Fire Pond. The pond will be filled in priority with precipitation runoff channeled within the natural drainage. If sufficient water is not available in priority to maintain the required 50,000 gallons of water in the pond, the Applicant will purchase water from a Colorado Division of Water Resources approved source to maintain the required capacity for fire protection purposes. High Mesa RV Park Western Water & Land, Inc. 3 The Upper Pond will be constructed on the terrace above the RV Park as shown in Figure 2. The pond will be used to store precipitation runoff in priority and irrigation water delivered to the property under the Applicant’s existing irrigation rights. It is anticipated that the pond will be approximately 200 feet long by 100 feet wide and 9 feet deep. An application for a water storage right will be will be filed with District Court, Water Division 5 for the Upper Pond. 1.2 Designated Plan Contact The person responsible for the accounting and operation of this plan is: Mr. Robert Graham High Mesa Partners, LLC 400 Panamint Rd. Reno, NV 89521 (408) 391-7473 2.0 Water Demand and Consumptive Use Projection Water to be supplied by the proposed well will be used for domestic purposes. The following information/assumptions were used to complete a water-demand projection for the RV Park: • A daily demand of 100 gallons per unit and maximum occupancy of 120 units. • A daily demand of 90 gallons for the office. • A daily demand of 250 gallons per washing machine for the 10-machine laundry facility. Monthly water-demand for the proposed RV Park is presented in Table 1. The projected total annual demand is 16.34 acre-feet. Consumptive losses attributed to the use of water from the well are estimated to be 10 percent of the water demand for the RV Park. It is estimated that 90 percent of the water demand will be returned to the river as treated water discharged from the onsite wastewater treatment facility. Therefore, the projected annual consumptive loss is 1.634 acre-feet. High Mesa RV Park Western Water & Land, Inc. 4 3.0 Depletions The consumptive use of water at the RV Park will result in depletions to the Colorado River. In accordance with Colorado Division of Water Resources guidelines, depletions to the Colorado River resulting from the use of water from the proposed well cannot be considered to occur instantaneously, and therefore, the timing of those depletions is assessed in this analysis. The timing of depletions to the Colorado River was evaluated with the use of the Well Pumping Depletion Model (©2001, Western Water Consulting, Inc.). The input parameters for the model include aquifer thickness, transmissivity, and specific yield. A value of 40 feet was used for aquifer thickness based on an anticipated depth to groundwater of 80 feet and an expected depth to the base of alluvium 120 feet (see Section 1.1 of this report). Because site-specific hydraulic data are not available, estimates of hydraulic conductivity and specific yield were obtained from literature values for the lithology present at the site. The model was run using a hydraulic conductivity value of 10-2 centimeters per second and a specific yield of 0.2 for the alluvial deposits underlying the site (Freeze and Cherry, 1979). The analysis assumed that the alluvial aquifer is isotropic, homogeneous, of uniform thickness, and bounded by the river to the north and a no-flow boundary corresponding with the edge of the river valley to the south, which is located approximately 5,375 feet from the river. The proposed well will be located approximately 3,175 feet north of the Colorado River. The model was used to assess the maximum monthly depletions to the river attributed to the groundwater withdrawals required to meet the demand requirements. The simulation was run for a 50-year period to ensure that the maximum depletions were accounted for and allow sufficient time for projected depletions to show consistency from year to year. Model output for the run is provided in Appendix A. 4.0 Replacement Source Water purchased from an approved upstream source(s) provides a potential replacement water source directly available to offset out-of-priority depletions to the Colorado River. The Applicant will provide replacement water through an existing contract with the WDWCD (Contract No. 070517HM(a)) by which the Applicant annually purchases 2.0 acre-feet of water. In accordance with this contract, replacement water for out-of-priority depletions attributed to the use of water from the well will be supplied under an existing, approved SWSP held by the WDWCD. The High Mesa RV Park replacement source specified in the approved SWSP is water purchased in CDWR-approved upstream reservoirs. 5.0 Water Balance A call may occur on the Colorado River downstream ofthe proposed RV Park anytime during the irrigation season ofApril 1 through October 31 of each year. The Applicant, through a contract with the WDWCD, will provide replacement for irrigation-season depletions attributed to the use of water from the water-supply well. A monthly water requirements and water balance for this plan is presented in Table 2. A 10 percent transit loss was used to calculate the amount ofwater required to offset out-of-priority depletions caused by the use of water from the water-supply well. As shown in Table 2, 1.01 acre-feet of replacement water is required to offset potential out­ of-priority depletions during the irrigation season. During times of priority calls, water will be released from the reservoir(s) in accordance with the monthly schedule shown in Table 2.
