(¢7 FrIA3 3)44? 705: 38 GARFIELD COUNTY BUILDIh 970-945-8212 G AND PLANNING MINIMUM APPLICATION REQUIREMENTS FOR CONSTRUCTION OF COMMERCIAL OR MULTI -FAMILY RESIDENTIAL BUILDINGS Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete information be provided. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan and in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to scale. ---- Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -rap, (which is required), siding or any approved building material. Engineered foundations may be required. Check with the Building Department. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B or C, and a 36 inch frost depth. All sheets need to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IBC, IPC, IMC and IFGC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: l . Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances to the property lines from each corner of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the final at with the proposed structure located within the envelope. On August 22, 2008, Chris Chappelle, the Garfield County Code Enforcement Officer, sent a letter to Mr. Gilstrap regarding alleged Building Code violations on that property. Specifically, the Building and planning Department has not issued a Certificate of Occupancy for this property, based in part on Mr. Gilstrap' s noncompliance with the requirements of the Rifle Fire Protection District. I understand the Fire District Division Chief met with Mr. Gilstrap earlier this fall, and Mr. Gilstrap agreed not to store any hazardous materials in the warehouse until a final approval of the vapor detection system, the ventilation system and the hazmat storage was reviewed and approved by a fixe protection engineer. Mr. Gilstrap has not obtained such approvals, and is in violation of the Garfield County Zoning Resolution of 1978, as amended, and state statute. Specifically, § 110.1 of the 2003 International Building Code, adopted by Garfield County Resolution No. 08-87, makes it illegal to use or occupy a building or structure without the issuance of a Certificate of Occupancy. The County may obtain an injunction to prevent, enjoin, or abate or require removal of any building erected and utilized without compliance of a properly adopted building code. In October the fire district responded to an incident at this property. This occurred more than two months after Mr. Chappelle sent the notice of violation letter to Mr, Gilstrap. The County is very concerned about the health and safety threats this property poses, especially in light of the recent incident, and is concerned about the lack of compliance with the fire district and the County regulations. Mr. Gilstrap remains in violation of the Garfield County Building Code. In that vein, the County reiterates its August position that Mr. Gilstrapmust inunediately.vacate the property and remove all material, hazardous and otherwise, until such time as a Certificate of Occupancy has been issued by the County. As indicated, they were suppose to submit to the fire district a haz mat storage plan for review by our FPE. In both cases, this has not been done. Obvioulsy this is of concern. I also recently did an CO inspection of a warehouse (city limits) where the tenant was already storing haz mat and has have enough haz mat in their old location that they were required to report to local authorities by federal law (Tier II). Will this change this occupancy to an H and possibly fire sprinkler coverage???`?I'm sure with all the oil and gas development these are not isolated incidents i.e. 180 Gas Ct in Rifle, West Rifle production water storage... and I'm sure this is not only happening in my fire protection district but in others as well. Both the fire code and the building code address haz mat storage but it a specialized area for review. Throw in planning and zoning codes and I'm sure we have enough to look at this issue more proactively. Here's a suggestion: Any warehouse/M occupancy (don't forget my dreaded tenant finishes) declare haz mat storage before the issuance of a CO or business license. This should be done very early in the planning process and as far as I'm concerned should bump them to the fire districts. All forms and processes should be up front and consistent for the county. A sheet with the quantities that kick in this review should also be up front. What do all think? I will continue to follow up on these occupancies and others as the pop up. One more comment: I have been told that with the shortage of housing, attached residential units in areas of this type of storage is being requested. Although this can be done, I am very hesitant with this. The scenario of a potential hazardous material release with sleeping people is uncomfortable. I've been told its ok because it is industry people only but I don't buy that because a) their still people b) it would be a nightmare to enforce and c) if a space is vacant it will get rented.
