Dear Stan:
Attached are some general drawings and a fact sheet describing the
roller -compacted concrete dam that we plan to build this summer at
the Colony Project site. I thought this information would be of
interest to Garfield County officials. None of the material in
this package is proprietary to Exxon or IECO, the design contractor
for the dam.
As the fact sheet indicates, we anticipate construction to take
place between June and October. As a part of our new monitoring
agreement Randy Threadgill will arrange for a County tour of the
construction site sometime this summer when activity is near a
peak. One item of information not included in the fact sheet is
the peak employment for the project which we estimate somewhere
between 70 and 90 workers.

Pursuant to the requirement of the Colorado Mined Land Reclamation Acc*
to inform counties and certain municipalities of Development and Extraction
Permit applications filed with this office, please know that Ekon
Company, U.S.A. has filed to conduct oil shale miring
ac The Colony Oil Shale Project near Parachute
The applicant proposes co reclaim the site for grazing and wildlife . The
deadline for persons to file statements regarding this operation, or to
petition for a hearing before the Mined Land Reclamation Board to consider
the granting of a Permit is sec by law; for information please call this
office.
The applicant is obligated to .show that the proposed mining and reclamation
plans are in conformance with local zoning ordinances, subdivision regula-
tions, or master plan, and is further required to place a copy of the appli-
cation for public inspection with the Clerk of the county in which :he
proposed mine is situated. It is the Board's understanding that the Act
intends for the application to be made available for public review and
comment in an area close to the mine; it is not intended chat it be made
part of public record by recording.
The Board is tentatively scheduled to consider this application on
January 28, 1982
We appreciate your cooperation in this matter and will be happy to answer
any questions.
The application is for an amendment to their present permit, our File
No. 80-47, to disturb additional acreage southeast of their terminal facility
near Parachute and at their mine site several miles north of Parachute.

This correspondence is a follow-up to our conversation
this past Tuesday in which progress of current construction
activities and the 1981 construction schedule were discussed.
To summarize, construction is currently on-going for the main
access road (semi -works to Davis Gulch) and mine bench. The
access road construction, consisting of excavation and rough
road grade, is approximately 70% complete. Mine bench fill and
leveling also is approximately 70% complete.
The tentative construction schedule for 1981 is as fol-

The purpose of this letter is to request issuance
of Garfield County Conditional Use permits for components
of the Colony Shale Oil Project for which construction
activities are scheduled to commence second quarter 1981.
Application for these permits was originally made in the
Garfield County Environmental Impact Statement (EIS) sub-
mitted in April 1980. The affected areas involve Colony
Project Lands located near Parachute, Colorado and Lands
approximately 16 miles north of Parachute. Conditional use

Enclosed is a projected quarterly manpower
schedule for the Colony Shale Oil Project through fourth
quarter 1981. It is my understanding that this infor-
mation was requested of Larry Jaeger and Robby Robinson
in a meeting on January 8, 1981. The information is
submitted to satisfy the work force reporting requirement
of the county permits issued for the Colony Project.
Please note that the manpower figures are pre-
liminary estimates which include plant site, mine and
community development activities. The figures are best
estimates of project work force requirements available
at this time and must be considered tentative. An update
of work force requirements will be provided in the
socioeconomic report due April 15, 1981.

Exxon Corporation recently acquired Atlantic Richfield Company's
share of the Colony Development Operation. Consummation of the
acquisition occurred on August 1, 1980, with an agreement between
the parties for a phased takeover of the operator's responsibilities
by Exxon. The Colony Development Operation is now known as the
Colony Shale Oil Project, a joint operation of Exxon Corporation
and The Oil Shale Corporation, a wholly owned subsidiary of Tosco
Corporation, with Exxon Company, U.S.A., a division of Exxon
Corporation, as operator.
Colony Shale Oil Project requests that any necessary changes be made
to your records to reflect this transfer of ownership. The new
operator, Exxon Company, U.S.A. assumes responsibility for the
seventeen (17) Garfield County Special and Conditional Use permits
for which application has previously been made. These permits include
three that have been granted to date for the processed shale pile
(special use), access roads, and mine bench (both conditional use)
components of the project. Pursuant to your correspondence dated
September 12, 1980, the additional fourteen (14) Conditional Use
permits will be requested as they are needed for the scheduled
development of the project.
The Colony Shale Oil Project participants will continue to work
cooperatively with the Garfield County Planning Department. If we
can be of assistance to you or your staff, please feel free to contact

This is to confirm our mutual understanding of the modification of my October
20, 1980 letter to you knish was agreed to before the Mined Land Reclamation
Board on October 22, 1980. Specifically, paragraph 1 (c) of my letter has
been supplemented to read as follows:
(c) The operator will conduct investigations on native plant esta-
blishment, emphasizing forbs, in conjunction with studies to be
carried out on experimental vegetation plots representative of
actual embankment conditions. The purpose of the experimental
plots will be the further refinement of the reclamation plan and
to conduct onsite reclamation studies to evaluate the depth of
soil cover required to attain the reclamation objectives set
forth in the application. If these studies indicate the operator's
objectives can be adequately met with a different thickness of
soil cover than is required by 1 (a) herein, these requirements
will be amended accordingly. In addition, the operator will
encourage camnercial seed production of native forb species by
cooperating with commercial seed growers and the Meeker and Las
Lunes Plant Materials Centers, and other sources.
By virtue of this amendment it is understood and agreed that Exxon will not con-
fine its studies to forb establishment.

Exxon Company, U.S.A., as operator of the Colony Shale Oil Project, a joint
operation of Exxon Corporation and The Oil Shale Corporation, a wholly owned
subsidiary of Tosco Corporation, hereby submits the following additional
information to amend and supplement the application referred to above:
(1) With respect to Mr. James McArdle's memorandum of October 3,
1980 to Mr. John Strawn, the operator herein commits to the
following:
(a) An average of no less than eighteen (18) inches of soil and
topsoil enhancement materials will be placed on the spent
shale disposal area. For the purposes of this paragraph,
the term "average" shall mean the mode of the distribution
of measurements, to the nearest inch, of soil depth verification
tests conducted on reclaimed terraces and slopes. Soil depth
verification tests shall be conducted in the following manner:
For every fifteen (15) acres reclaimed, one (1) acre, selected
at random, shall be sampled sixteen (16) times in a grid
pattern such that each sample is 50 feet from the next closest
sample in any direction. Sampling shall be accomplished by
means of a small (1 inch diameter) sampler inserted perpendicular
to the soil so as to minimize disturbance to the reclaimed
area. The A and B horizon, as defined in the application, may
be combined but should, where possible, be separated from any C
horizon material, as defined in the application, that may be
salvaged. Any C horizon material which is salvaged must be
placed below A and B horizons or mixtures thereof. Topsoil and
suitable cover material recovery shall be maximized to achieve
the objective of eighteen (18) inches of cover or greater, however
no acreage additional to the spent shale disposal site, the plant
site and Davis Gulch and Middle Fork dam sites shall be disturbed
to provide soil cover for the spent shale area.

(b) Topsoil stockpiles must be constructed so as to minimize surface
acreage disturbance and stockpile losses due to erosion.
(c) The operator will conduct investigations on native forb establish-
ment in conjunction with studies to be carried out on experimental
vegetation plots representative of actual embankment conditions.
The purpose of the experimental plots will be the further refinement
of the reclamation plan and to conduct onsite reclamation studies to
evaluate the depth of soil cover required to attain the reclamation
objectives set forth in the application. If these studies indicate
the operator's objectives can be adequately met with a different
thickness of soil cover than is required by 1 (a) herein, these
requirements will be amended accordingly. In addition, the operator
will encourage commercial seed production of native forb species
by cooperating with commercial seed growers and the Meeker and Las
Lunes Plant Materials Centers, and other sources.
(d) Prior to the usage of any soil amendment or enhancement materials,
the operator will provide the Division with adequate proof that
the appropriate agencies of the state and federal government have,
where necessary, approved utilization of said material. In the
event no such approval is required, by any other government agency,
the operator will complete mutually acceptable chemical analyses
appropriate to aid the Division in reviewing its suitability for
such use. For the purposes of this provision, fertilizers and
mulched vegetation shall not be deemed or considered soil enhance-
ment or amendment materials.
(e) The operator will monitor for the presence of trace elements in
vegetation. The term "trace elements" will include, but not be
limited to, the following: arsenic, boron, molybdenum and selenium.
Monitoring will be conducted periodically during each growing
season. The general objective of this monitoring will be to in-
vestigate the effects of trace elements on plant life and grazing
animal life. Monitoring will take place in two (2) stages. Stage
I monitoring will be conducted on test plots grown on soil stock-
piles. The purpose of this monitoring will be to establish
naturally occurring levels of trace elements in vegetation. Stage
II monitoring will be conducted, as soon as practicable, on test
plots in reclaimed areas on the spent shale disposal site.
Monitoring data and reports will be available for inspection by
the staff onsite. The operator may petition the staff to curtail
or eliminate any stage of monitoring.
(f)
Monitoring will be conducted to evaluate the concentration and the
migration of soluble salts within the spent shale. Should any salt
crust form on the surface of the spent shale disposal pile, it will
be analyzed to determine its chemical composition. (This provision
also addresses concerns raised by Mr. Roy Cox in his memorandum of
October 9, 1980 to Mr. James McArdle).

Approved temporary seed mixes may be used on areas likely to be
redisturbed within five years of the initial work on these sites.
Areas not subject to redisturbance for five or more years including,
but not limited to, topsoil stockpiles and road embankments will
be seeded with permanent seed mixtures. Temporary and permanent
seed mixtures listed in the application, as supplemented by the
Agency and Operator's correspondence, are deemed "approved". This
list may, from time -to -time, be amended and supplemented by the
operator with the consent of the Staff Director.
(2) With respect to Mr. James Pendleton's memorandum of September 15, 1980 to
Mr. James McArdle, the operator commits to the following:
(a) The operator will, within two (2) years of the issuance of this
permit conduct an investigation of the geologic, hydrogeologic
and surface hydrologic characteristics of the proposed spent shale
disposal area. Results of this study will be included in the
operator's annual report for 1982. No spent shale shall be dis-
posed of until the Staff Director reviews the final design of the
spent shale disposal pile.
(b) The operator will conduct additional studies of the physical
characteristics of spent shale, its sheer strength and the material
density to determine the effects of possible subsidence upon the
spent shale pile, and to verify the accuracy of the material
properties assumed in the stability analysis and design of the
spent shale disposal area.
(c) The operator will conduct a subsidence monitoring program consistent
with sound engineering practices which will be undertaken generally
to monitor the following parameters:
(1) ore zone and overburden rock mechanics properties;
(2) ground surface deformation and angle of draw;
(3) soil mechanics properties of surficial material (to
the extent not adequately covered in the studies
referred to in item (a) above); and
(4) hydrogeological properties of bedrock and surficial
materials (to the extent not adequately covered in
the studies referred to in item (a) above).
(d) The results of rock mechanic monitoring programs to be conducted by
the operator during the course of mining operations will be made
available to the Staff Director, upon request.
(e) The operator will conduct a processed shale embankment monitoring
program consistent with sound engineering practices which will be
undertaken generally to monitor the following parameters:

(1) fill density/moisture and compaction;
(2) fill integrity and slope configuration; and
(3) precipitation and groundwater infiltration and migration.
The design of the specific monitoring program will, prior to the
placement of spent shale in the disposal area, be submitted to
the Staff Director for review.
(3) With respect to Mr. Zimpfer's letter of October 3, 1980 to Mr. James
McArdle, the operator commits to the following:
(a) The operator will submit a map depicting the proposed final
topography of the areas disturbed within the permit area; said
map will be in sufficient detail to portray the direction and
slope of all proposed reclamation of disturbed lands.
(b) Prior to commencement of construction of the proposed Davis Gulch
and Middle Fork dams, the operator will submit final design plans
to the Staff Director.
(c) The operator will, prior to the removal of sediment from behind
either the Davis Gulch or Middle Fork dam, submit an operating
plan for such dam. The plan will address an estimate of sediment
accumulation and proposed frequency of sediment removal. The
operator will, after removal of said materials, provide the Staff
Director with mutually acceptable analyses of the removed material,
plans for disposal of the material and proposed methods to comply
with Rule 6.1 (d), if applicable. Data on the analyses of the
sediment will be available to the Staff Director upon request.

As indicated on Page E-43 of the application, the operator will
utilize best engineering and design practices to mitigate the
effect of erosion on the spent shale disposal area prior to and
after revegetation. These efforts will include, but not be
limited to, retopsoiling, reseeding and other appropriate and
reasonable erosion control measures, if necessary.
(j) Prior to construction, the operator will provide the Staff
Director with the final design plans for the sediment control
system for review. This plan will include a location map of
sediment ponds in relation to both the drainage areas and areas
of construction activity. The plan will also include a des-
cription of the sequence of construction activities as they
relate to sediment control measures and design parameters for
sediment ponds and spillways.
(4) With respect to Mr. Zimpfer's memorandum of October 8, 1980 to Mr.
James McArdle, the operator commits to the following:
(a) The operator will, as soon as practicable, specify the location
of the monitoring wells identified as F3R and F5R.
(b) The operator will equip the three surface water monitoring
stations with staff gauges and crest stage recorders.
(5) With respect to the additional hydrology related topics discussed during
the course of our October 9, 1980 meeting, the operator commits to the
following:
(a) The operator will evaluate the possible use of channery materials
in the soil cover to be applied to the processed shale embankment
to reduce soil erosion rates.
(b) The operator will develop a program to monitor erosion rates on
revegetated terraces and slopes on the spent shale disposal area.
The operator will submit this monitoring program to the Staff
Director for review.
(c) Any waste materials deemed "hazardous" for the purposes of the
Resource Conservation and Recovery Act, 42 U.S.C. 6901 et seq.,
will not be disposed of in the spent shale disposal area.
(6) With respect to Mr. Roy Cox's memorandum of October 9, 1980 to Mr.
James McArdle, the operator commits to the following:
(a) Prior to construction of the underdrain system for the spent shale
disposal area, the operator will submit said plan to the Staff
Director for review. The underdrain system will be designed,
utilizing best engineering practices, to address the effects of
subsidence and siltation on the system. A reasonable effort will

be made to design and construct this system, utilizing best
engineering practices, to function for the maximum period of
time which can be expected based on the current state of the
art.
(b) The operator will, prior to major disturbance in the Davis
Gulch area, monitor the quality of significant sources of
surface and subsurface waters. The operator will monitor the
net effects of operations in the Davis Gulch area upon surface
and subsurface water quality.
(c) The operator will monitor the quality and quantity of waters
used to moisturize, leach and irrigate the spent shale dis-
posal area.
(d) The operator will periodically collect representative samples
to monitor the quality of runoff and leachate from the spent
shale disposal area.

Exxon Company, U.S.A., as operator of the Colony Shale Oil Project, a
joint operation of Exxon Corporation and The Oil Shale Corporation, a wholly
owned subsidiary of TOSCO Corporation, hereby submits the attached tables
and discussion to amend and supplement Exhibit L of the application. These
tables present the schedule for bonding (Table L-5) during the life of the
project and the basis for the schedule.
ESTIMATE BASIS
Dismantling manhours have been estimated as percentages of the estimated
erection manhours for the various types of equipment in the plant. The dis-
mantling percentages are based upon Exxon Research and Engineering data. The
estimates of erection manhours were prepared from: -
(i) C. F. Braun estimates for Mine Support Facilities, Pyrolysis,
Fractionation, Control House, Parachute Facilities, River Water
System, and Flood Control Dams.
(ii) Fluor, Utah estimates for Shale Crushing and Handling facilities.
(iii) ER&E estimates of upgrading and plant support facilities.
The C. F. Braun and Fluor, Utah estimates of erection manhours have been
adjusted by +5% for Exxon Basic Practices, +12% for additional items not
covered in the estimate, +25% contingency, and by an allowance in the range
from 3% to 16% for development in process design, depending on the type of unit.
The dismantling manhours have been brought to a total dismantling cost by
applying an average manhour cost of $25.85 as developed in Table L -1B.

Atlantic Richfield signed a contract on June 5, with Tectonic, a
Denver based company. This contract is for road construction work
on Colony property at Parachute Creek. This project is scheduled
to begin the week of June 9, and completed by December 15, 1980.
We anticipate that employment will reach fifty employees by July 1,
and continue at that level until December 1, 1980. Approximately
fifty per cent of the employees will be local hire and fifty per
cent will be permanent Tectonic employees and will move into this
area. For the employees moving to the area, Atlantic Richfield has
purchased ten, three-bedroom mobile homes to be located in Grand
Valley and Rifle and Atlantic Richfield has reserved an additional
twenty spaces for mobile homes in Grand Valley and Rifle.

Colony shall substantially comply with conditions imposed by
permits issued by other government agencies. Compliance shall
be determined solely by any issuing government agency, and the
County shall not consider the question of non-compliance under
this condition until a violation is determined to have occured
by such agency. Colony shall advise the County of any deter-
mination
of violation within ten (10) days of the time it is
advised of any such violation. Such determination of violation
may be considered by•the Board at any time, and action may be
taken at such time in the manner of a period review under the
provisions of the Garfield County Zoning Resolution, as then
in effect. In the event the Board determines that any such
violation adversely affects the health, safety or welfare of
the population of Garfield County or other uses within the zone
district, the Board may require that the permitted operation
be brought into compliance within a specified period, and the
permit may be suspended or revoked if the operation is not
brought into compliance within the period allowed.

The purpose of this letter is to request the Garfield County Com-
missioners to grant a five (5) year extension of the expiration date
of Special Use Permit number 80-85 granted to Colony Development
Operation on May 27, 1980. Such extension is requested pursuant
to Section 9. 01.05 of the Garfield County Zoning Resolution. This
would extend the permit at a minimum to September 27, 1985.
Based on our telephone conversation of September 19, 1980, it
is our understanding that this letter will be the only evidence
needed to make this request for the five-year extension. If this
is not accurate, please advise.

Please note in Figure 2 of the EIS (submitted in
compliance with Zoning Regulation 9.03.01) that
there are no buildings on the land adjacent to
the mineral waste disposal area. Colony's private
road, a continuation of county road 215, is the
only access to the property. The owners of the
adjacent property are: U.S. Bureau of Land
Management, Union Oil Company of California,F.B. Dere
and Chas. Ellet.

The attached tables and figures summarize the staffing levels
currently envisaged for the Colony shale oil project.
Table 1 is a year -by -year breakdown of the manpower requirements .
for the mine and plant by area. Personnel are also split into
hourly, non exempt salaried and exempt categories. For
comparison purposes I have also included the manpower estimate,
prepared by F. E. Carleton, of 6/15/79. The mine personnel
requirements are split into the categories given in T. V. Rao's
memo of 12/19/79.
Table 2 lists the plant personnel by job functions. This table
has been reviewed with Jim Herickhoff. The 'plant' is defined
as beginning at the stacker/reclaimer and includes all downstream
operations.
This table is based upon the organization chart in the plant
staffing study report CD0-9L-74-2 of November, 1974. Consistent
with the study report is the concept of separate maintenance
functions for the mine and the plant.
Table 3 is a manpower summary for the mine and plant at full
production.
Figure 1 shows the total number of people employed at the mine,
plant and in construction. The construction labor requirements
were taken from Table II - 29 of the Environmental Impact
Statement.

As discussed in our recent telephone conversation, find design changes have
been made to several components of the Colony Project for which County per-
mits have previously been issued. Specifically, the secondary shale crusher
has been moved to a new location adjacent to the coarse ore storage facility
and the Colorado River intake structure design has been revised and now
utilizes a mid -river intake similar to Union's intake. These changes will
necessitate a revision of the legal description for the corresponding per-
mits.
Changes in these project components are illustrated in the attachments in-
cluded with this correspondence. Attachment 1 shows the new location of the
secondary crusher. The new legal description on the permit should read:
Township 5 South, Range 96 West, of the Sixth Principal Meridian, SE 1/4 of
the SW 1/4 and SW 1/4 of the SE 1/4 of Section 12. The Colorado River in-
take structure is shown in Attachment 2; the new legal description should
read Township 7 South, Range 95 West, of the Sixth Principal Meridian, NW
1/4 of the SE 1/4 and S 1/2 of the SE 1/4 and Lots 8 and 9 of Section 6.
By this correspondence, Colony Project requests that the above legal des-
cription changes for the secondary crusher and water intake structure be
incorporated in the appropriate permits. Should you desire additional in-

STATUS REPORT
TO: GARFIELD COUNTY COMMISSIONERS
Introduction
May 2, 1983
o One year ago today the announcement was made that Exxon
had stopped the funding of its 60% share of the Colony
Shale Oil Project, and that Tosco had elected to
exercise its option to require Exxon to buy its 40%.
Exxon now owns 100%, and as you know, the project has
been phased down radically.
o Despite the adverse economics which caused Exxon to
make its decision, Exxon continues to believe that
shale oil, as well as other synthetic fuels, will be
needed to supply future U.S. energy needs, but the
timing of large-scale development of oil shale
resources is uncertain.
o In order to be prepared to meet this expected need, we
have developed a continuing program with the objectives
of (1) finding lower-cost ways of developing the Colony
shale oil resource, and (2) maintaining the Colony
resource and the Battlement Mesa Community Development
in a state of readiness to respond quickly when
conditions warrant.
The Planned Program
To reach these objectives, our program for about the next two
years calls for:
(1) Engineering studies and research at several locations,
including testing of refinements in mining methods in the
Colony pilot mine at the project site.
(2) Construction of project facilities that will be essential to
any future development:
- Water Intake Structure
- Middle Fork Dam
(3) Maintenance of roads and drainage, and the existing system
of sedimentation control dams.
(4) Permanent reclamation, including revegetation, of those
areas where construction has been completed and additional
disturbance in the future is unlikely.
(5) Stabilization by establishing vegetation or by other soil
stabilization methods of disturbed land areas which we would
probably have to disturb again by any future construction.
(6) Continuing to monitor air and water quality at the site to
ensure that the on-site and offsite environment is
adequately protected.

In addition to the Colony site activity, at Battlement Mesa we
plan to:
(1) Complete the major community support facilities and amenities:
- Activity center
- Town Center shopping area
(2) Continue operations of the Battlement Mesa water treatment
and distribution system and the sewage treatment plant until
responsibility for operation of the facilities is formally
assumed by the water and sanitation district which was
formed in 1981.
(3) Continue to sell single-family homes, and rent apartments
and mobile homes.
(4) Maintain the community so that it will continue to be an
attractive place to live.
To be in a position to carry out this program efficiently we are
in the process of relocating several of our people from Denver to
the Western slope. By mid -year, the Denver office will be closed
completely, and we will have a staff of 30 using offices in Grand
Junction, in Battlement Mesa, and at our construction office just
outside Parachute to carry out the program. I am serving as
Resident Manager of the Colony Shale Oil Project and also as
President of Battlement Mesa, Inc.
Ernie Bradley is our Site and Technical Manager and Lars Larsen
is Vice -President and Operations Manager for BMI.
Where do we stand now?
o Colony
1. As you know the Garfield County Board of
Commissioners has issued seven (7) Special Use and
thirteen (13) Conditional Use Permits to the
Colony Project since May of 1980. I don't propose
to go through these one -by -one, but in every case
we have complied with the requirements of the
ordinance and with the specific conditions
applicable to the permit, and we will continue to
do so. The facilities authorized by each permit
are in varying stages of completion, and the work
we plan during the next 2 years will not require
any new permits.
2. The MLRB approved our Interim Site Plan (which is
what I described earlier when I was talking about
the work program on the project site) in December
1982 - after two public meetings to discuss the
plan - one here in Glenwood Springs in October,
and one in Denver in December.

3. The water intake structure is completely designed
and is out for construction bids. We expect
completion by fall of this year.
4. The Middle Fork Dam design work is out for bids.
We expect to have the design completed by about
the end of the year, and construction to be
completed in 1984.
5. A spillway has been added to the cofferdam in
Davis Gulch, and a water diversion structure has
been completed in lower Davis Gulch.
6. We are planning the grading work necessary to
completely stabilize a deposit of fill material at
the juncture of Davis Gulch and Middle Fork.
7. 130 acres of disturbed land was permanently
reclaimed in 1982. The remaining 170 acres
scheduled for permanent reclamation will be
reclaimed in 1983 and 1984.
8. 20 acres of disturbed land was stabilized by
seeding/mulching in 1982, and 100 additional acres
will be seeded in 1983 and 1984.
9. 290 acres of disturbed land was stabilized by soil
binders or dust suppressants in 1982. Stabiliza-
tion of these areas by watering and/or application
of soil binders will be continued as necessary.
Approximately 410 acres will be stabilized by soil
binders or dust suppressants in 1983.
10. We have an extensive monitoring and maintenance
program for the pilot mine, keeping it open and
stable. We have conducted drilling and blasting
tests earlier this year, and plan additional
testing work ranging from tests of mining
techniques to ventilation studies to help us
improve our commercial scale mine design.
o Battlement Mesa
1. The Town Center shopping area construction will be
complete this summer. Tenants include City
Market, scheduled to open in July.
2. The Battlement Mesa Activity Center will open this
month, and will be operated by Recreation
Services, Inc., through the rest of the year.
3. Bea Underwood Elementary School is winding up its
first year of operation with a near -capacity
enrollment.

4. Of the 63 single family dwellings completed, almost half are
occupied and interest in the remaining dwellings is high.
5. Apartment occupancy rate is stable, while the mobile home
occupancy rate has fluctuated in the 50-80% range over the
past year.
As we reported in our first quarter socioeconomic monitoring report we
expect the work program for Colony and BMI to require an average of about
140 contractor employees during the sumer.
