HomeMy WebLinkAboutJJDEAP~1Appendix “E”: High Mesa RD Maintenance Plan High Mesa Road will be completed to county specifications with the completion of High Mesa RV Park by High Mesa Partners LLC during Q4 2009 to Q1 2010. This agreement will be subject to revision per the High Mesa RD Maintenance agreement. Construction Period: The road is currently being used by EnCana Corporation for access to several well pads. The road is being maintained with dust suppression materials during this period, and EnCana will continue to do so until completion of their use sometime in Q2 2010. During the RV construction period a comprehensive dust control plan is in place which will include the road. Upon completion of the RV Park and cessation of EnCana’s use, the road will be chip sealed. This will be paid for by High Mesa Partners LLC. Going forward the road will be maintained per the Road Maintenance Agreement between all of the parcel holders which requires High Mesa Partners, LLC to maintain the Road at their expense, and with their staff, with the other parcels making a small contribution; less than 2%. Equipment Plans: High Mesa has procured a JD Backhoe that will be used to maintain the road and the drainage areas. In addition the tractor is equipped with a plow blade for snow removal. The unit holders approve the use of this equipment and staff as specified in Item 7 in the Agreement. In the event this equipment or staff is not available, and for all other maintenance, the Maintenance Agreement calls for the procurement of adequate contractors to perform the required maintenance including patching, maintenance of guard rails, culverts and other areas. Required Maintenance: Upon Occurrence: Removal of snow, sanding and other winter requirements. Emergency repairs, trash removal, etc: As needed. Weekly: Inspection of the road for maintenance issues, with appropriate repairs. Monthly: Inspection of all fences, cattle guards, drainage and culvert areas with repairs. Major repairs: As required to maintain the road to county standards for a public road. Annual: Inspection by appropriate engineering company to look for structural faults.
