HomeMy WebLinkAboutJai App-Welcome Rules and RegulationsWELCOME TO HIGH MESA RV PARK RULES AND REGULATIONS Welcome to High Mesa RV Park. Please read this booklet to understand the rules and regulations of the park, of Garfield County, and the State of Colorado, and the Federal Government. Adherence to these regulations allows you to enjoy your stay and assists the RV Park in adhering to the county and state regulations. You will be asked to confirm receipt of this document before setting up your RV. 1. TRAFFIC AND USE OF ROADS Speed limit within the Park is 10 MPH. It is strictly enforced for safety of our guests. Moving vehicles must be driven on designated roadways only and must have head and taillights in order to operate after dark. Motorized vehicles (golf carts, motorcycles and ATV's) may be used within the Park for transportation only. No cruising or joy riding. All operators of motorized vehicles including Golf carts, electric scooters & ATV's must be legally licensed in Colorado, per Colorado Law, and at least 10 years of age. Underage persons caught using the motorized vehicles will have one written warning issued, with a second offense causing the site renter to lose all vehicle privileges other than their car/truck for the duration of their stay. Any trailers that are being towed must be properly connected and comply with all state/federal laws. Trailers may not be stored on the site. Please see the manager for offsite storage. Motorized GAS Scooters and skateboards are prohibited, along with towing of same behind a golf cart. Use of gasoline carts & ATV’s during quiet hours is prohibited. All golf carts & ATV’s must carry liability insurance AND have Site # displayed on both sides. Guests are allowed 1 golf cart, ATV, or UTE per site as part of their 2 car allocation. Any vehicle (or any other object) blocking the roadway must be removed immediately. If management is not able to contact the owner of such vehicle/object it will be towed away at owners’ expense. Dust: Tenants must not create dust by excessive speed, spinning of tire or other actions on the roads. 2. QUIET HOURS & NOISE Park quiet hours have been firmly established from 10:00 P.M. – 7:00 A.M. The use of generators will not be allowed at any time. Noise from your radio, stereo, pets, party, spirited discussion or your guests must not impose on other residents at any time. High Mesa shall be the sole judge of acceptable noise levels, but in all cases you must comply with the Colorado Standards concerning residential noise; statute 25-12-103. 3. CHECK-IN Check-in time is 2:00 P.M. unless other arrangements have been made. 4. CHECK-OUT Check out time is 11:00 P.M. Colorado time. A late checkout, which interferes with the check-in of a guest to the same site, will result in a charge of one day’s rental. 5. RV REQUIREMENTS The management must approve all RV’s. All RV’s must be self-contained and connected at all times to our site dumps. No outside modification of recreational vehicles is permitted without management approval. RV’s must be the owner occupied. Use of RV, other than by the owner, must be approved through the office. Pickup campers must remain on pickup. Sites may not be sublet. Rent is not transferable or assignable and site does not accompany the sale of an RV. No evaporative coolers. No RV's older than 15 years unless approved by management. Management reserves the right to refuse to register any RV for any reason. 6. OCCUPANCY 180 DAY GARFIELD COUNTY STATUTE Per the guidelines set forth by the Garfield County Statute; occupancy is limited to no more than 180 days per year, either consecutively or in aggregate in sum at any park in the county. You will again be notified of the 180 day rule after a stay of 150 days or a lesser amount if you have previously stayed here or at another park. In the event that you do not vacate the park on the final day you will be billed at a rate of three times the monthly rent and the county will be notified per county regulations. You will be black listed and not allowed any future use at the park. If you continue to remain at the park legal action will be taken to evict you from the park and you will be billed for these expenses. If space is available management reserves the right to remove your RV to the storage yard at the end of the 180 period. All RV sites are rented on a month-to-month basis, and site reservations can be made for a period of no longer than one-hundred-and-eighty (180) days. Renewal is not guaranteed. Monthly sites are registered to no more than two people and approval is required for additional people. 7. RV SITES One (1) RV per site. Each site is equipment with a table and grill. Excess items shall not be stored around or under the unit unless skirted. No tenting. No sleeping in cars or in truck vehicles. No outside appliances. No open fires. Each RV will use one space and hookups for that assigned space only RV must have sleeping facilities window coverings and approved electrical hookups. We do not allow sleeping in tents or outside of RV’s, nor will we accept converted school buses, horse trailers, or dead storage trailers. (We have storage facilities in the park for these items; please speak with the park manager.) To maintain the appearance of our park, please do not park your R.V. or vehicle so that is overlaps our ground coverings. You may not store items on the site. The Park has a storage facility for your use at additional cost. Please contact the manager for details. 8. LAUNDRY FACILITIES The Laundromats are for your convenience. The laundry facilities are for RVers only. Please leave them in the same condition you found them in. Clean up after yourself. Clothes are to be removed from machines as soon as cycle is completed. Dyeing of clothes is strictly prohibited. Pet laundry may not be done in our machines. The laundry facility is to be left in a neat, clean and orderly condition. These facilities will be closed from time to time at Park Management’s discretion for cleaning and repairs. 9. GUESTS and VISITORS All guests must check in when visiting and must abide by the code of conduct that all residence abides by. High Mesa reserves the right to refuse and/or eject any and all guest and visitors should they violate property rules. 10. SIGNS No signs or advertising including “For Sale” signs allowed inside park. 11. SMOKING RESTRICTIONS High Mesa endorses a clean, healthy environment. All public buildings are non-smoking. 12. ALCOHOL No open containers will be allowed in vehicles or on Park Roads. Excessive use of alcoholic beverages is prohibited. Drunk and disorderly behavior will not be tolerated and will result in the contacting of local authorities and expulsion from the park. 13. ACTIVITIES Park facilities and activities are for use of park guests only, unless specified otherwise by park management. 14. SECURITY and EMERGENCIES To ensure security within the resort, all visitors and guests are required to use car passes issued by the office. No soliciting within the resort without management’s approval. For fire, police or medical emergencies, PLEASE CALL 911. Interfering with security personnel, security vehicles or failing to comply with their direction could result in expulsion from High Mesa RV Park. 15. WILDLIFE MANAGEMENT The park is located in a rural setting with abundant wildlife. The area is populated by Bears, Deer, Elk, and small game at various times of the year. It is essential that you do not confront or otherwise interfere with wildlife. This is for your safety and that of the other members of the Park. Do not feed the wildlife under any condition. This includes birds. Do not feed your pets outside your RV as this will attract wildlife to your RV. See the Wildlife Handout for additional information. A note on Bears: Bears enjoy trash, garbage, pet food and bird feeders. If they find food at your site they will become imprinted and will keep retuning to your site. Not Good! Please do not have a bear become imprinted on your RV or your vehicle by leaving attractive items in and around your site. This could be a problem for you and the Park. 16. GARBAGE AND TRASH DISPOSAL Garbage must be wrapped and, with other refuse, must be placed in plastic trash bags and kept inside the RV until deposited in the designated dumpsters. The park is frequented by Bears and other wildlife. Secure your RV so as to not allow animal’s entrance to your RV. Properly dispose of all Trash and Garbage in the Bear Proof Dumpsters and make sure that they are secured after using. Sanitary and health laws must be obeyed at all times. Combustible, noxious, or hazardous materials should be removed from the Park and not placed in dumpsters. At no time are dumpsters to be loaded with any items that the lids cannot be closed completely. At no time are the dumpsters to be loaded with landscaping and pruning matter that makes disposal of other resident’s garbage impossible. All materials, garbage, trash must be placed inside of a dumpster. Materials, garbage, trash at no time is to be left in the bays around the park as this constitutes dumping and will be prosecuted to the fullest extent of the law. Bringing in trash from outside the Park to dump in the Park's dumpsters is strictly prohibited. Dumpsters will be picked up by a local refuse hauler on a regular basis. 17. SEWER CONNECTIONS All sewer connections must be sealed per health department regulations using attached L shaped air tight connectors. These are available in the RV store if needed. 18. CLOTHESLINES No clotheslines are permitted outside RV. 19. VANDALISM Vandalism in any form will not be permitted and shall be cause for immediate eviction with no refund of money paid. 20. FIRE ARMS/FIREWORKS/TORCHES/FIRES High Mesa has a zero tolerance for the brandishing, possession and/or discharging of any and all weapons or fireworks. Discharge of weapons or fireworks will result in the contacting of local authorities and immediate eviction from High Mesa. No Tiki Torches sites. No open campfires. All other fires must be contained in approved grills and on your site. 21. PETS A maximum of two pets per R.V. are allowed. Pit Bull terriers, Rottweiler’s or any dog with aggressive behavior is restricted. All other conditions for keeping pets are set forth in the pet agreement, which must be signed by owner. All dogs must be on a leash at all times. Please clean up after your pet. Failure to comply with the pet policy may result in your pet privileges canceled. No pets, other than “service animals” are allowed in any of the public buildings. High Mesa reserves the right to cancel or refuse the allowance of a pet at the resort that High Mesa deems to be aggressive or possess aggressive behavior towards people or other animals. Pets will be kept inside your unit after 10 p.m. No unattended pet will be tied outside the unit and left at any time. Pets should not be left unattended inside your unit in case of an electrical failure (AC). You may only feed your pets inside your RV. You must sign the Pet Rules and Regulations if you intend to have a pet on your site. 22. PICNIC TABLES Use picnic tables on your site. Clean up after use of table. This is for your protection from wildlife and courtesy to your neighbors. 23. IMPROVEMENTS All improvements or additions such as, but not limited to: semi permanent awnings, screened rooms, detached AC units, signage, outside appliances, TV, painting, vegetation, etc., must be submitted to management for written approval prior to starting work. Drawings are required to show dimensions and locations as well as materials. All improvements made to the site you are renting/leasing, including landscaping, shall at once become part of the realty and belong to High Mesa Park, if it so desires. If not, improvements shall be removed upon departure at the renter/lessees expense and the site returned to its natural state. No wooden or metal sheds or wooden decks. 24. VEGETATION Vegetation may not be pruned, cut, added or removed without written approval from management. 25. DRINKING WATER Do not drink or use water from the irrigation system. This is untreated water and is harmful to humans and pets. Use only water designated to your RV hookup. 26. LIABILITY All facilities are used at your own risk. The equipment and facilities furnished are solely for the convenience of registered guests only. The management will not be responsible for accidents, injuries or loss of property by fire, theft, wind or acts of God. 27. FIRES & FIRE EMERGENCIES & EVACUATIONS All RV’s are required by Garfield County to have a fire extinguisher. In the event you do not have one you are required to rent one at the office. Please contact the manager. An evacuation plan is contained on the Site Map you were given when you entered the park. In the event of an evacuation follow staff or emergency personnel instruction. Proceed to CR 300 and the Battlement mesa Recreation Center unless instructed oterhwise. In the event of a fire or emergency call 911 and inform them of your location and the type of emergency. In the event of a non fire emergency you will be informed of an evacuation by Park Staff or other emergency personnel. Follow their instructions. If there is a fire in your area leave the area in your car or walk out. Do not hook up your RV under any conditions unless told to do so by management or the proper authority. Fires spread quickly and not leaving the area as quickly as possible could result in great bodily injury or death. There are three egresses from the Park. The first is the main entrance road. If this is blocked for some reason you may leave via the East exit and proceed to adjoining two exits, to CR 300. In addition there in an emergency exit from the north end of the park to CR 300. See map. Never block the exits and yield to all emergency vehicles. You may walk out as required through any of the surrounding areas. In Case of Fire in Your RV Make a fire-escape plan and keep your escape routes free of obstructions. Practice this plan often, and keep these pointers in mind; they will tell you pointers from those who know what it takes to get out alive: a) Stay calm. b) Sound a warning. c) If you awaken to a smoke-filled room, crawl below the smoke to safety. d) Check the doors to see if they are warm. A warm door may mean that there is a fire on the other side. Use an alternate exit, if possible. e) Get everyone out; wrap children in blankets if necessary-don't take time to get dressed. f) Close the doors behind you as you evacuate. This will slow down the fire. g) If it is safe to do so, turn off all appliances as you leave. h) If your hair or clothing should catch on fire, smother the flames with a towel, blanket or other thick material, or stop, drop and roll out the flames. Get medical attention as soon as possible. i) Call the Fire Department from a safe location. Do not delay. THINK FAST AND ACT WITH CAUTION: When you first discover a fire determine what to do immediately. If the fire is small and you have the proper fire extinguishers, PUT IT OUT. You May also use the hose that has been supplied at your site. SOUND THE ALARM: Do not underestimate any fire. If the fire is too much for you to handle, report it immediately. Call 911. WARN THE PEOPLE: Warn all people in the area immediately so they can get to places of safety. This is especially important in the case of fires in buildings. STAND BY: Stay near, but at a safe distance from the fire. Meet and tell the fire fighters where the fire is. They can waste valuable minutes if they have to find it themselves. FIRE FIGHTING: Everyone is responsible for preventing fires. But everyone is not obligated to fight major fires. In general, never join in the fire fighting unless your help is requested by the firemen. CORRECT EXTINGUISHERS: Different fire extinguishers are recommended for each type of fire. For CLASS A fires (wood, textiles, rubbish) use foam or water. For CLASS B fires (grease, motor vehicle, and flammable liquids) use foam, dry chemical, carbon dioxide or vaporizing liquid. NEVER use a water-type extinguisher on live electrical equipment. You can be electrocuted instantly by the electrical current following the water stream to your body. NEVER throw a stream of water on a CLASS B fire. You can splatter flaming liquids over a wide area, spreading the fire out of control. 28. POTABLE WATER & WASTE SYSTEM NOTICE In event of the failure or a period of repair of potable water and waste treatment systems, management will inform you to utilize your on board facilities. If the problem is not resolved in 24 to 48 hours your contract with the park will be terminated and you will receive a refund, at which time you will be expected to leave the park. 29. HAZERDOUS SUBSTANCES Anything which creates a threat to health and safety shall not be permitted on the Premises. For the purpose of this provision, "Hazardous substance" refers to any flammable, combustible, corrosive, explosive or toxic fluid, material, chemical, solid, gas or substance. (Including, but not limited to, paint, batteries, motor oil or other vehicle fluids, herbicides, insecticides, poisons, chemicals or other toxic materials. No hazardous substances may be stored on the Premises, except those customarily used for normal household purposes (and only in quantities reasonably necessary for normal household purposes which shall be properly stored within the RV and/or storage building). RVers shall not dispose of any hazardous substances under or about Dumpsters, RVer's Premises, other home sites in the Park, the Park's common areas or any other area of the Park (including, but not limited to, the sewer system, or other drainage area or the ground beneath RVer's RV, accessory equipment or elsewhere on the Premises). In the event RVer stores or disposes of hazardous substances under or about RVer's Premises or elsewhere in the Park, RVer shall immediately and appropriately remove the hazardous substances at RVer's own expense. If the RVer fails to remove the hazardous substances within seven (7) days after Park Management gives RVer written notice to remove the hazardous substances, the actual cost of such removal shall be immediately due and payable to the Owner. RVer agrees to indemnify Park against (and hold harmless from) any loss, liability, damage or expense, including, without limitation, reasonable attorneys' fees, which (either directly or indirectly) Park may incur or suffer by reason of the storage or disposal by RVer of any hazardous substances on or under RVer's Premises, other home sites in the Park or any other areas of the Park. 30. UTILITY PEDISTAL The utility pedestals (water, sewer and utility hookups) must be accessible at all times. RVer's sewer and water connections must be water tight and air tight. If one of the Park's water shut off valves or utility cans is located on RVer's Premises, it must be kept uncovered and accessible at all time. Except through existing electrical, water, sewer, or cable connections on the Premises (and only if RVer has contracted for such services), RVer shall not connect any apparatus or device for the purposes of using electric current, water service, or sewer service. Whenever it is necessary for Park Management or staff to make repairs or improvements to the Park's utility systems, Park Management will have the right to suspend temporarily the delivery of the affected utility/utilities. However, a reasonable notice will be given to RVer as circumstances permit. All such repairs and or improvements will be completed as safety and rapidly as may be practical and if possible, at such times which will cause the least inconvenience to the RVer and the Park. 31. RESTROOM AND SHOWER FACILITIES. The restrooms and shower facilities are for RVers only. These facilities will be closed from time to time at Park Management’s discretion for cleaning and repairs. 32. PARK OFFICE, COMPLAINTS AND MAINTENANCE PERSONNEL Except in emergency, please do not telephone or contact Park Management and staff after normal business hours. Except for emergencies, all complaints must be in writing and signed by the person making the complaint. All community business is conducted during posted business hours. All repair or maintenance requests regarding common areas shall be submitted in writing to Park Management, and RVer shall not give instructions directly to Park staff. RVer shall not request maintenance staff to perform jobs for the RVer (whether or not for remunerations), since Park maintenance staff is expressly prohibited from undertaking any work on behalf of RVers. 33. SURROUNDING PROPERTIES You may not enter any of the surrounding properties. You are not allowed access to BLM land from the park. Contact the manager if you have any questions.
