I have been to the site and observed the condition of the foundation. I understand HP Geotech tested the concrete and determined its strength at approximately 6,000 psi. They also determined the 8 inch concrete walls contain 4 horizontal rebars and no vertical bars. Because the walls do not contain vertical rebar, I do not recommend them to be used as basement walls with 8 foot of soil retainage. They are however adequate for crawlspace height walls and are sufficient to carry vertical loads for a one story residence provided no more than 31/2 feet of soil is against the wall. If you or the building department have any further questions, please call.
