GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS For SINGLE FAMILY DWELLING CONSTRUCTION Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete information be provided. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. The project sitz is shown on Figure 1. ' The purpose of the study was to develop rcconunea dations for the foundation design. The study was conducted in aceordance with our agreement for gcotcchnica] engineering se ices to peregrine Developinent elated Feh,ru•ary 24, 2006. We previously conducted a subsoil study for design of foundations fora residence in the western part of Parcel 2 and presented our findings in a report dated February 21, 2003, i Job:No. 103 127. An exploratory boring was drilled in the proposed building area to. obtain infni'ration`on the subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to determine their classsification,'compressibility or swell and: other engineering characteristics. The results of the field exploration; and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed building foundation. This report summarizes the • data obtained during this study and presents our conclusions, design recolnmelndations and. other geotechnical engineering considerations based on the proposed construction and the t:ubsurface'conditions encountered. 1 ROPOSED CONSTRUCTION The proposed residence will be a two story wood frame structure over partial basement level and crawlspace. The attached garage and basement floors will be slab -on -grade. Grading for the structure is assumed to be relatively minor with cut depths between about 3 to 10 feet. We assume relatively light foundation loadings, typical of the proposed type of construction. If building loadings, location or grading plans change significantly'froni those'described above, we should be notified to re-evaluate the recommendations contained m this report. II kb ;4c3..- 103 127 • SITE CONDITIONS The site was vacant at the time of our field exploration. The ground surface is relatively ', flat with a moderate slope down to the south-southwest., Therc are two ponds, one uphill and one downhill of the proposed building area, The ponds are conniected by;a stream located to the west of the buil' lmconsistsg area. Vegetation consists of Mass al d wc;ccis. . Scattered cobbles are exposed on the ground surface FIELD EXPLORATION The field exploration for the current proposed residence waft 1. conducted on February 2R, 2006. One exploratory boring was drilled at the location shown on } 1ggttre 1 to evaluate • , - the subsurface conditions. The boring was advanced with 4 inch diameter continuous flight augers powered by a trck-mounted CME -45B drill rig. The boring was logged by a representative off epworth-Pawlak Geotechnical, Inc. Slotted PVC pipe was installed in the boring for future groundwater level monitoring. Samples of the subsoils were taken with 1% inch and 2 inch I.D. spoon samplers. The samplers were driven into the subsoils at various depths with blows from a 140 pound hantrner falling 30 inches. This test i5 similar to the standard 'Penetration test described by ASTM Method D-1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at.which the samples were taken and trepenetration resistance values are shown on the Log of Exploratory Boring, Figure 2. The samples were returnedto our laboratory for review by the Project engineer and testi ng. .; • Joh No. 1031:47 , i• : I , • 1 1, i , r • ;I 1 SITBSI.TRFACE CONDITIONS . • . . A graphic log of the subsurface conditions encountered at the site is shown on Figure 2,! , . 1 , 1 The subsoils Consist of about /2 foot of topsoil overlying 'Medium stiff1 'andslightly moist . to soft and wet with dept h, sandy to very sandy silt and clay 'RclatiVely dense, silty sand , 1 — • ,i 1 . and gravel with Cobbles and possible small boulders was encountered beneath die silt and clay at a depth of 32 feet.' Laboratory testing performed on samples obtained from the boring included natural moisture content, density, Atterberg limits, unconfined compressive strength and finer than sand size gradation analyses. Results of swell -consolidation testing performed on a relatively undisturbed drive sample, presented on Figure 4, indicate lo* to moderate compressibility under conditions of loading and wetting. AnUnconfined compressive, strength of 600 psf was indicated for a sample of the clayat a dcpth of 10 feet: The laboratory testing is sumniarized in Table 1. Groundwater was measured in the boring at a depth of 21 feet, 3 days followin.,, drilling 1, 1 and the subsoils were slightly'moist to wet with depth. . 1 , 1 FOIINDATION BEARING CONDITIONS • The silt and clay soils at the site possess low bearing capapity and generally low to moderate settlement potentialin about the upper 6 to 8 feet Spread footings bearing on these, soils should be feasible for foundation support of the residence with some risk of , • • settlement The risk of settlement is primarily if the bearing soils become wetted., • . • • Sources of potential wetting include surface water ponding, excessive irrigation and • utility line leaks. Due to the soft, wet soils encountered with depth, we recommend that the excavation be kept shallowerthan about 6 feet to•avoid encountering soft , • i Excavation equipment should be kept outside the building area to prevent disturbance !ofi' the hearing soils. 1 • Job No. 103 127 c43-istect,i 1. DESIGN RECOMMENDATIONS FOUNDATION S Considering the subsurface conditions encountered in the exploratory boring'nd the - 10 nature of the proposed construction, we recommend the building be founded with spread • footings bearing on the upper; natural subsoils. Tiie. design and construction criteria presented below should be observed for a spread. footing foundation system. 1) Footings placed on the undisturbed natural soils should he designed for an • I'. • • allowable bearing pressure of 800 psf Based on experience, we expect settlement of footings designed and constructed as discussed in this section will be about .1 inch or less. There could be some additional settlement if • the bearing sods become wetted. 2) The footings should have a minimum width of 20 inches for continuous walls and 2 feet for isolated pads. 3) Exterior footings and footings beneath unheated areas should he provided with adequate soil cover above their bearing elevation for frost protection, Placement of foundations at least 36 inches below exterior grade is typically used in this area. 4) Continuors foundation walls should be reinforced top and bottom to span. local anomalies such as by assuming an unsupported length of 'at least 12 , . i feet. Foundation walls acting as retaining structures should also be designed to resist lateral earth pressures as discos. ed in the ".l'riundatiou and Retaining Walls" section of this report. I I 5) The topsoil and any loose or disturbed soils should be removed and the i footing bearing level extended down to the firm naturii1 soi]5, Thc: exposed I Job No. N)3 121 _5" soils in footing area should then be moistened and compacted. If water seepage is encountered, we should be contracted for further evaluation. 6) A representative of the geotechnical engineer should Observe all footing iI excavations ,prior to concrete placement tci evaluate, bearing conditions., i FOUNDATION AND RETAINING WALLS Foundation walls and retaining structures which are laterally supported and c -an be expected to undergo only) a slight amount of deflection should be deli ;reed fey- a lateral • earth pressure Computed on the basis cif an equivalent fluid unit weight of atleast 50 pcf • for backfill consisting of the on-site soils. Cantilevered retaining structures which are 1 separate from the residence and can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for a lateral earth pressure computed i on the basis of an equivalent fluid unit weight of at least 40 pcf for ba*fill consisting of the on-site soils. Backfill should not contain vegetation or topsoil. , All foundation and retaining ,structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings, traffic, conetruetion materials and equipment. The pressures recommended above assume drained conditions behind the I walls and a horizontal backfill surface. The buildup of water behind a wall or an upward sloping backfill surface will increase the lateral pressure imposed on a,foundation wall Or retaining structure. An upderdrain should be provided to'prevent hydrostatic: pressure buldup behind walls. c 0 Backfill should be placed in uniform lifts and compacted.to at least 30 /, of vite maximum standard Proctor density at a Moisture content near optimum, i aUki711 in pavement and walkway areas should be' compacted to at least 95% of the maximum standard Proctor density. Caro should be taken not to overcornpact the backfill or use large equipment near the wall, since this could cause excessive lateral pressure on the wall. Some Job N«. 103 127 -6 - settlement of deep foundation wall backfill should be expected, even if the material is placed correctly, and could result in distress to facilities 'constructed on the back. ill. I • The lateral resistance of foundation or retaining wal l footings'will be a Icombi ration of the • ,sliding resistance of the footing on the foundation materials and 'passive earth'pressure against the side of the footing, Resistancet.0 sliding at the bottoms of the footings can be calculated based on a coefficient of frietioll'i of 0.35. Passive pressure c i com acted • backfill against the sides of the footings can be calculated using'an equivalent fluid unit w:igllt of 3001pcf. The coefficient of friction and passive pressure values recommended •above assume ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain which will occur at the ultimate strength, particularly in the case of passive resistance. Fill placed against the sides of the footings to resist lateral loads should be compacted to at least 95% of the maximum standard Proctor density at a• moisture content near optimum. The appropriate pad was constructed, the designated culvert was installed and the driveway was completed in gravel per our application and is complete to this state currently. It is my intention to construct my primary residence at 0092 CR 227 commencing in May of this year and completion to be in October of this year. My plan is to complete the driveway in asphalt per the County's standards, once the foundation and back fill is completed along with installing the utilities to the dwelling, which I anticipate no later than 8/1/06. Please extend my existing driveway permit to enable me to complete the requirements of the County for permit purposes on this project.
