The property is located in Glenwood Springs. Initial development of the property in the late 1960s and early 1970s pre -dated reasonable connection to the City of Glenwood Springs sewer collection line. With the infrastructure associated with the multi -family dwellings on the property aging and in need of replacement, there is a desire to repair certain onsite wastewater treatment system (OWTS) components, in addition to connecting a portion of the property to the City of Glenwood Springs sewer collection infrastructure. SITE CONDITIONS The property is bordered by the Roaring Fork River to the south, County Road 154 to the north, a dry gulch to the east, and a property line in close proximity to the structures to the west. The lot slopes south toward the river. Driveways and parking areas encompass much of the useable space on the property. A well is also centrally located on the property. Due to setback limitations, replacement of certain OWTS components is not feasible. Table 43.7 of the Garfield County On -Site Wastewater Treatment System Regulations notes, "For repair or upgrading of existing OWTS where the size of the lot precludes adherence to these distances, a repaired OWTS shall not be closer to setback features than the existing OWTS, as reviewed and approved by the local public health agency." There are two OWTSs currently serving the multi -family dwellings, referred to as Building A & Building B. The two OWTSs are described below. The OWTSs were inspected on April 17, 2014 by CBO Inc and a complete report dated April 30, 2014 is enclosed. OWTS A The eastern portion of Building A is served by one OWTS which we will refer to as OWTS A, located to the east of Building A. This OWTS serves 4 bedrooms from Building A. This OWTS consists of one 1250 -gallon, three -compartment concrete septic tank with a "jet aeration" component that has not been functional for some time. Wastewater is conveyed via a cast iron pipe to the drywell which is located approximately 50 to 55 -feet to the east of the septic tank in a dry gulch adjacent to and below the driveway. The drywell is made of stacked cinder blocks and is currently experiencing saturated conditions. OWTS B The western portion of Building A and all of Building B are served by a separate OWTS which we will refer to as OWTS B, located south of Building A and east and south of Building B. This OWTS serves 8 bedrooms. This OWTS consists of one 1250 -gallon, two-compartment plastic septic tank. The mid -tank baffle does not appear to be intact, allowing solids to migrate to the second compartment. There was an Page 2 excessive amount of solids present in this tank, including baby wipes. A seepage pit is located approximately 20 -feet south of the septic tank, in the driveway, approximately 15 to 20 -feet from the hillside that leads down to the river. The inlet to this seepage pit is approximately 2.5 -feet below grade and the depth below the inlet is approximately 5 to 6 -feet below the inlet. The construction of the seepage pit appears to be concrete. No water was present in the seepage pit. DESIGN SPECIFICATIONS OWTS A The existing septic tank will either be removed or properly abandoned in-place. A 36" x 48" fiberglass basin will be installed with a 2 HP 230 V Submersible Grinder pump, as specified by Dodson Engineered Products, Inc., Quote #3587. Wastewater from the 4 bedrooms currently served OWTS A will be pumped from this basin to the City of Glenwood Springs sewer collection line. This pump system is not included in ALL SERVICE septic LLC's OWTS design specifications. OWTS B The existing septic tank will be removed and a 1500 -gallon, single compartment poly tank with an effluent filter, followed by a 1000 -gallon, single compartment poly tank will be installed. Minimum 2250 -gallons of septic tank capacity are required to serve 8 bedrooms. The septic tanks must be installed per manufacturer recommendations. We have provided specifications on the Norwesco® Bruiser, in addition to manufacturer recommendations for installation. These septic tanks require filling the tank with water during installation. Sewer lines from the residences to the septic tanks should be checked for good integrity and replaced, if necessary. A minimum 2% fall is necessary between the residence and the septic tank. Clean -outs should be installed on each sewer line within 5 -feet of the building. The septic tanks cannot be closer than 5 -feet to the residence and may not be closer to the well than the existing septic tank Effluent will gravity flow to the existing seepage pit. A camera inspection of the seepage pit was conducted in April 2014 and it was found to be dry. The existing seepage pit is located under a parking area. The seepage pit must be extended to be accessible from grade to allow for future monitoring. We recommend utilizing cast iron risers and lids due to traffic in the area of the seepage pit. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Garfield County On -Site Wastewater Treatment System Regulations, the OWTS Permit provided by Garfield County Building Department, and this design. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWES servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating absorption systems, and any other components needing maintenance. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWES. The OWTS is engineered for domestic waste only. Page 3 ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes must be installed to allow pump lines to drain to minimize risk of freezing. Extensions should be placed on all septic tank components to allow access to them from existing grade. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. The contractor should have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. Licensing of Systems Contractors may be required by county regulation. Please call with questions.
