AGENDA FOR DECEMBER 22, 1980.
1. Stated that the Garfield County Resolution No. 80-311 was received this
date tor the subject access road but the special use permit was not included.
Mr. Baldwin agreed that the permit would be signed by the Commissioners on Monday,
December 22 and a copy sent to Ken R. Koebel.
2. Discussed the 12/22/80 Planning Commission agenda in which UOC permits
for an upgrading facility, pipelines, railroad spur and construction camp will be
covered. Baldwin stated that in a meeting on 12/18/80 between the County and UOC,
certain, permit stipulations were agreed to by both parties. These permit stipulations,
approximately 19, will apply to the construction camp (f.10), several others relate
to UOC providing front end monies to the town of Parachute, with the remainder similar
to those attached to the Colony Project county permits.

Dear Mr. Baldwin:
Enclosed is a copy of correspondence from Union Oil Company
of California which states that Exxon Company, U.S.A., as operator
of the Colony Shale Oil Project, has negotiated a private roadway
license with Union Oil for construction of the Middle Fork Valley
access road. This correspondence will complete the Garfield County
Special Use permit application for upgrading of the Middle Fork
Valley access road submitted on October 28, 1980.

Gentlemen:
Exxon Company, USA has applied for a Garfield County
Special Use Permit for the construction of a road
across Union Oil Company of California's property
commonly known as Lindauer Meadow commencing at the
northerly terminus of Garfield County Road No. 215
and extending to the Colony Development project.
This is to confirm that Exxon has a private roadway
license to build such road across Union lands at this
location.

Dear Sirs:
Exxon Company, U.S.A., as operator of the Colony Shale Oil Project,
a joint operation of Exxon Corporation and The Oil Shale Corporation, a
wholly owned subsidiary of TOSCO Corporation, submits this application
for a Special Use Permit for the proposed realignment of the Valley Access
Road, a component of the Colony Shale Oil Project, Parachute Creek,
Colorado. This is in accordance with Zoning Regulation 3.10 and 9.03
which require a Special Use Permit for this proposed development. The
following information is contained in this application: (1) Special Use
Permit Application Form, (2) Application Fee ($250), (3) Project Descrip-
tion, (4) Construction Schedule and Work Force, (5) Environmental
Considerations, (6) Attachment 1 Valley Access Road Engineering Design
Plans, (7) Attachment 2 Construction Schedule, (8) Attachment 3 Union Oil
Company and Colony Shale Oil Project Agreement.
PROJECT DESCRIPTION
The proposed roadway realignment project is located in Sections 19
and 30, T5S, R95W, Section 25, Section 36, T5S, R96W, Garfield County,
Colorado. It is approximately 2.7 miles in length, beginning at County
Road 215 at Station 820 and proceeding north across Union meadows to the
Colony Shale Oil Project property at Station 964. The majority of the
proposed road realignment will follow existing private roads on Union
Oil Company of California property. A vicinity map is shown on the ac-
companying engineering design plans (Attachment 1).
Design and construction of the road will be in accordance with State
of Colorado, Department of Highways, Standard Specifications for Road and
Bridge Construction for a Type B road. Total paved width of the roadway
will be approximately 34 feet, including shoulders, with a total
right-of-way width of 100 feet.
CONSTRUCTION SCHEDULE AND WORK FORCE
Road construction will proceed according to the schedule shown in
Attachment 2. It is estimated that the contractor will have an average
of approximately 65 people on the road realignment project. This man -

power level is expected through September 1981. From September through
December 1981, the manpower requirement will be reduced to an estimated
43 people.
ENVIRONMENTAL CONSIDERATIONS
Throughout construction, soil erosion will be controlled using
procedures recommended by the State of Colorado, Department of Highways,
soil erosion control practice. Following construction, disturbed areas
including side slopes, will be graded and disked for seedbed material
which will be spread to a depth of six to twelve inches. The seedbed will
be prepared utilizing either drilled or hydroseeding methods, followed by
mulching to protect newly seeded surfaces.
The Garfield County Environmental Impact Statement submitted to the
County Commissioners in April 1980 is referenced for more information
relating to the Colony Shale Oil Project and the existing project environ-
ment.
Union Oil Company and Colony Shale Oil Project negotiated an Agree-
ment dated July 31, 1980 granting Colony authorization to cross Union
property for the development of this project. A copy of this Agreement is
included as Attachment 3 of this application.
