State of Colorado, to grant a Special Use Permi-t j-n connection with the
following described property situated in the County of Garfleld, State of
Colorado; to-wit:

Practival Description (location with respect to highway, County roads and
residences): approximately 2 miles East of New Castle and k mile North

Impact Statement for Development of an Asphalt Batch Plant Site by Grand
River Construction Co.
Grand River Construction Co. proposes to develop an Asphalt Batch Plant
upon a 40 Acre Parcel of SEC 33, T 55, R90W, 6th P.M. more conrnonly des-
cribed as the NEk, NEk SEC 33. This site will be used for the relocation
of an existing Asphalt Plant as operations demand. Development wl11 consist
of an Asphalt Plant (Asphalt Tanks and AsphalE Mixing Equipment) , Fuel Tanks,
Raw Material Stockplle Areas and HoE and Cold Asphalt Loading, Weighing and
Storage Areas. As support to this operation an Equipment and Vehicle Mai-n-
tenance and Storage Buildlng is proposed to be built on the site.
The proposed site is approximately 2 miles East of New Castle and % mile
North of Garfield County Road 240. It is located within the NE k of Section 33.
Access to the site will be along a private road right-of-way from County Road
240. Point of access on County Road 240 is approximately I mile from its
Easterly Junctlon with U.S. HWY 6 & 24.
A Security Fence will be constructed around all plant batching and support
facilities including the maintenance and storage building but excluding Raw
MaEerlal Storage Areas. This should encompass an area of less than 5 acres.
The balance of the site will remain open to native habitat and available for
natural wildlife forage. No significant impact on wildlife is anticipated by
this operat j-on.
The normal daily working hours of the Batch Plant Operation Is 7:00 a.m. to
5:00 p.m. The Period of operaEl-on depends upon product demand and weather.
Generally operations will not begin before Mid April and w111 conclude by
Mid November.
The Batch Plant, when relocated, will continue to operate j-n accordance withGarfield Counties Industrial Performance Standards. The Preventlon of oi1 or
fuel spil1s and contamination is an ongoing program. Thls program has been
outlined in previous spi11 preventi.on control and counter-measures plan, pert-
inent elements which shal1 be adopted to this site.
Sanitary facilities at the site will be provided for employees by portable toliets
to be serviced by a proper contractor. Solid WasEe developed on the site will
be collected in containers serviced by a Solid Waste Disposal contractor or
hauled to a County Solid Waste Disposal site by employees. Potable water will
be transported to the site for employee drinking r^rater. No other operationalwater requirements are anticipated. The Batch Plant is self contained so far
as electrical requj-rements. No utilities need be extended to the site for the
batch plants operati-on.
Traffic to this site will not be routed through any municipality or residential
development. Traffic patterns from the 1980 "Traffic Volume Map of Colorado
StaEe Highway System" show a traffic count of 780 vehicles per day along HWY
6 & 24 between the canyon creek and New castle r-70 interchanges. The
additional traffic generated by an approval of this Speclal Use Permlt Appli-
cation should be less than 100 vehicles per day. Fortunately this will mean
less traffic for some other area of the County as this is relocated traffic.
It should also mean less traffic through Glenwood Springs as the Primary Pav-
ing Developments appear to be down valley.

The effect of this operation on adJacent landowners will be miniroized by the
isolation, topography and existing ground cover. Dust and smoke control will
be accomodated by standard practices as required by federal and state agencies.
Noise and odor standards of federal and state agencies w111 be net. Grand
River Construction Co. is proud to recognLze it,s past operatlons in Garfleld
and adjacent counties without federal, state or loca1 shutdown or threatened
shutdown. The mode of operation will continue as in the past..
Positive economic impacts to Garfield County should be obvious from the con-
tinued performance of Grand River Construction Companies paving operatlon and
the ensueing tax revenue, employee payroll, vehicle maintenance and operation
cost impacts and other secondary and tertiary benefits to the counties advan-
tages. The management/ownership interests should be recognized, on the basLs
of past operations, as being coincidental with community and county best
interes ts .
Construction work required for this proposed site development should be nini-
mal. An access road exists along a portion of the 40t wide private road right-
of-way. This access must be upgraded to handle expeeted truck 1oads. Soue
grading, widening, and gravelling will be required. The slte itself ls reason-
ably Ievel. Over 1ot grading will be requl-red in order to set the plant,
tanks, weighing equipment, building and to provide storage areas. The uti1l-
zation of existing trees and other ground cover in order to miniralze slght
impact. will be practiced. Fencing wt1l be installed for securlty and to mit-
igate wildlife impacts.
Dust control will be ongoi.ng fron initial construction on through plant oper-ation. Site preparation is proposed to begin this year pending approval by
the Garfield Commissioners.
