There were several concerns that were expressed each year at the review. Now that Western Slope Aggregate has permanent access at this point on Highway 82 we would like to reiterate our concerns. On the morning of. une 18, 1997 there was the fss: accident on Highway 82, at the new entrance now being used by the Western Slope Aggregate Gravel Pit. This is the main entrance to the Ranch at Roaring Fork Subdivision and :he Ranch Golf Course. No longer are there just cars traveling in excess of 60 miles per hour going both ways, the truck traffic at greatly REDUCED rates of speed is very dangerous. Combined with all the cars entering and exiting the Ranch. There is gravel spilled on the highway making traffic at high rates combined with slower traffic verb dangerous. We feet this acctdent is only one in many to come if this 'intersection is not better taken care of by Western Slope Aggregates. The homeowners at the Ranch do not want to be vindictive to Western Slope Aggregates but want to protect :he nvestrrent which they have made in their homes and lifestyles and protect all owners as they eater and exit the Ranch. In regards to the accident on June 18, 1997, this accident occurred before the gravel pit was open. We do not open the access until 7:OOam in accordance with our "Special Use Permit", the accident had taken place before 7:OOam and was on the Ranch at Roaring Fork side of the highway. This accident had nothing to do with Western Slope Aggregates or our access. (Refer to State Patrol report attached.) 2. Regarding truck traffic, the Colorado Department of Transportation approved this access to Highway 82 and required the construction of acceleration/deceleration lanes to allow the trucks safe starting and stopping distances. The highway work was designed, approved, and constructed per Colorado Department of TransportationS, requirements. 3. Regarding gravel on highway 82, occasionally there is a small amount of spillage from the trucks. We are a service/supplier oriented company and do not have total control over these minor spills. I have been in contact with Colorado Department of Transportation and they allow us to clean the highway when gravel accumulates. We clean the gravel off as needed or if there is a complaint. In conclusion, Western Slope Aggregates worked very hard with Garfield County and Colorado Department of Transportation to make sure all concerns were addressed through the approval process. No "Jake Brakes" have been heard. No gravel has been observed spilled on the highway. Skid marks made by tandem axel trucks were apparent only in the left turn/deceleration lane on South Bound Highway 82. Understandably it would be difficult to decelerate in the 300 foot long lane from typical highway speeds on highway 82. It appears as though the 10 mile per hour speed limit is not being observed. Traffic appears to move at 20 to 25 miles per hour, based on my speedometer reading as I followed trucks down to Highway 82. The road is well signed with information about "10 M.P.H.", "No Noise", and "No Jake Brakes". The road is being used to access an apparently new dirt road that serves some residential dwellings above and behind the gravel pit. Trucking Companies observed using the road are Harrys Heavy Haulers, Condon Construction, Aspen Earthworks, Dorais Excavating and Western Slope Aggregates. By virtue of the decision made by you and the Garfield County Commissioners, we have been placed in an industrial zone and have lost significant enjoyment of our property. The dump trucks using this road are very noisy. The noise is audible inside the reaches of our home, far above and beyond the normal traffic noise on the highway. The visual impact of a steady stream of dump trucks and cement trucks is extremely negative. And quite often we must close our windows because of the stench of diesel fumes. We feel very strongly that county government has not represented the interests of its citizens in allowing the use of this access road. Garfield County government has abdicated its responsibility of maintaining roads and representing the health and welfare of its citizens and instead has catered to the special interests of a single industrial patron. I protest the continued use of this road in the strongest terms, and on a more personal level, I'm extremely disappointed in your office's lack of concern for county citizens.
