The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. AlI bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
S. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, anchor State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. When reviewing a plan
and it' s discovered that required information has not been provided by the applicant, this will result
in the delay of the permit issuance and in proceeding with building construction. The owner or
contractor shall be required to provide this information before the plan review can proceed. Other
plans that are in line for review may be given attention before the new information may be reviewed
after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the plans
to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the
completed checklist at time of application for a permit.
Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and
drawn to scale.

Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line
and original grade. A section showing in detail, from the bottom of the footing to the top of the roof,
including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material. Engineered
foundations may be required.
A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be
designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.F.H. wind
speed, wind exposure B or C, and a 36 inch frost depth.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
All plans submitted must be incompliance with the 2003 IRC.
Is a site plan included that identifies the location of the proposed structure or addition and
distances to the property lines from each corner of the proposed structure(s) prepared by a
licensed surveyor and has the surveyors signature and professional stamp on the drawing?
Properties with slopes of 30% or greater must be shown on the site plan. (NOTE
Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft.
of a property line and not within a previously surveyed building envelope on a
subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's
signature and professional stamp on the drawing. Any structure to be built within a
building envelope of a lot shown on a recorded subdivision plat shall include a copy of
the building envelope as it is shown on the final plat with the proposed structure located
within the envelope.

Notes: If you have answered "No" on any of the questions, you may be required to provide this
information at the request of the Building Official prior to beginning the plan review process. Delays
in issuing the permit are to be expected. Work may not proceed without the issuance of a permit. If
it is determined by the Building Official that additional information is necessary to review the

Subject: Observation of Backhoe Pits, Proposed Residence, Lot 15, Block 7,
Western Hills Subdivision, Garfield County, Colorado.
Dear Ms. Rauman:
As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. observed the
backhoe pits at the subject site on April 30, 2005 to evaluate the soils exposed for
foundation support. The findings of our observations and recommendations for the
foundation design are presented in this report. The services were performed in
accordance with our agreement for professional engineering services to Harvest Homes
Development Company, Inc., dated April 28, 2005.
The proposed residence will consist of a single story wood frame structure over a partial
walkout basement level and crawlspace. The attached garage and basement floors will be
slab -on -grade.
At the time of our visit to the site, two backhoe pits had been excavated in the building
area (one at the northwest corner and one at the southeast corner). The pits had been
excavated prior to our arrival on-site. The soils exposed in the pits are shown on Figure 1
and consist of about %z foot of topsoil and 3'/2 to 5 feet of clayey sand and gravel with
angular rock fragments up to cobble size overlying sandy silty clay at Pit 2. The soils
were rockier in Pit 1 located on the uphill side. The building area has been stripped of
vegetation and graded and there could be some fill on the lot. Results of swell -
consolidation testing performed on a sample of the clay taken from the site, shown on
Figure 2, indicate the soils have low to moderate compressibility under conditions of
loading and wetting. The results ofa gradation analysis performed on a sample of the
clayey gravels (minus 5 inch fraction) obtained from Pit 1 are presented on Figure 3. No
free water was encountered in the excavation and the soils were slightly moist to moist.

Considering the conditions exposed in the excavation and the nature of the proposed
construction, spread footings placed on the undisturbed natural soil designed for an
allowable soil bearing pressure of 1,500 psf should be adequate for support of the
proposed residence. The exposed soils tend to compress when wetted under load and
there could be some post -construction settlement of the foundation if the bearing soils
become wet. Precautions should be taken to prevent wetting of the bearing soils.
Footings should be a minimum width of 18 inches for continuous walls and 2 feet for
columns. Loose and disturbed soils in footing areas should be removed and the bearing
level extended down to the undisturbed natural soils. The exposed subgrade should be
moistened and compacted prior to forming footings and placing concrete. We should
observe the complete foundation excavation for bearing conditions. Exterior footings
should be provided with adequate soil cover above their bearing elevations for frost
protection. Continuous foundation walls should be reinforced top and bottom to span
local anomalies such as by assuming an unsupported length of at least 12 feet.
Foundation walls acting as retaining structures should also be designed to resist a lateral
earth pressure based on an equivalent fluid unit weight of at least 55 pcf for on-site soil,
excluding vegetation, topsoil or oversized rock, as backfill. A perimeter foundation drain
should be provided to prevent temporary buildup of hydrostatic pressure behind the
basement walls and prevent wetting of the lower level. An impervious membrane, such
as 30 mil PVC should be provided below the drain gravel in a trough shape and attached
to the foundation wall with mastic to prevent wetting of the bearing soils. Structural fill
placed within floor slab areas can consist of the on-site granular soils compacted to at
least 95% of standard Proctor density at a moisture content near optimum. Backfill
placed around the structure should be compacted and the surface graded to prevent
ponding within at least 10 feet of the building. Irrigation sprinkler heads and landscaping
which requires regular heavy irrigation, such as sod, should be located at least 5 feet from
foundation walls.
The recommendations submitted in this letter are based on our observation of the soils
exposed within the shallow backhoe pits and do not include subsurface exploration to
evaluate the subsurface conditions within the loaded depth of foundation influence. This
study is based on the assumption that soils with depth and throughout the building site
have equal or better support than those exposed. The risk of foundation movement may
be greater than indicated in this report because of possible variations in the subsurface

conditions. Variations in the subsurface conditions identified during construction could
change the recommendations contained in this letter. Our services do not include
determining the presence, prevention or possibility of mold or other biological
contaminants (MOBC) developing in the future. If the client is concerned about MOBC,
then a professional in this special field of practice should be consulted.
