Dear Mr. Michaelson:
As we have discussed previously, MCI is hereby making application to
Garfield County for a Special Use Permit to locate a fiber optic regenerator
facility on Denver & Rio Grande Western Railroad Property, located just east
of Parachute, CO.
My understanding, based on our previous conversations, is that this facility
is in an area of the County zoned A/R/RD, and as Such, would require a
Special Use Permit.
MCI's engineering department recently made a decision to employ
advanced fiber optic electronics on the Denver-Salt Lake Route that will
increase the required distance between regenerators from 35-40 KM to
65-70 KM. As a result, MCI now can eliminate one (1) regenerator site
needed between Grand Junction & Glenwood Springs. The two sites that
will be replaced by the Grand Valley site are Rulison & Debeque.
The following is enclosed for submittal & review:
* Three (3) sets of site Plans.* Copy of Proof of Railroad ownership (Copy of Old Hwy' 6
Abandonment, showing that 1/2 of the abandoned atea,
where our site is located, has vested in the D&RGW Railroad
as an adjoining landowner.)
" Copy of Tax Map (reduced 50%).* Listing of adjoining property owners.* Check in the amount of $400.00 for application & review fees.

As with the Glenwood Springs site, the facility at Grand Valley will be a
remote unmanned facility that should be visited once or twice a month for
normal maintenance operations. As this is an unmanned facility there is no
water or sewer at these sites.
MCI is scheduling site work to begin on the Salt Lake-Denver regenerator
sites in late August. So that this site may be built "in-line" with the others on
this route, I would like to respectfully request that MCI be placed on the
September 9th Planning and Zoning meeting agenda and be considered for
final approval by the County Commissioners at their September 21st
meeting so that we may apply for a building permit by the end of
September.
I also would like to take this opportunity to thank you and the County for
the assistance and consideration you have shown MCl, not only in this
current matter, but in the past with the County's approval of our Special Use
Permit applications at Rulison and Glenwood Springs. I look forward to
continuing this relationship between MCI and Garfield county.

In acoustical problems concerned with hearing, the reference pressure is
customarily set at 0.0002 dyne per cm'? (one dyne per cm: is also called a
microbar). for this is about the lowest pressure capable of detect.ion by the
human ear. In the expression, a sound field with an eflective pressure of 0.0002
microbar would have a sound level of 0 decibels. At 0.02 microbar, the level
would be 40 db; at 0.2 microbar, 60 dbl at 2 microbars, 80 db: and at 20
microbars, 100 db. Hence. when the pressure increases 100,000 times, the
sound level increases I00 db. For such a wide rangc of pressures. the con-
venience of the logarithmic db scale should be readily apparent. The sound
pressure level is related to but is not the same thing as loudness as will be
shown later. Table l0-l will servc to relate the decibel scale to commonly
experienced situations and their usual noise levels.

In Sec. l0-1. we spoke of the frequency of sound. If sound consists of a single
vibration rate or fre4uency, it is often referred to as a "pure tone." Such a
sound wavc generates a sine wave if its pressure variation is plotted with
respect to time. Audio oscillators and tuning forks produce single-frequency
tones. These tones are dull and uninteresting. Sound consists, as we hear it.
ofa number of frequencies superimposed upon one another.
A musical note will contain a fundamental frequency and a series of over-
lones. When these overtones are multiples of the fundamental frequency. they
arecalled harmonics. It is the relative strengths of the fundamental frequency
and the overrones making up a musical sound that cive it its distinctive quality
or tintbre. Flutes have a very strong fundamental while the oboe has a weak
fundamental and a particularly strong fourrh harmonic. Obviously. part of
the acoustic problem in the design of concert hatls or electronic amplifiers is
the maintenance of the relationships of these harmonics. The loss of high-
pitched harmonics from any reed instrument would make it sound "fluty."
When a sound consists of frequencies which do not possess integral
malbematical multiple relationships, we refer to the sound as uoise. Another
