DESCRIPTION OF PROPOSAL:
The applicant proposes to locate an asphalt batch plant on a 40 acre tract. Theoperations would include the plan weighing equipment, support and@gance_buildings, tanks, stockpile areas and stoiage facilities. Fencing in the operationsarea (approximately 5 acres) would be installed for security and to mltigate impactson wildlife' working hours of the plant would be frou 7:00 A.I"I. to 5:00 p.M., de-pendent upon product demand and the weather. operations generally rvould not beginbefore mid-April and will conclude by mid-November. The applicant will operatethe project as per all local, state and federal regulations. Traffic from theproject is estimated at somewhere around 100 vehicies per day. Traffic would generallyproceed along Highway 6 & 24 to the r-70 interchanges and then to other areas of thecounty.
MAJOR CONCERNS AND ISSUES:
1' county Road 240 has, on the average, a 20'driving surface. fn some sections,this average width narro\,rs considerably.
2' The turnout of counEy Road 240 onto Highway 6 & 24 has a fairly short sitingdistance to the east, due to a curve in the road and the steep embankment locatedEnere.

The Division of lfildIife has reviewed the proposal submitted by Grand
River Construction Company for a asphalt batch plant approxirnately two rniles
east of New Castle. The site of the proposed plant is located within criti-
ca1 deer and eIk winter range, but should not adversely affect wintering
animals providing activity is restricted during the winter and early spring.Attention should also be given to any fences constructed, so that they do
not entrap wildlife, especially deer and erk.
rJith regard to the proposed operation the Division of Hildlife would
recommend the following measures to minimize impacts to wildIife.
1. Activity at the batch plant should U" r..t.icted from December 1 -to April 15 to minimize imoacts on wintering deer and e1k. This
corresponds to the normal period that the batch plarrt would not be
operating.
2. Fence construction, other than chain link or wooden rai1, should be
no more than 42 inches in height with a minimum of 12 inches between
the top two wires. This should avoid'any entrapment of deer and e1k.
J. Disturbance to existing vegetation should be minimized.. A11 disturb-
ed areas should be revegetated with native shrubs and grasses fol)-ow-
ing termination of the operation.
Any change from the operation plan as currently described will requirefurther evaluation by the Division. Ttre Division of l.lildlife appreciates
the opportunity to comrnent on this project.

Gentlemen:
I have been acquainted with Mr. Paul Rippy and his companies
operation for the lasL ten years. During this time I have as-
sisted in the preparation of environmental assessment statements
and p1ans, mining plans and state and county permitting. To the
best of my knowledge and belief his company has never been held
in violation of any federal, state or county law or regulation.
I believe Grand River Construction Co. has provided an important
employement and tax base to the county and has done so in a very
cemendable and neighborly fashion. It can be noted the the,West-
bank development was processed and built-up after the location
and operation of the companies asphalt plant atcing the Roaring
Fork River and adjacent to this subdivision. Numerous private
residences have been built here with-out any significant impact
of the asphalt plants operation.
On the basis of past operation I would feel secure that an op-
eration east of New Castle as addressed in the special use permiL
application will cause no significant harm or negative impact on
the area. In fact, the sornewhat isolated location and access with-
out travel through municipal or intensely developed areas would
appear to promote a plants location.

appeit of the county as a recreational center.

farm and ranch land to remain in active and pro-
ductive use.
The methods to be used to achieve this are:
Ensure the compatibility of development proposals
with existing farms and ranches.
Utilize cluster development and planned unit
development in agricultural areas.
Encourage higher densitj.es of development adjacent
to existing towns.
INDU STRIAL / COMMERC IAL
Encourage the use of incentives for farmers and
ranchers to remain in operation, (i.e. cluster
zoning on agricultural Iand, insuring compatibil-
ity oi non-igricultural land use with farming or
ranching operations PrioritY.
Designat,e agricultural use areas and regulate
non-6gricu1l,ura1 uses in a manner compatible with
agricultural activities.
Encourage industrial expansion where similar
development already exists in appropriate areas,

Then what valueor use could the land then have? only for simitar industrialuses. rs there an infinite demand for industrial growth int-his county? I believe not. Thus our land would havelimited future uses. Agriculturat maintenance would beprecluded, in effect, destroying our property value.
continuing with incompatibility the amount of trafficgenerated by this proposal is a nuisance, causes a greatdear of noise, and because of the narrow road and numerousprivate access roads, is dangerous.
Smoke, dust and odors would be hazardous to publichealth and safety. They would be a nuisance to the surround-ing area. They would reduce rand varues and degenerateproperty.
The noise generated by the plant would be considerable.It would reduce values. Noise would conflict with residential
1 ifestyles.
In particular I object to the proposal because itdirectly affects myself in the foltowing ways:
1. The turnoff to the site from 240 Road is in extremeproximity to my house. About 100 feet from my driveway.The noise of the trucks stopping and starting is very Ioud.The proximity of the access road in itserf violates lrr thecriteria of compalibility. There is arso the added problemof safety. r feel that it wourd become a dangerous inter-section with my driveway and the asphart access being sovery close together.
r do not feel that county Road z4o is up to standard tohandre this increased amount of heavy traffil. The easterlyjunction of 6 & 24 and county Road 240 is steep and veryblind. The county road is narrow. It is winding. Itpasses through our farm buildings and crose to our house andother residences.
The visibility of the road to our property is high.
This proposal is located above two separate irrigationditches which lie in the direct path of ant ftooding of theproposed- site. rf_any pollutants generated by the proposalwere to be released into our ditches by flood- or by- ac6ident

the damage to our land would be extreme. We have sprinklersystems installed on both ditches which would undoubt.ably beruined by such a disaster. There are also cisterns on theditches for domestic use.
If this proposal is approved would not other similarindustrial uses also have to be approved? Undoubtably yes
because you are then changing the nature of the area. Yourplanning requires that similar uses shalI be located together.
Once one use of this sort is established other similar useswill follow. And do you not wish to encourage the mainte-
nance of agricultural and grazing lands through quote fromthe county plan "positive incentives are mutual public andprivate commitment to the agricultural industry',?
If you alIow this one development of an industrial useyou 4re in effect rezoning the area and inevitably agricul-ture will be replace,il by other uses. We w111 not be ablenor amenable to maintaining an agricultural operation in anindustriar setting. You will be limiting the alternativesavailable to us for the use of our land and you will beeventually eliminating agricultural use in any size altogether.

The Division of wildrife has reviewed the proposal submitted by Grand
River construction company for a asphalt batch plant approximately two miles
east of Ner* Castle. ThL site of the proposed plant is located within criti-
cal deer and elk winter range, but "irorria not adversely affect wintering
animals providing activity is restricted during the winter and early spring'
Attention should also be given to any fences constructed, so that they do
not entrap wildlife, especially deer and elk'
with regard to the proposed operation the Division of wildlife would
recommend the following measures t; minimize impacts to wi1dIife.
l.ActivityatthebatchplantshouldberestrictedfromDecemberl-
toApril15tominimizeimpactsonwinteringdeerandelk.Tttis
corresponds to the normal period that the uitcrr plant would not be
operating.
2. Fence construction, other than chain link or wooden rai1, should be
no more than 42 inches in height with a minimum of 12 inches between
the top two wires. fhis shoulI avoid'any entrapmen! of deer and eIk'

Gentlemen:
I have been asked by Grand River Construction Co. to write a letter in
reference to their hot mix plant operation South of Glenwood Springs '
I have lived at 0224 Meadow Lane in Westbank Ranch Subdivision for four
years. Every day I observe the plant operations and appearance as I drive
Lack and forttr tt Glenwood Springs. I have never observed any repulsive
odors or noise and I have always observed a neat and orderly plant site'
I wish that every construction site were operated and maintained in
such a professional and conscientious manner as I feel Grand River Construction
Co has tperated theirs. Grand River Construction Co. operates a needed bus-
iness in this cormnunity and one of the necessary criteria to operate their
business is a PlanE site.
From their tract record of years of responsible management of their
construction site I would recouunend them as excellent operators of their
site with the thought and concerns of surrounding land owners a primary
concern of theirs.

Dtrring this period I have had direct visual and audio contact with Grand
River Constnrction Co. hot mix plant site across the Roaring Fork Riverat a distance of about one-half mile.
I was aware of this plant when I bought the hone site, and I have been
very conscious of its potentiaL inpact on a residential area. l{y conclusion
has been that there has been no adverse tmpact during that period,
I have been acquainted with the Paul Rippy famiLy, o!{ners of Grand
River Constnrction, for over bventy years. I believe they are dedicated,
concerned citizens who recopgrize tJ:eir responsibility to nrr a good
operation in providing a most necessary senrice not uriversaLl.y popular
with the public.
I would recorrnend Grand River Constnrction and the Rippys as good
operators with a long record of good management who would do their utnpst
to rrn a necessary business well and be highly sensitive to tJreir respon-sibilities.
