A-{+. 1e2-l PROJECT INFORMATION AND STAFF COMMENTS BOCC 416t92 Special Use Permit for UtilitY Facilities MCI Telecommunications Located in the SE1h, Section 5, T65, R89W and SE% SWY4, Section 25, T65, R95W of the 6th P.M. Sites located in West Glenwood adjacent to Coors and in Rulison Tzmile west of the interchange off the frontage road. Approximately Vz acre of newlY disturbed area. N.A. Railroad right of way, I-70 lrontage road and Devereux Road. A/R/RD, unzoned fuR/RD, City of Glenwood zoning I RELATIONSHIP TO THE COMPREHENSIVE PLAN The Devereux Road site is located in the Glenwood Springs urban area of influence. The Rulison site is located in District C - Rural Areas with Minor Environmental Constraints as <lesignated on the Comprehensive Plan Management Districts map. NESCRIPTION OF THE PROPOSAL A. Site Descrintion: The Devereux Road site is located adjacent to the Coors warehouse approximately one-half mile west of the Colorado River Bridge. The site is located just east and slightly upslope from the warehouse and approximately flrfty (50) leet north of the railroad tracks. The Rulison site is located between the railroad tracks and the State Highway right of way. Access to the site will be obtained via an existing access road utilized by the railroad. B. Development Profrosal: The applicants are requesting a Special Use Permit lor two (2) regeneration facilities in conjunotion with a fiber optics telecommunications line. m. MCI Telecommunications Corporation is participating with the Denver Rio Grande and Western Railroad in developing an underground fiber optic telecommunications route lrom Denver, Colorado, to Salt Lake City, Utah. MCI's participation in this project involves the construction of regeneration facilities which are required to amplify the fiber optic signal at intervals of approximately 35 kilometers. The regenerator is an above ground unmanned facility consisting of an equipment shelter ll' x 24', an emergency power generator shelter 8' x l0', an above ground 1000 gallon propane tank (for operation of the emergency generator), a meter pole, and a two-way communications pole lor communications between MCI maintenance personnel. The entire facility is fenced in an area approximately 30' x 90' with an 8' high chain link fence. No other materials or equipment will be stored in or around this facility (see enclosed map and file). M ' JOR TSST TFS ANN CONCFRNS l.The applicants have provided documentation from the Denver Rio Grande and Western Railroad Company authorizing the construction of the proposed facilities. The DRG&W witl be responsible for obtaining the necessary Special Use Permit for the construction of the actual hber optics line. The Devereux Road site is located in an unzoned area. Section 1.06 of the Zonrng Resolution states that, "Land not part of a public right-of-way and which is not indicated as being in any zone district shall be considered to be included in the most restricted adjacent zone district even when such district is separated from the land in question by a public right-of-way." The nearest adjacent County zoning is A/R/RD. The city zoning is a commercial classification. In either jurisdiction, a Special Use Permit would be required. The proposed facility will not generate signihcant noise. An emergency generator will operate 45 minutes per week absent an emergency event. This generator should not exceed 65 decibels. This conlorms with state noise standards. Theproposed regeneration lacilities should not generate significant increases in tra{Iic. The facilities are unmanned with the exception of twice monthly maintenance visits. The facilities do not require any water or sewer services. The Rulison facility will be visible from I-70. The Board may wish to consider some form of screening. The sites will be fenced with chain link to prevent vandalism. The applicants have requested one (1) year to meet all conditions of approval prior to the issuance of a Special Use Permit. ry.SUGGFSTED FINDINGS That proper publication and public notice was provided as required by law for the hearing belore the Board of County Commissioners. There is no zonirig on the D&RGW property at your Glenwood site. Garfield County's policy on unzoned properties is to utilize the development standards for the closest adjacent zoning. In this particular case, it would be a commercial/industrial zoning. The utility-type of facility that you are proposing would be a Special Use and would require Board of County Commissioners approval as stipulated in Section 5.01.01 of the Garfield County Zon:rrrg Resolutioii. Building Perrnits would be required for all structures depicted on your plans. Because the property is served by City of Glenwood Springs utilities and is within the jurisdiction of the Glenwood Springs Fire District, we would request that you obtain project approval from these agencies prior to filing the Building Permit applications. If you have any questions regarding the Building Permit process or application requirements, contact Jim McMurrey in our oflice at945-8212. The Rulison site, also located on D&RGW right-of-way, is locate<l in an area of the County zoned fuR/RD. This site would also require Special Use Permit approval as identified by Section 5.01.01.
