III.MAJOR ISSUES AND CONCERNS
The city of Glenwood springs and the Glenwood springs FireDistrict have been notified of Lhe application with no commentsbeing received at this time.
A11 original conditions of approval excepting those requested foramendment would remain in effect. These original conditionsaddressed fire protection, outside stordg€r water line easements,and access issues. The applicant has been been determined to bein compliance with these conditions of approval.

The applicant has established that a water treatment plant on thesite would be enclosed in the existing building with Little or no
visible change to the building. The proposed plant wou.Ld be
limited to the treating of drinking water for the local water
distr ict .
The Colorado Highway Department has indicated that any change in
use requires re-application for a new access pernit. The
applicant's proposal qualifies as a change in use and therefore a
new access permit should be submitted.
IV. SUGGESTED FINDINGS
1. That proper publication and public notice was provided as
required by law for the hearing before the Board of County
Commissioners.
That the hearing before the Board of County Commissioners was
extensive and complete, that al-1 pertinent facts, matters and
issues were submitted and that atI interested parties were heard
at the hearing.
That for the above stated and other reasons, the proposed
amendment to the Ingelhart Special Use permit is in the best
interest of the health, safety, morals, convenience, order,
prosperity and welfare of the citizens of Garfield County.
V.RECOMMENDATION
AppROVAL of an amendment to the Ingelhart Commercial Park Special Use
permit conditions of approval Lo include a water treatment plant as an
allowable use and to increase the number of allowab1e uses to three,
subject to the following conditions of approval:
1. That alI representations of the applicant, either within the
application or stated at the hearing before the Board of County
Commissioners, shall be considered conditions of approval, unless
stated otherwise by the Board.
2. That aII other conditions of approvalr ds outlined in Resolution
#82-28 shall remain aPPlicab1e.
3. That the use for a water treatment plant
