Application Requirements: These items must be submitted with the application
1] plans and specifications for the proposed use including the hours of operation, the amount of vehicles
accessing the site on a daily, weekly and/or monthly basis, and the size of any existing or proposed
structures that will be utilized in conjunction with the proposed use. Please submit this information in
narrative form and be sPecific.
2l If you will be using *utr. o, will be treating wastewater in conjunction with the proposed use, please detail
the amount of water that would be used and the type of wastewater treatment. If you will be utilizing well
water, please attach a copy of the appropriate well permit and any other legal water supply information,
including a water allotment contract or an approved water augmentation plan'
3] A map drawn to scale porffaying your property, all structures on the property, and the County or State-
roadways within one (l) mile of your property. If you are proposing a new or expanded access onto a
County or State roadway, submit a driveway or highway access permit.
4l A vicinity map, showing slope of your property, for which a U.S.G.S. l:24,000 scale quadrangle map will
suffice.
5] A copy of the appropriate portion of a Garfield County Assessor's Map showing all public and private
landowners adjacent to your property. Include a list ofall property owners and their addresses.
6l Attach a copy of the deed and legal description of the property. If you are acting as an agent for the
property owner, you must attach an acknowledgment from the property owner that you may act in his/her
behalf.j) For all applications pertaining to airports, the oil and gas industry, power generation and/or transmission
industry, or any other classified industrial operation, you must submit an impact statement consistent with
the requiremenis of Sections 5.03, paragraphs 1 thru 3;5.03.07, inclusive; and 5.03.08, inclusive.
The consideration of this proposed Special Use will require at least one (l) public hearing, for which public notice
must be provided. The Pianning Department will mail you information concerning this hearing(s), approximately
30 days prior to the scheduled hearing. You will then be required to noti!, by certified return receipt mail' all
adjacent landowners and publish the notice provided by the Planning Department, in a newspaper of general
circulation. Both these notices must be mailed/published at least 15 days prior to the public hearing. The applicant
shall bear the cost of mailing and publication and proof of mailing and publication must be submitted at the time of
the public hearing.

Dear Mr. Bean:
Enclosed you will find the following items in support of the subject application:
1. The completed application
2. A check from Colorado High Guide Service in the amount of $400.00.
3. A letter from Jerry Semrod and Susan McDermott, owners of Flattops Gateway
Ranch, authorizing Cade L. Benson, President of Colorado High Guide Service, to
act as their agent in the matter of adding an Accessory Dwelling on the property.
4. One 24" by 36" drawing showing the plot of the property and topographical
features along with existing and planned improvements, including the dwelling
which is the subject of this application.
5. A2 page narrative which addresses each of the 7 Application Requirements listed
on the Special Use Application form.
In a previous telephone conversation, you informed me that there is a possible 60 day
time period necessary to make the review of Special Use Applications. Since our operating
season starts in June, we are looking at a period of operaticin when we will need to find
alternative housing for staff. Anything you can do to expedite the permit process will be greatly
appreciated.

Subj: Special Use Permit Application for Flattops Gateway Ranch, 5000 Sweetwater Rd.,
Gypsum, CO 81637
Attached please find an application for a Special Use Permit at the subject location. In
support of that application and in accordance with the Application Requirements numbered I
through 7 on the Special Use Permit form, we offer the following:
1] Narrative explanation of plans for the proposed use: The proposed modular
building would be used by Colorado High Guide Service, (CHGS) a licensed outfitter in
the state of Colorado with permitted campsites in the Flattops Wilderness Area and
adjacent U. S. Forest service lands. The modular building proposed would be used for a
kitchen, dining room and bunkhouse for the staff only of that business. CHGS actually
built the pack station and installed a well and septic system while they were the owners of
the subject property. The well is permitted by the State of Colorado Water Resources
Division and the septic system by Garfield County.
CHGS has operated a packing and outfitting business out of the subject property
since a few years before purchasing the property in 1987. Since CHGS sold the
property to Jerry Semrod and Susan McDermott (Flattops Gateway Ranch) in 7997, ttre
company has leased the property back and continues to operate the outfitting business
from the facilities they constructed. In all of that time, CHGS has leased cabins on the
adjoining property (Sweetwater Wilderness Ranch) for the purpose of housing and
feeding staff during the operating season. Those cabins are no longer available for rent so
it is necessary that CHGS find an alternative for housing and feeding the staff. The pro-
posed modular unit as a supplemental dwelling belonging to Flattops Gateway Ranch and
leased to CHGS would be the most efficient way to satisfy this need.
CHGS operates from the Flattops Wilderness Ranch only during the summer and
fall; approximately June 15 to Nov. 15. During the remainder of the year, there is no
activity out of the barn nor will there be anyone in the proposed modular building. From
June 15 through Aug. 3 1, there are only 2 or 3 CHGS staff members who stay full time at
the pack station. From Sept. 1 through about Oct. 10, the staff builds to 5 or 6 and from
Oct. 10 to Nov. 15, there are l0 to 12 staff present. At no time are clients of CHGS pro-
vided either room or board at the headquarters facility.

There will be no change in number of vehicles accessing the site after the
proposed building is in place since the scope of the operation will not change from what
it has historically been. Parking for clients will be in the same area as used previously.
The only structure proposed under this application is a28 ft. by 40 ft. modular building.
2l Water for the proposed building will come from an existing well authorized by the
Colorado Division of Water Resources under permit No. 180723 dated Aug. 16, 1994.
This well is identified as "Existing Permitted Well No. 1" on the attached Site Plan. The
maximum annual amount of water permitted from this well is 108,600 gallons which is
more than adequate for the proposed use and time period described above in 1]. A copy
of this permit is attached.
Wastewater from the proposed building can be adequately treated by an existing
Individual Sewage Disposal System installed near the existing barn on the property in
1997 under Garf,reld County Permit No. 281 8. In accordance with the Garf,reld County
recommended minimum requirements for individual sewage disposal systems, the
existing 1000 gallon septic tank and 271 sq. ft. leaching area with infiltrators are adequate
for a one bedroom dwelling. Since the proposed building will be used for only 5 months
each year, the total sewage load to be treated annually will be less than that expected from
a continuously occupied one bedroom residence.
3] A map of the property, drawn to a scale of 1 in. : 100 ft. and showing all existing
and proposed buildings is attached. Since the character of the business will not change
from that of recent years, there will be no new or expanded access required. The drive-
way into the proposed building is the same one that is currently being used. It is beyond
the end of Garfield County Road 150.
4l A vicinity map is included on the attached drawing of the property.
5] A list of all public and private landowners adjacent to the property, with mailing
addresses, is attached.
6] A copy of the deed to the propert),and a letter from Mr. Jerry Semrod, co-owner
of Flattops Wilderness Ranch, authorizing Cade L. Benson to act as his agent in the
matter of applying for this Special Use Permit, arc attached. The legal description of the
property is given on the drawing.
