SW X of the SW X of Section 30, T5S, R95W, generally described as a tract of land 10 miles north of the Town of Parachute on CR 215. (Aka: North Parachute Ranch) 9 acres (27,000 acre total) County Road 215 RL (Resource Lands) -GSLVF (Gentle Slopes & Lower Valley Floor) -RL (Resource Lands) -GSLVF (Gentle Slopes & Lower Valley Floor) -OS (Open Space) The Building and Planning Department received a Special Use Permit (SUP) application for "Processing and Material Handling of Natural Resource" for expansion of an existing natural gas compressor station on a 27,000-acre property owned by Encana Oil & Gas USA, Inc. The site is located at the end of County Road 215, approximately 10 miles north of Parachute and is also formerly known as the old UNOCAL property where oil shale processing once occurred. The location of the 9-acre compressor facility is just beyond the private gate at the end of CR 215. More specifically, the Applicant requests approval from the Board for expansion of an existing natural gas compressor station. This compressor station currently serves as a collector point where gathered natural gas is sent for dehydration and compression of gas collected in the North Parachute Ranch. The request is to expand the existing facility by adding fnuJ~.ec.tricdlriven <;Qmpressors (three elec~.Tflrel!§Q[S and _l?l~i:J!!clrnLg~ll C9f!!(!~~£Ls currently exist on the site), one slug catc~r, and ~~£!'.~.ski~ (liquids condenser and separator). The current facility is permitted under Resolution 2005-85 (See Exhibit A). This Resolution identifies the compressor station facility to be a 3-acre tract. The Applicant is requesting that the permitted facility area be increased to 9-acres in order bring the current facilities into conformance. It is the APphcant's opinion tflafthe 3-acre identification was an error within the approved Resolution 2005- 85. The requested expansion is not expected to increase the impact area beyond the 9-acres currently impacted. II. REQUEST EnCana USA Inc., Special Use Permit BOCC -3112107 Page2 The application is for expansion of an existing compressor facility ("Processing and Material Handling of Natural Resource"), which is a special use in the RL zoning district. Ill. AUTHORITY Section 9.03.04 of the Zoning Resolution of 1978, as amended requires that Special Use Permit applications be initially brought to the Board so that the Board may determine if a recommendation from the Planning Commission is necessary. IV. And the portable toilets are for the construction crews. Once construction is completed the contractor will remove the trailer from the job site. We.have approximately 5 to 8 temporary contractor employees at the site, they are working approximately 50 hours per week (5 days/1 O hours per day), and construction activities should be completed by this fall. There are no full time employees at the MFCS, but there are workers that operate and perform maintenance at the MFCS (mainly during equipment failure). The workers primarily work in various locations on the North Parachute Ranch performing pigging of pipelines, operatingvalves, and performing maintenance. The MFCS is operated and controlled from the EnCana office located in Parachute. I have a question for you: I have photos of the office trailer that was on the facility as well as the portable toilets which are used to serve it. It appears that the original Resolution 2005-85 does not address this trailer or any office facilities to be located on the site. Your application states that the portable toilets and hauled water are for personnel, but then state in the traffic impacts section that no full-time employees are located on-site. At this point it appears that the trailer is a zoning violation and in violation of the special use permit. The question with the proposed SUP is whether more permanent wastewater measures need to be 5/15/2007 -· Page 2 of 2 implemented for the office trailer. But I want to get more clarification as to what the trailer is used for, by how many employees and for how many hours per day/days per week. Garfield County, Colorado HFP File No. 6216-1 Dear Ms. Linster Herndon: Per your request, HFP Acoustical Consultants Inc. (HFP) has conducted an environmental sound level survey for the Middle Fork Compressor Station in Garfield County, Colorado. The survey results confirm that the existing facilities are in compliance with the Colorado Oil and Gas Conservation Commission (COGCC) noise regulations. The attached summary sheet can be a standalone document that you can submit to the county. Please review it and let us know if you have any comments. Notes: Section 802( c) 1 of the COGCC regulation states the following: Noise levels from oil and gas facilities located on surface property owned, leased or othenvise controlled by the operator shall be measured at three hundred and fifty (350) feet or at the property line, whichever is greater. The property lines are the greater distance in this case, so those are the sound levels reported in our data sheet. We have noise data collected closer to the units, and can supply that upon request. In anticipation that Garfield County would ask for sound levels at nearby residential locations, we have also included measurement data collected near the two closest houses. The houses are over five miles from the compressors, and the regulations suggest that this condition might qualify as "light industrial" (70 dB(A) daytime and 65 dB(A) nighttime) under Section 802(c): In remote locations, where there is no reasonably proximate occupied structure or designated outside activity area, the light industrial standard may be applicable. Garfield County, Colorado Ron Spillman I Date: 212712007 GARFIELD COUNTY, COLORADO: ENVIRONMENTAL SOUND LEVEL SURVEY REPORT General Information Sound levels were measured at four locations as near as possible to the property lines at the EnCana Middle Fork Compressor Station site. In addition, measurements were made near the two residences closest to the compressor equipment. Map 1 shows the measurement locations. GPS coordinates are given below. The sound survey was conducted to determine if the compressor station is currently in compliance with COGCC noise regulations. The area is designated as "Residential/Agricultural/Rural," and as such is subject to allowable noise limits of 55 dB(A) during the 7am to 7pm period and 50 dB(A) during the 7pm to 7am period. The measured sound levels were under 50 dBA at all locations, and thus showed compliance with the daytime and nighttime limits. The compressor station was completely inaudible at all of the property-line and residential positions. EnCana ran as many compressor units as possible during the sound level testing. Four of seven 1250 hp recip units were running, and two of three 7500 hp electric units were running. Thus 20,000 hp out of a total of 31,250 hp was in operation. Using a conservative adjustment factor of 1 O Jog (31,250/20,000) = 1.9 dB, we would anticipate that the total station noise contribution would have been approximately 2 dB(A) higher if all ten compressors could have been run simultaneously. However, because the compressor station was completely inaudible at all of the property-line and residential measurement locations, it would be unnecessary and inappropriate to add this adjustment to the measured environmental sound level values. Due to contamination from traffic noise in the measurement areas, the durations of the readings ranged from 30 seconds to 5 minutes. All measurements were sufficient to properly characterize the environmental sound conditions while minimizing traffic interference.
