Reno, NV 89521 High Mesa RV Park Emergency Evacuation and Fire Plan 2 Version 1.0 6/28/2009 1. High Mesa RV Park shall have a valid fire, evacuation, operational, and inspection plan at all times. 2. The plan shall be subject to annual reviews and shall be approved by the Grand Valley Fire Protection District. A letter affirming review of this plan shall be attached to this plan. 3. Key data concerning fires and evacuation shall be maintained in: a. By emergency exit signage in key areas. b. The High Mesa Operations Manual, which this plan is a part of. c. The High Mesa Park Welcome Handout, which is given to each tenant as part of the check in package. A map is also supplied in the High Mesa Park Welcome Handout, which shows the emergency exit. An excerpt from the HMP Welcome Handout pertaining to fires and emergencies is below: 27. FIRES & FIRE EMERGENCIES & EVACUATIONS All RV’s are required by Garfield County to have a fire extinguisher. In the event you do not have one you are required to rent one at the office. Please contact the manager. An evacuation plan is contained on the Site Map you were given when you entered the park. In the event of a fire or emergency, call 911 and inform them of your location and the type of emergency. In the event of a non fire emergency you will be informed of an evacuation by Park Staff or other emergency personnel. Follow their instructions. If there is a fire in your area leave the area in your car or walk out. Do not hook up your RV under any conditions unless told to do so by management or the proper authority. Fires spread quickly and not leaving the area as quickly as possible could result in great bodily injury or death. There are three egresses from the Park. The first is the main entrance road. If this is blocked for some reason you may leave via the East exit and proceed to adjoining two exits, to CR 300. In addition there in an emergency exit from the north end of the park to CR 300. See map. Never block the exits and yield to all emergency vehicles. You may walk out as required through any of the surrounding areas. In Case of Fire in Your RV Make a fire-escape plan and keep your escape routes free of obstructions. Practice this plan often, and keep these pointers in High Mesa RV Park Emergency Evacuation and Fire Plan 3 Version 1.0 6/28/2009 mind; they will tell you pointers from those who know what it takes to get out alive: a) Stay calm. b) Sound a warning. c) If you awaken to a smoke- filled room, crawl below the smoke to safety. d) Check the doors to see if they are warm. A warm door may mean that there is a fire on the other side. Use an alternate exit, if possible. e) Get everyone out; wrap children in blankets if necessary-don't take time to get dressed. f) Close the doors behind you as you evacuate. This will slow down the fire. g) If it is safe to do so, turn off all appliances as you leave. h) If your hair or clothing should catch on fire, smother the flames with a towel, blanket or other thick material, or stop, drop and roll out the flames. Get medical attention as soon as possible. i) Call the Fire Department from a safe location. Do not delay. THINK FAST AND ACT WITH CAUTION: When you first discover a fire determine what to do immediately. If the fire is small and you have the proper fire extinguishers, PUT IT OUT. You May also use the hose that has been supplied at your site. SOUND THE ALARM: Do not underestimate any fire. If the fire is too much for you to handle, report it immediately. Call 911. WARN THE PEOPLE: Warn all people in the area immediately so they can get to places of safety. This is especially important in the case of fires in buildings. STAND BY: Stay near, but at a safe distance from the fire. Meet and tell the fire fighters where the fire is. They can waste valuable minutes if they have to find it themselves. FIRE FIGHTING: Everyone is responsible for preventing fires. But everyone is not obligated to fight major fires. In general, never join in the fire fighting unless your help is requested by the firemen. CORRECT EXTINGUISHERS: Different fire extinguishers are recommended for each type of fire. For CLASS A fires (wood, textiles, rubbish) use foam or water. For CLASS B fires (grease, motor vehicle, and flammable liquids) use foam, dry chemical, carbon dioxide or vaporizing liquid. NEVER use a water-type extinguisher on live electrical equipment, CLASS C fires. You can be electrocuted instantly by the electrical current following the water stream to your body. NEVER throw a stream of water on a CLASS B fire. You can splatter flaming liquids over a wide area, spreading the fire out of control. Equipment: The High Mesa RV Park maintains a complete fire system including a Fire Pond, Distribution system and Fire Hydrants and fire extinguishers in buildings and RV’s. This system is depicted in the drawings attached in the appendix. a. This system shall be inspected on an annual basis by the GVFPD. b. Extinguishers belonging to High Mesa and either in buildings or rented by Tenants and in RV’s shall be inspected and maintained under contract with a Fire Extinguisher maintenance company. c. An inspection letter for the Fire Pond shall be affixed to this manual on an annual basis and a copy will be provided to the GVFPD. d. Weekly inspections shall be undertaken per the High Mesa RV Park Operations Manual. An extract from the manual is below: i. Inspect the Fire Pond and fire pond fences. Look for wildlife and other issues in the pond area. Insure that pond outlet is operable. Inspect all fire hydrants and associated piping. Take corrective action or escalate as needed and if system is endangered. ii. The site manger shall prepare a log of all major maintenance items and shall arrange with staff and contractors scheduled dates for such maintenance. 1. A list of contractors with contact information shall be maintained and in Appendix. iii. Periodic inspections of the Emergency Roads, gates, and fences, shall be made and corrective action shall be taken if required. iv. All required maintenance and corrective action shall be noted in the maintenance log on the computer. e. Repairs shall be instituted immediately to allow the system to remain operational at all times. 5. Emergency Notification: a. Emergencies may result from natural disasters, fires, or other situations. b. Notification may come about as a result of: i. Staff and Tenants being informed by authorities to evacuate the park. ii. Authorities initiating an evacuation upon receipt of a 911 call or other observations occurring due to emergencies. iii. Individuals noting fires or other hazards causing self evacuation c. Authorities will be notified by a Tenant or by Staff in the event of an emergency. High Mesa RV Park Emergency Evacuation and Fire Plan 5 Version 1.0 6/28/2009 6. Evacuation Plan: a. A map of the site with evacuation roads is in the Appendix. An abridged version of this will be given to the tenants with their welcome package. i. The plan is not to have assembly areas in the park, due to the nature of the tenancy and the park, but rather to evacuate tenants directly to CR 300. ii. The Main Entrance is the preferred exit. iii. There is a 20 Ft. wide Emergency exit as a secondary exit. iv. There are foot paths to main roads. v. All road and paths lead to CR 300 along the 1 and ½ mile length. b. In the event of an evacuation RVer’s are not allowed to remove their RV’s or possessions. In the event that attempts are made the RV’s will be stopped by staff if possible and tenants will be instructed to walk out of the park. c. RVer’s must walk to safety unless staff or emergency personnel determine that there is sufficient time to evacuate with vehicles and/or RV’s to safety. d. There are special plans for ADA individuals that are formulated at check in to assist them in evacuation. e. When the staff or emergency personnel call for evacuation the park will be evacuated in the following manner: i. No entrance ways are affected: 1. Guests may evacuate through the main entrance with vehicles or walking if it is determined this is feasible by staff or emergency personnel. 2. All park guests east of the park laundry may use the emergency exit. 3. Emergency vehicles will enter through the main entrance, which is 24 feet wide and will offer adequate capacity. 4. All gates will have knock down releases. ii. Main Entrance blocked/closed because of fire emergency: 1. All guests will exit via the emergency road on foot. 2. Emergency Vehicles will enter on emergency road. 3. No Vehicles will be allowed. 4. Guests may use historical roads for exits if needed. iii. Main Entrance and Emergency Entrance blocked/closed because of fire emergency: 1. All guests shall exit on foot via trails High Mesa RV Park Emergency Evacuation and Fire Plan 6 Version 1.0 6/28/2009 2. Emergency Vehicles shall enter as they see fit. iv. All evacuees shall be instructed to wait on CR 300 or proceed to Battlement Mesa Recreation Center or as instructed by emergency personnel. No tenant will be allowed to return until instructed to by Staff or emergency personnel. 7. Staff training and planning: a. All staff will be required to review the fire preparedness manual on a semiannual basis as well as when hired. b. Staff will familiarize themselves with the park layout. i. New staff shall be shown site exits, locations on maps and the facilities as well as trained by the management as how to conduct themselves in a emergency when hired. c. Drills will be undertaken on an annual basis. It is not expected that guests will participate in these drills due to their transient nature. i. The drills will focus on recognizing giving instructions, altering authorities and processes for evacuation. 8. Emergency Contact List: a. (To be completed before occupancy.)
