Toilet Facilities 1. 25 portable toilets provided by Glenwood Toilet Rentals located at the west end of the lodge 2. lodge restrooms will be open 3. toilet waste will be dumped at South Canyon by owner B. Drinking Water 1. 3 five gallon containers and cups will be provided at beer stations located at the east edge of the gathering area C. Trash Removal 1. 30 trash containers will be located throughout the gathering area 2. Boy Scout troops will be involved in trash cleanup on the following day 3. The applicants will be responsible for removal of trash from the site. II. Emergency Medical Care A. Two E.M.T.'s and three advanced first aiders will be available for emergency medical care. B. A first aid room and an ambulance will be provided on site. C. Valley View Hospital is 20-30 minutes from the concert location III. Law Enforcement and Crowd Control A. Twenty-five members of the Aspen Rugby Team will be responsible for crowd control. B. The Highway Patrol and Sheriff's Department have been notified of the concert. IV. Traffic Control A. Parking attendants will direct ingress and egress to parking area. B. Every 30th car will be stopped to stagger traffic on 4 Mile Road. V. Parking A. Parking space adequate for 1,400 cars is available at the site. Concerns Law Enforcement 1. Is rugby team sufficient for effective management of up to 5,000 people. 2. Rugby team is an unknown: a. experience and training in crowd control b. authority to act if a problem develops 3. Availability of authorized personnel in vicinity for law enforcement Parking 1. Number of people to direct traffic and exit of cars from parking area after the concert 2. Removal of illegally parked cars from parking area and County Road 3. Staggering of cars leaving parking area Traffic Control 1. Need personnel on County Road to direct traffic -possible problems at 23rd Street and Highway 82 turn at 4 Mile Supervision of Area Before and After Concert 1. Someone should be on hand to prevent camping out on the site before the concert. 2. The area should be cleared by dark on the day of the concert. 3. Arrangements should be made with local law enforcement officials before the concert on how to handle any problems that might develop. Recommendations 1. Sheriff should meet with rugby team prior to June 30 to establish: a. extent of responsibility of each entity b. plan of action should law enforcement assistance be required 2. Authorized personnel should be assigned to 4 Mile Road especially between the hours of 9:00 a.m. to 12:00 p.m. and 5:00 p.m. and 8:00 p.m. a. Sheriff's deputies b. off duty law enforcement personnel from local municipalities or neighboring Countys Any expense for this should be borne by the applicants Parking Some incentive for carpooling should be set by the applicants. I have suggested a parking charge with a discount for each passenger up to three. Parking for 1,400 cars would require 3.5 passengers per car if there are 5,000 people attending the concert. If these concerns are not adequately addressed, the Commissioners should deny the permit or at least limit ticket sales to a number that can be dealt with under existing circumstances. I would like to inform you that we, the above named, have contacted the White River National Forest, Mr. Fields, who is with the Health and Environ- mentalists, the Colorado State Patrol, the Garfield County Commissioners, and Sunlight Ranchco concerning nermission to carry forth with the summer concert and have received a preliminary Oh from each of the shoved named. We have also filed a public notice in the Glenwood Post newspaper and have mailed nubl.ication notice to all property owners surrounding the Sunlight Ski area. We intend on having this concert on June 30, 1979. The concert will last approximately from 9 a.m. to 6 p.m. within which time we will he selling hamburgers, hotdogs, and soft drinks. Also, with the permission of the liquor inspector and the assistance of Tri County Association for the Handicapped, we will be selling 3.2 beer of which the net proceeds will be donated to the Tri County Association. We have made arrangements to have the proper amount of sanitary facilities available. We have contacted the Aspen Rugby team to help with the dispersal. of food and beverages as well as crowd control. We have also been assured that some members of the Garfield County Sheriffs Department (the posse) will he available to help with parking and crowd control. The Sunlight Ski Patrol will be available to provide a First Aid station as well as an ambulance service to Valley View Hospital. Bob White & Tony Zahn Special Use Permit The Forest Service has no objections to issuance of a Special Use Permit as long as traffic congestion does not interfere with access to National Forest lands. As a result I would recommend that an operating plan be submitted that addresses how such things as parking, sanitation, litter cleanup, and law enforcement are to be handled. Sincerely, VICTOR K. If we can get a minimum of four or maximum of 6 people to a car with pooling of rides from the high school or the grade school parking lots and tell the people that we are going to be possible short of parking, we'll know more about this if they do sell tickets in excess of 5000. With parking for 1400 cars and four people to the car, we're talking about accommodating 5600 people and if we could average five to the car that's 7,000. I feel that's probably maximum attendance for the concert. Ater the concert's over, there's going to be like two hours of daylight and we can use the same parking attendants to direct traffic after the concert. We could have a uniform exiting procedure. As owners of a condominium at Brettelberg in the Sunlight ski area and a taxpayer in Garfield County we submit our objection to the above named special use permit. The area in question could not be enhanced by such a music concert. Off road vehicles and innumerable people probably would damage trees, land and property. The amplified sounds would assault the ears of the residents as well as the wild life. A beautiful area would be left littered.
