They are requests for approval for additional lift stations to serve the businesses on the westerly portion of Devereux Road and the future development on the Gilstrap property. We anticipate that these lift stations will also serve any future development in the western portion of the Midland Avenue Bypass area. It is part of the process that you review and sign your approval on the appropriate page of the applications. We are sending copies of these applications simultaneously to the other agencies listed in order to expedite this process. We are looking to 'receive approval from the State in the next six weeks and to start construction by early April on both stations. We would appreciate your immediate attention to these applications so that we may submit to the State quickly and thereby achieve our goal. By way of an overview the West Glenwood Sanitation District is currently seeking to expand its service area in order to incorporate all new potential development areas within the West Glenwood area. This enables the District to serve new customers and to keep any new development from using individual septic systems. These lift stations are a part of that projected plan. The lift station at the intersection of Devereux Road and Midland Avenue will bring the businesses located on Devereux Road into the District via a gravity feed sewer main located along Devereux Road. It is also being situated in order to accommodate a gravity feed main coming from the Midland Avenue location. While there are no plans yet on development in this area there is enough demographic information available to assume that there will eventfully be development and we a re trying to prepare now in order to accommodate it later. This lift station at Devereux Road will bring the wastewater from the south side of the Colorado River onto the north side where it will intersect with the gravity feed main that will be collecting wastewater from the development on the Gilstrap Property, immediately adjacent to the West Glenwood Plant. When it reaches Mitchell Creek the wastewater will need to be conveyed into the plant via the second lift station due to a difference in the elevations present at the plant and at the Gilstrap property. SCHMUESER GORDON MEYER, INC ENGINEERING REPORT WEST GLENWOOD SANITATION DISTRICT LIFT STATION #1 Devereux Road Extension Service area definition including existing population and population projections, flow/loading projections, and relationship to other water and wastewater treatment plants in the area. The service area for this lift station is shown on the attached map. It is the small portion located south of the Colorado River. It encompasses the newly annexed portion of the westerly section of Devereux Road. It includes the businesses on Devereux Road beginning with the White Water Rafting Company and ending with Lot 1 which is owned by the City of Glenwood Springs. The zoning of this area is strictly commercial. The District has designated a total of 20 EQRs for this area. This allows for a population, at build out, of 70 people. However, immediately following the installation of the lift station only 5 EQRs will be utilized. The attached table shows the stages of development with respect to their projected EQRs of the Devereux Road annexation as well as adjacent properties. The lift station in question is being sized in order to accommodate new development within the area of Devereux Road and the new Midland -Avenue extension commercial district. A new improvement district has just recently been approved that will aid in the development of a municipal sewer system for the newly incorporated Devereux Road. The attached table shows the projected loading, into the West Glenwood Wastewater Facility, of all of the areas planned for development. The areas listed, with the exception of the Devereux Road Parcel and the Gilstrap Property, are not part of the West Glenwood Sanitation District as of yet. Plans are currently in the initial stages in order to annex the Unocal property and the Midland Avenue Commercial District into the West Glenwood Sanitation District. This is being done in order to facilitate long range plans and goals as the West Glenwood Sanitation District will be the servicing treatment plant. The City of Glenwood Springs cannot serve these properties as they are located uphill of these particular properties. Proposed effluent /imitations as developed in coordination with the Planning and Standards Section of the Division. The proposed effluent limitations are already established at the West Glenwood plant. These will not be affected by the installation of this lift station. Analysis of existing facilities including performance of those facilities. The current West Glenwood plant has a capacity of 375,000 g.p.d. with a current intake of 160,000 g.p.d. for this month. The peak inflows that push the plant into its full capacity traditionally occur during the summer months. Please see the attached table. Concurrently, or shortly following this site application, a site application is being filed for the expansion of the West Glenwood Wastewater Treatment Facility. The plans are to expand this plant to 750,000 g.p.d. The existing plant is prepared to accept the additional Toad from this lift SCHMUESER GORDON MEYER, INC station with the understanding that the expansion will be completed long before full loading from this lift station will show it's impact. Again, please see the attached loading chart. The additional load at 1:he initial start-up of this lift station would increase the plant's load by .004 MGD or 1.2% of current plant capacity. At final build out the loading would be .17MGD or 22.75% of the planned expanded capacity. Analysis of treatment altematives considered. The only alternatives at this juncture are individual septic systems which we like to discourage at any opportunity. These individual systems already exist on Devereux Road. However with the installation of this lift station we can take one already existing business and place it on line immediately. As the remaining properties are developed, they will tie on and finally the one business with an operating septic system has fifteen years to tie on. At the 15 -year mark this owner is required to tie on regardless of the condition of his septic system. We are anticipating that this will happen before the 15 -year time limit is up. It is also not feasible for the City of Glenwood plant to accept these properties into their service area using the city's plant on 7th Street. Please understand that in the event either this lift station or the lift station immediately at the plant, whose site application is being submitted simultaneously to this one, is not approved by the state this entire newly developed area will go on individual septic systems. There is no facility to serve them economically or feasibly with the exception of the West Glenwood Wastewater Treatment Facility. However, this cannot be accomplished without providing the necessary equipment. The goal is to make available public sewer systems in order to economically provide new development the incentive to tap into that system and to not be inclined toward a private septic system. This lift station is being sized in order to accommodate future growth on the UNOCAL property and the Midland Avenue commercial district, both located south of this lift station. The anticipated development in these corridors could only be served by the West Glenwood Sanitation District as the Glenwood facility located further south and uphill would not be a logical site selection for treatment. Flood plain and natural hazard analysis. This lift station is located on the high bank south of the Colorado River therefore it is out of the floodplain as indicated on the attached copy of the appropriate FEMA map. Detailed description of the selected alternatives including legal description of the site, treatment system description, design capacities, and operational staffing needs. The proposed lift station will be a submersible grinder pump, preassernbled to be placed in a wet well. It will have two pumps with a minimum of 120 gal per minute capacity each. The motors will be 5 HP each and will pump the wastewater, via a 4" force main, across the bridge to a gravity feed line on the north side. All of Devereux Road, and any other area to be served south of the lift station, will have a gravity feed to the station. There are no additional staffing needs required. Legal arrangements showing control of the site for the project life. SCHMUESER GORDON MEYER, INC The control of the site will be a joint effort between the City of Glenwood Springs and the West Glenwood Sanitation District. The lift station is to be constructed on the south side of the Colorado River by the West Glenwood Sanitation District on property owned by the City known as Lot 1, Resubdivision of Colorado River Industrial Park, according to the plat recorded February 17,, 1995, as Reception #474591, County of Garfield, State of Colorado, at a location mutually agreed upon by the parties. Upon conveyance of the Improvements by the City to the District, the City shall grant to the District a right of way access across Lot 1 for continued operation, maintenance, repair and replacement of the lift station and it's associated lines. This is all formalized and legalized within the Intergovernmental Agreement between the City of Glenwood Springs and the West Glenwood Sanitation District. Institutional arrangements such as contract and/or covenant terms for all users which will be finalized to accomplished acceptable waste treatment. All user waste is conveyed to the West Glenwood Sanitation District plant. Users tap into an existing line and pay a monthly sewer fee. If a sewer line exists within 400' of a structure, those owners are required to tap into the system. This is a requirement for development within the West Glenwood Sanitation District. If a line is not within the allotted distance an owner may request that the District serve them and will be annexed into the District. This is the particular scenario on Devereux Road. With the inclusion of Devereux Road on the south side of the bridge any additional development along Midland Avenue will be able to tap onto the system. Management capabilities for controlling the wastewater throughout and treatment within the capacity limitations of the proposed treatment works, i.e., user contracts, operating agreements, pretreatment requirements. Scott Leslie is currently the operator in control of the West Glenwood Sanitation District. He is responsible for the control and maintenance of the entire system. He employs a staff of two people with two others on call in case of an emergency. This lift station will fall under his jurisdiction. Management capabilities to run this additional load are in place and adequate. Financia/ system which has been developed to provide for necessary capital and continued operation, maintenance, and replacement through the life of the project. This would include, for example, anticipated fee structure. Financial responsibility will remain with the West Glenwood Sanitation District. A copy of the 1997 budget for the district is attached. It illustrates their ability to maintain this lift station for the life of the station. The funds for initial construction and start-up are being obtained from the formation of an improvement district and from assessed tap fees. The maintenance will be funded through monthly user fees with a surcharge for the lift station. These fees are consistent with the existing fee schedule for the West Glenwood Sanitation District. Implementation plan and schedule including estimated construction time and estimated start- up date. This construction and implementation are scheduled for Spring of 1997. The line along Devereux Road is being designed in February, bids to be taken in early March and construction to start in April. Start up date of the lift station is expected to be in June 1997. SCHMUESER GORDON MEYER, INC ENGINEERING REPORT WEST GLENWOOD SANITATION DISTRICT LIFT STATION #2 Mitchell Creek Location Service area definition including existing population and population projections, flow/loading projections, and relationship to other water and wastewater treatment plants in the area. The West Glenwood Sanitation District has just expanded its service area to include the western portion of Devereux Road. This particular lift station, referred to as Lift Station #2, is being planned to accommodate that service area as well as to serve the property immediately adjacent to the plant. This property is known as the Gilstrap property. This property is already within the service area of the District as the two attached maps show. The zoning of the Devereux Road property and its current and projected population has been covered in the site application for the lift station being labeled Lift Station #1. That application is being submitted simultaneously with this application. The projected flows and loading in reference to Lift Station #2 are illustrated in the attached table. The Gilstrap property is zoned commercial and the projected population is projected to be 25 EQR's or 87.5 people. Loading to the West Glenwood Plant is small for the first two years, thereby impacting the plant by only 4,375 g.p.d., or 1.2% of current plant capacity. Total build out of this project is anticipated at 21,874 g.p.d. or an impact of 2.9% of the projected expanded plant capacity. Even in the event that the Gilstrap property is not developed, which is highly unlikely, this lift station is still necessary in order to pick up the Devereux Road portion of the District. That loading can also be referenced from the attached tables and the individual site application. Thereby this lift station is integral to the installation of Lift Station #1. In order to get any wastewater into the plant from the south side a lift station is needed at Mitchell Creek due to differences in elevations. The only other alternatives considered at this juncture are individual septic systems which we like to discourage at any opportunity, especially in light of the type of planned development on the Gilstrap property. This property is still currently in the planning stages. However, its growth is commercial. In the next year a convenience station will be built followed perhaps by a fast food restaurant. Sometime in the future there are currently plans for a motel or truck stop. These plans are all highly speculative. However, with the servicing of the Devereux Road businesses (see application for Lift Station #1) we need to plan for the future and correctly size this lift station.that will be placed at Mitchell Creek. The Property is already within the District and is requiring service. As the elevations at the site are below those of the facility, a lift station is necessary in order to service them as well as the southern properties. As it is also within 400' of an existing sewer facility, it is a requirement to serve them from that facility. It would be negligent on the Districts part not to provide service especially given that the property is located along the Colorado River. The least desirable thing to have happen is to have this property go to individual septic systems. However in order to serve them, as well as the development to the south a lift station is needed. Please understand that in the event either this lift station or Lift Station #1, whose site application is being submitted simultaneously to this one, is not approved by the state this entire newly developed area will go on individual septic systems. All of the businesses developed on the Gilstrap property and the southern properties, being served by Lift Station #1, will be served by this lift station. These properties will gravity flow into the station and the wastewater will be pumped into the plant. A pump station is necessary here in order to get below the Mitchell Creek 48" culvert, which is also 8' deep, and into the plant. The interceptor sewer is too high in order for this gravity feed line to tie into it. The West Glenwood Sanitation District already has this pump in their possession. The current staff at the West Glenwood plant can easily handle the additional operation and maintenance of this station. The control of the site will be maintained by the West Glenwood Sanitation District, as this area is in the district's boundaries. The lift station will be located on land that is currently being purchased from the Gilstrap property. A copy of the legal description is attached. Lee Leavenworth, Esq., the lawyer for the West Glenwood Sanitation District, is currently drawing up documents to complete this purchase. Therefore the West Glenwood Sanitation District will actually own the land that the lift station is located on and easements are therefore unnecessary. The lines being directed into the lift station will be on easements located in the proposed roadway of the Gilstrap property. Dear Sirs: Colorado Department of Public Health and Environment The Water Quality Control Division has reviewed and evaluated your site application and supporting documentation for Liftstation No.1 in the NE1/4 SE1/4 of Section 6, Range 89 West, Township 6, South of the 6th Principal Meridian and Liftstation No. 2 in the NW'/4 SE'/4 of Section 6, Range 89 West, Township 6 of the 6th Principal Meridian to serve the Devereux Road and Gilstrap Enterprises Subdivision to discharge to the West Glenwood Sanitation District collection and treatment system. We find your application to be in conformance with the Water Quality Control Commission's "Regulations for Site Applications for Domestic Wastewater Treatment Works". Therefore, the site application is approved with the following conditions listed below. 1. Based upon application information, the system design will be for: Liftstation No. 1 Peak Daily Flow Capacity - 0.15 MGD Treatment Processes to be used - Liftstation and forcemain Liftstation No. 2 Peak Daily Flow Capacity - 0.171 MGD Treatment Processes to be used - Liftstation and forcemain Design for values in excess of those contained above or failure to comply with any other conditions contained herein will render this approval void and another site application will have to be processed. 2. This site approval will expire one year from the date of this letter if the construction of the project has not commenced by that date. If expiration occurs, you must apply West Glenwood Sanitation District June 25, 1997 Page Two for a new site approval. Construction is defined as entering into a contract for the erection or physical placement of materials, equipment, piping, earthwork, or building which are to be a part of a domestic wastewater treatment works. 3 The design (construction plans and specifications) for the liftstations and forcemains are hereby approved by the Division. 4. The applicant's registered engineer must furnish a statement prior to the commencement of operation stating that the facilities were constructed in conformance with approved plans, specifications, and change orders. In accordance with Colorado Water Quality Control Commission regulations, this approval is subject to appeal as stated under Section 2.2.5 (7) of "Regulations for Site Applications for Domestic Wastewater Treatment Works". This approval does not relieve the owner from compliance with all county regulations prior to construction nor from responsibility for proper engineering, construction, and operation of the facility.
