B. Every 30th car will be stopped to stagger traffic on 4 Mile Road.
V. Parking
A. Parking space adequate for 1,400 cars is available at the site.
Concerns
Law Enforcement
1. Is rugby team sufficient for effective management of up to 5,000
people.
2. Rugby team is an unknown:
a. experience and training in crowd control
b. authority to act if a problem develops
3. Availability of authorized personnel in vicinity for law enforcement
Parking
1. Number of people to direct traffic and exit of cars from parking
area after the concert
2. Removal of illegally parked cars from parking area and County Road
3. Staggering of cars leaving parking area
Traffic Control
1. Need personnel on County Road to direct traffic -possible problems at
23rd Street and Highway 82 turn at 4 Mile
Supervision of Area Before and After Concert
1. Someone should be on hand to prevent camping out on the site before
the concert.
2. The area should be cleared by dark on the day of the concert.
3. Arrangements should be made with local law enforcement officials
before the concert on how to handle any problems that might develop.
Recommendations
1. Sheriff should meet with rugby team prior to June 30 to establish:
a. extent of responsibility of each entity
b. plan of action should law enforcement assistance be required
2. Authorized personnel should be assigned to 4 Mile Road especially
between the hours of 9:00 a.m. to 12:00 p.m. and 5:00 p.m. and 8:00 p.m.
a. Sheriff's deputies
b. off duty law enforcement personnel from local municipalities or
neighboring Countys
Any expense for this should be borne by the applicants
Parking
Some incentive for carpooling should be set by the applicants. I have
suggested a parking charge with a discount for each passenger up to three.
Parking for 1,400 cars would require 3.5 passengers per car if there are
5,000 people attending the concert.
If these concerns are not adequately addressed, the Commissioners should
deny the permit or at least limit ticket sales to a number that can be
dealt with under existing circumstances.

Re: Sunlight Summer Concert Special Use Permit Application
Dear Stephanie:
As per your request regarding the above referenced, please be advised I
concur with your judgement that the following necessary sanitary facilities
and first aid plans would be reasonable and adequate to accommodate the
participants:
25 portable chemical toilets in
Area restroom facilities.
- 3 - three gallon drinking water
service disposable cups.
30 refuse containers,
addition to the Sunlight Ski
containers provided with single
- 5 persons on call with emergency medical training
to assist in the event of accident or illness.
Please let me know if I can assist further in
of the Special Use Permit consideration.

I HAVE TALKED TO THE GENTLEMEN PLANNING THE CONCERT AT
SUNLIGHT SKI AREA SEVERAL TIMES. THEY REQUESTED THAT I
SEND YOU A LETTER TO THE EFFECT THAT THEY HAVE TALKED
TO ME ABOUT IT.
I INFORMED THEM THAT I WOULD PROVIDE AS MUCH COVERAGE AS
I COULD THROUGHT THIS DEPARTMENT. THE DEPUTIES ASSOCIA-
TION HAS BY-LAWS WHICH PROHIBIT THEM FROM HANDLING ANY
FUNCTION WHER THERE IS ALCOHOLIC BEVERAGES SERVED. THIS
BY-LAW IS WITH MY AGGREEMENT, HOWEVER MEMBERS OF THE
DEPUTIES ASSOCIATION WILL BE RIDING WITH REGULAR MEMBERS
OF THIS DEPARTMENT AND WE WILL KEEP MEN AND VEHICLES IN
THE AREA AS MUCH AS POSSIBLE. HOWEVER WE WILL STILL HAVE
TO HANDLE OTHER CALLS AS THEY COME UP.
I ALSO INFORMED THEM THAT I WOULD NOT DEPUTIZE MEMBERS OF
THE RUGBY TEAM THEY WERE GETTING FOR SECURITY AS I WILL
NOT BE RESPONSIBLE FOR ACTIONS OF MEN 1 KNOW NOTHING ABOUT.
TO SUM IT UP, I WILL DO WHAT I CAN BUT I CANNOT GUARANTEE
FULL COVERAGE DURING THE ENTIRE TIME. I ONLY HAVE SO MUCH
MANPOWER. ALSO I FEEL THAT SELLING ALCOHOLIC BEVERAGES AT
THIS FUNCTION IS ASKING FOR PROBLEMS UNLESS IT IS KEPT
UNDER STRICT CONTROL. IF THERE IS ANY QUESTIONS, PLEASE
FEEL FREE TO CALL ME. THANK YOU.

Dear Sirs:
Ref. Bob White & Tony Zahn Special Use Permit
The Forest Service has no objections to issuance of a Special Use
Permit as long as traffic congestion does not interfere with
access to National Forest lands. As a result I would recommend
that an operating plan be submitted that addresses how such
things as parking, sanitation, litter cleanup, and law enforcement
are to be handled.
Sincerely,

Dear Stephanie,
SUNLIGHT SIE
It is my belief that the two or three parking lots that we have at the Sunlight
Ski area will accommodate in excess of 1400 cars. If we can get a minimum of
four or maximum of 6 people to a car with pooling of rides from the high school
or the grade school parking lots and tell the people that we are going to be
possible short of parking, we'll know more about this if they do sell tickets
in excess of 5000. With parking for 1400 cars and four people to the car, we're
talking about accommodating 5600 people and if we could average five to the car
that's 7,000. I feel that's probably maximum attendance for the concert.
Ater the concert's over, there's going to be like two hours of daylight and we
can use the same parking attendants to direct traffic after the concert. We could
have a uniform exiting procedure.
Thank you,
Lee Mo •a

We hereby acknowledge readilig the public notice in the
Glenwood Springs Post, May 10, 1979, of the request of
Bob White and Tony Zahn for a special use permit to
allow a country music concert on the property near the
Sunlight ski area.
As owners of a condominium at Brettelberg in the Sunlight
ski area and a taxpayer in Garfield County we submit
our objection to the above named special use permit.
The area in question could not be enhanced by such a
music concert. Off road vehicles and innumerable people
probably would damage trees, land and property. The
amplified sounds would assault the ears of the residents
as well as the wild life. A beautiful area would be left
littered.
It would serve no useful purpose to allow such usage of
the area and we respectfully ask that the special use
permit be denied.
