Requirements:
1. Plans and specifications for proposed use.
2. Letters of approval from utility companies, sewage and water. Road access
and other information deemed necessary.
3. A vicinity map drawn to scale depicting the subject property, location and
use of buildings and structures on adjacent lots.
4. An impact statement on the proposed use (see 5.03.07 - 5.03.09 of Zoning
Regulations).
5. A copy of Assessor's map showing property; and a listing of all adjoining
property owners and property owners within 200 feet of said property.
Notice containing information described under paragraph 5 shall be mailed
to all owners of record of these lots at least 5 days prior to the hearing
by certified return receipt mail.
6. Notice including the name of the applicant, description of the subject lot,
a description of the proposed special use and the time and place for the
hearing shall be given in the newspaper of general circulation in that
portion of the County at least fifteen (15) days prior to such hearing time.
Applicant shall bear the cost of advertising.
7. A fee of $500.00 shall be charged for each application and shall be sub-
mitted with the application.
This Special Use Permit is in compliance with Sections 5.03and 9.03 of the
Garfield County Zoning Resolution and as per application.
List all property owners within 200 feet of subject property lines.
See Exhibit C attached
Attach map showing all improvements (present and proposed) and all pertinent
distances and area. Show all improvements on your property and adjoining prop-
erty within 200 feet of your boundary.

PLANS AND SPECIFICATIONS FOR ASPHALT PLANT
The Special Use Permit is requested in order to locate an
asphalt plant on property previously permitted by special
use for a sand and gravel extraction operation.
The exact location on which the asphalt plant is set up in
the mining area lands may vary from time to time depending
on road access and basic material stockpiles. Also, the
plant itself may vary in components and make of equipment.
The plant will always be permitted by the Colorado Depart-
ment of Health Emission Control Division.
The plant components (shown below) will occupy about 0.5±
acres. Drive, park and turnaround area will occupy an
additional approximate 1-1/2 acres. Normally, the maximum
height of the plant will not exceed 40 feet.
The first location of the asphalt plant will be on the north
side of the Colorado River on lands that are in use as a
specification aggregate loading facility by Albert Frei &
Sons, Inc. A later location of the plant may be on the south
side of the river where the main excavation operations are
located.

IMPACT STATEMENT
The information in this statement covers an asphalt plant to be
located on property owned by Albert Frei & Sons, Inc. A Special
Use Permit for sand and gravel extraction has been issued to the
property owner by Garfield County.
Reference is made to Garfield County Zoning Resolution, Section
5.03.07 through 5.03.09.
5.03.07(1)(a) The asphalt plant will not require the use of any
water. The operation will not pollute surface
runoff, stream flow or ground water.
(b) The asphalt plant is permitted under Colorado Depart-
ment of Health Air Emission permits. The plant will
not emit objectionable vapor, dust or smoke that
would not be in compliance with Department of Health
standards. An asphalt plant is not a high noise
generator. Neither are such plants glare or vibra-
tion emanators.
(c) No additional impact to existing animal habitat is
anticipated.
(2) During the early part of this operation the plant
will be located on the north side of the river on
property used as a loading facility by Frei. This
property has direct entry to the I-70 access road.
The entry is approximately 1-1/2 miles east of the
Silt I-70 exit -entry ramp. During the early stages
of the operation of the plant most traffic will
be eastbound.
When a new bridge is constructed across the Colorado
River south of Silt, it will be desirable to move
the plant into the main excavation area south of the
river.
(3) There are no immediate neighbors at either of the
proposed locations. The closest neighbor is the
Montover property located approximately 1/2 mile to
the southeast. There are nonresidential properties
in closer proximity, such as Interstate 70 owned by
the Colorado Highway Department, the Bureau of
Reclamation pump station and an agricultural property
owned by Valley Farms, Inc. These properties will
not be affected by the plant.
(4) The operator will supply additional information
as requested by Garfield County.

The entire area is being operated under an approved
Mined Land Reclamation Permit, No. 81-202. This
permit, issued by the Colorado Mined Land Reclama-
tion Board, requires the land to be reclaimed as
lake and revegetated area. In order to complete
the approved reclamation plan, it will be necessary
to remove the asphalt plant and to resoil and
revegetate any and all areas where the plant was
set up. The files of Garfield County contain a
copy of MLR Permit No. 81-202.
(6) Not applicable.
5.03.08 Industrial Performance Standards
(1) The proposed asphalt plant can be and will be operated
within the limits set by this section for sound genera-
tion.
5.03.09
(2) Vibration does not occur with this equipment. The
operator will be in compliance with this section.
(3) Operators of asphalt plants are required to obtain
an emissions permit from the Colorado Department of
Health. This permit should guarantee that the plant
is in compliance with all federal, state and county
air quality regulations.
(4) Heat, glare, radiation and fume emission is not a
concern with an asphalt plant.
(5) Not applicable.
(6) An asphalt plant does not represent a potential water
pollution hazard.
Uses Not Itemized
This section does not appear to be one requiring
action on the part of the applicant.
