HomeMy WebLinkAboutCorrespondence from CDOT Requiring Access Permit 222 South 6 th Street, Room 100, Grand Junction, CO 81501-2769 P 970.683.6284 F 970.683.6290 www.coloradodot.Info August 21, 2014 <<<Email>>> Tamra Allen, Planning Manager Garfield County Community Development Department 109 8 th Street #200 Glenwood Springs, CO 81601 RE: Access Permit for County Road 154 in response to Skylark School Dear Mrs. Allen: This letter is in response to the County approving the land-use of the Skylark School at Mountain View Church site on Garfield County Road 154 on State Highway 82 at mile post 3.55. As you are aware, this development will require an access permit in accordance with the State Highway Access Code (2 CRR 601-1) (Code). At the July 7, 2014 Garfield County hearing, Ms. Eastley’s presentation to the Commissioner stated “the traffic volume will increase by more than 20% and access permit is required”. Curtis Rowe, PE, Kimley-Horn Associates, states in Skylark School Traffic Study dated April 14, 2014 “Based upon the additional of Skylar School project traffic, it is believe that CDOT will require an access permit application for SH 82/CR 154 intersection due to the school increase traffic at the intersection by more than 20 percent.” (Page 6 of the report). Therefore, Garfield County will be required to get an access permit for this change in use in the traffic volume at County Road 154. Garfield County does have the ability to allow private development to apply for public roads (Section 2.3(12(b)) of the Code. The County can provide a letter authorizing the private developer to apply for the permit. This is the discretion of the County. I have enclosed an access permit application for your convenience.
