PROPOSAL:Zone District Text Amendment to
Section 3.07.03 LJses, special, add
kennels as a special use

DESCRIPTION OF THE PROPOSAL - It is proposed to add to Section 3.07.03
LJses, special, provisions for a "kennel".
MAJOR ISSTTFS AND CONCERNS
A. Zorung: The application proposes to add "kennel", as a special use in the
Commercial/Limited (C/L)zone district. To make the proposed changes, it will also be
nffissary to make some additional changes to the Zorung Resolution to better deflrne
the uses and to establish some standards for reviewing a special use permit application.
The lollowing dehnition was developed by the Board of County Commissioners as a
part of someprevious proposed zone district text changes to the A/R/RD zone district:
Kennel: An establishment other than a pet shop or veterinary clinic, in which
more than four (4) dogs or domesticated animals are housed, groomed, bred,
boarded, or trained, with or without fees being charged for services and no more
than two (2) litters of dogs or domesticated animals are born in any one calendar
year.
Standards were added to Section 5.03, establishing the following minimum standards

All kennels shall be completely enclosed within a building that prevents
any sounds from emanating beyond the property boundary.
All odors will be contained within the kennel and on the property.
An Individual Sewage Disposal Systemcapable ofhandling all wastefor
the kennel shall be installed.
No outdoor dog runs will be allowed.
Provided the same dehnition and standards are used for a kennel as a special use in the
C/Lzone district, staffsees no reason that this use should not be added to zone district
text. As a special use, there will be a public hearing at which people will have the

opportunity to express their concerns and the Board has the ability to impose conditions
ofapproval.
III. SUGGESTED FTNDINGS
l. That the meeting before the Planning Commission was extensive and complete,
that all pertinent facts, matters and issues were submitted and all interested
parties were heard at the meeting; and
2. That the proposed text amendment ha^s been presented to the Planning
Commission for their recommendation as required by the Garfield County
Zorung Resolution, as amended; and
3. That for the above stated and other reasons, the proposed zone district text
amendment is in the best interest of the health, safety, morals, order,
convenience, prosperity and welfare of the citizens of Garfield County.
VL RECOMMENDATION
Thatthe Planning Commission recommended APPROVAL of the proposed zone district text
amendment to add "kennel", to Section 3.07.03, LJses, special
