RE: Special Use Permit for Temporary Housing on Construction Sites
Dear Al:
As per our conversation of January 25, 1982, the Planning staff is
requesting further information in regard to your application, as
follows:
1) specific number of trailers requested;
2) site plan for the temporary housing site (please specify location
of trash receptacles, fire extinguishers, emergency phones, if any,
etc.) ;
3) number of employees to be housed on site, number per trailer, etc.;
4) fee (see below);
5) indication of where you are dumping sewage (contract with a landfill
operator, etc.);
6) justification for your request for temporary housing (information on
availability of housing, statements from rental services, etc.).
We have scheduled the public hearing for February 22, 1982. However, if
the above-mentioned information has not reached our office by February
12, 1982, the public hearing will be cancelled.
The fees for this type of special use are as follows:
1-4 units
5-9 units
10 or more units
$250.00
$500.00
$500.00 for the first 10 units plus $100.00 per
unit for each additional unit.

A Special Use Permit application and Public Notice are submitted
herewith. The granting of the application will permit Albert
Frei & Sons, Inc. ("Frei") to use mobile houses on a temporary
basis at its excavation site to house working staff until other
arrangements can be made.
Frei estimates a need for four to six self-contained temporary
housing units, as defined in Garfield County Ordinance 5.02.21(2)d.
All sewage and used water will be contained in tankage and hauled
from the site as required by a contracted service company. All
water will be hauled, or, if possible, a shallow well will be
constructed. In either case, care will be taken to ascertain
that safe, potable water is used for drinking and cooking.
We understand that this permit
A. Is good for six months plus "good cause shown" extension
B, Limits residence to site employees and does not include
dependents of employees
C. Requires housing sites to be maintained in a clean, sanitary
and safe condition, free from hazardous or noxious materials,
weeds and refuse
D. Includes requirements for fire extinguishers and other fire
protection precautions
E. Requires provision for refuse containers (one 30 -gallon con-
tainer per unit)
With regard to the "requirements" listed on the application, we
respond as follows:
1. Four to six mobile homes will be located on approximately two
acres located on the north weL- side of property owned by
Albert Frei & Sons, Inc. In no case will the mobile home sites
to be located within the property be within 200 feet of a Frei
property line.

2. No utility companies will be involved. Road access will be
the same as for the Frei Silt Pit.
3. A vicinity map is attached.
4. We hope that the impact statement provided on September 15,
1981 with the application for the sand and gravel operation
will suffice. There are no changes or additions.
5. A section of the Assessor's Map "2179" is included. The map
indicates that the two acres involved in this special use
permit application are well within the property lines of land
owned by Frei. There are no other property owners within
200 feet of the mobile home sites.
6. The subject public notice is attached and will be submitted
to the Glenwood Post for publication as soon as the public
hearing date is set.
7. We understand there is some variation in the required fee.
We will submit the total fee immediately upon advice from
you of the proper sum.

COMMENTS:
The Planning Department has been unable to reach Frei and Sons
clarification of the latter two concerns. If this proposal is
the Planning Staff would request the following conditions:
1) All proposals and presentations of the applicant shall be
conditions of approval unless stated otherwise by the Board.
2) The permit be appoved for one six-month period only; that no
