RELATIONSHIP TO THE COMPREHENSIVE PLAN
The Grand Valley site is located in the City of Parachute Urban Area of tnfluence as
designated on the comprehensive plan Management Districts map.
Site Description: The Grand valley site is located within D&RGW right-of-
way, approximaLely 2000'northeast of the City of parachute, south of I-70. The
proposed site is approximately I l0'north of the main railroad tracks. A vicinity
map is attached on page . 1.
Development Pronosal: The applicants are requesting a Special Use permit for
one (l) regeneration facility in conjunction with a fiber optics
telecommunications line.
MCI Telecommunications Corporation is participating with the Denver Rio
Grande and western Railroad in developing an underground fiber optic
telecommunications route from Denver, colorado, to salt Lake city, uiah.
MCI's participation in this project involves the construction of regeneration
facilities which are required to amplify the hber optic signal at intervals of

approximately 35 kilometers. The regenerator is an above ground unmanned
facility consisting of an equipment shelter ll, x 24,, an emergency power
generator shelter 8' x l0', an above ground 1000 gallon propare tank (for
operation of the emergency generator), a meter pole, and a two-way
communications pole lor communications between MCI maintenance personnel.
The entire facility is fenced in an area approximately 30' x 90' with an 8, high
chain link fence. No other materials or equipment will be stored in or around
this facility. A copy of the applicant's cover letter is attached on paget__f.|.

In April ol 1992, MCI received conditional approval for 2 (two) regeneration
facilities located in West Glenwood and Rulison. MCI's Engineering
Department recently made a decision to employ advanced tiber optic electronics
on the Denver-Salt Lake Route that willincrease the required distance between
regenerators from 35-40KM to 65-70KM. As a result, MCI can eliminate the
previously approved Rulison site, and this facility will be replaced by the
proposed Grand Valley site.
The applicants have provided documentation from the Denver Rio Grande and
Western Railroad Company authorizing the construction of the proposed
facilities' The DRG&W will beresponsible lor obtaining the necessary Special
Use Permit for the construction of the actual liber optics line. A copy of a letter
from M.D. Kenyon, Regional Engineer for Southern Pacific Transportation
Company and D&RGW Railroad is attached on page I
The Grand Valley site is located within the A/R/RD zoning designation. Section
3.02.03 of the zorung Resolution requires communication towers
The proposed fucility will not generate significant noise. An emergency
generator will operate 45 minutes per week absent an emergency event. This
generator should not exceed 65 decibels. This conforms with state noise
standards.

2. That the hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues weresubmitted and that all
interested parties were heard at the hearing.
3. That the application is in compliance with the Garfield County lsning
Resolution ol1978, as amended.
4- For the above stated and other reasons, the proposed use is in the best interest
of the health, safety, morals, convenience, order, prosperity and welfare of the
citizens of Garheld County.
V. RECOMMENDATION
APPROVAL, subject to the following conditions:
l. All proposals of the applicant shall be considered conditions of approval unless
stated otherwise by the Board of County Commissioners.
2. The applicant shall have 360 days from the date of the Resolution of
Conditional Approval to meet all conditions set forth in the Resolution. The
Special Use Permit shall be issued when al1 conditions are met and shall expire
360 days after issuance, unless construction or use have commenced.
3. All required Building Permits shall be obtained prior to any work being
conducted.
O 4. All noise generation shall be in conformance with state noise standards.
5. The applicants shall provide authorization lrom the City olParachute for utility
service and fire protection prior to the issuance ol Building Permits.

Dear Mr. Michaelson:
As we have discussed previously, MCI is hereby making application to
Garfield County for a Special Use Permit to locate a fiber optic regenerator
facility on Denver & Rio Grande Western Railroad Property, located just east
of Parachute, CO.
My understanding, based on our previous conversations, is that this facility
is in an area of the County zoned A/R/RD, and as such, would require a
Special Use Permit.
MCI's engineering department recently made a decision to employ
advanced fiber optic electronics on the Denver-Salt Lake Route that will
increase the required distance between regenerators from 35-40 KM to
65-70 KM. As a result, MCI now can eliminate one (1) regenerator site
needed between Grand Junction & Glenwood Springs. The two sites that
will be replaced by the Grand Valley site are Rulison & Debeque.
