Dear Mr. .Johnson:
we are responding t.o your request for a Department of the
Army permlt to place fill material in the Roaring Fork River to
stabilize an eroding stream bank. The project site is 1ocated
near the Town of Caibondale within Section 32, Township 7 SouLh,
Range 87 West, Garfield County, Colorado.
The Chief of Engineers has issued Nationwide General permit
number 13 which authorizes the discharge of dredged or fiII
material in waters of the United Stat.es for bank stabilization.
We have determined that your project will not affect t.hreatened
or endangered specles protected by the Endangered Species Act.
Your project can be constructed under t.his authority provided the
work is completed according to t.he plans submitted to our office,
meets the conditions listed on the enclosed informati-on sheets
and the following special conditions:
1. You sha1I maximize the use of appropriate and effective
methods to prevent excessive sedimentation and avoid,
to the extenL practicable, impacting important or
identified spawning habitat. Please consult with the
appropriate local Colorado Division of Wildlife Manager
for any project consid.erations.
2. You must send a signed letter of cerLification to the
Corps of Engineers within 30 days after completion of
the work (see generaL condition nu.rnber 14). A copy of
the cerLification statement is included for your use.
This verification is valid until March 20, 2005. If you
have not completed your project by that t.ime, You should contact
the Corps of Engineers to obtain information on any changes which
may have occurred to the nationwide permits. You are responsible
for remaining informed of such changes and for ensuring that all
contractors and construction personnel" are familiar with the
terms and conditions of this permit.

Dear Mark:
I am requesting a Nationwide 13 perrnit for bank stabilizing. It is proposed
to armor 150 feet of bank on the Roaring Fork River at the rate of 1 .5 cubic
yards per foot of bank for a total of 225 cubic yards of rock 2-5 feet in
diameter.
The project is located in Garfield County in Section 32, Township 7 South,
Range 87 west of the 6ft P.M. The applicant and physical addresi is:

Wright Water Engineers, Inc. surveyed a cross section of the river in line
with the 1982 flood plain survey cross section and compared the two. There
has been approximately L2 feetof bank erosion toward the house since 1882.

The river has actually decreased in cross sectional area due to bar deposition,
which is pushing the river in to the bank in front of the house.
Garfield County will not allow the cross section of the river to be decreased
any more. Therefore a portion of the bank equal to the rock armor will be
removed to an upland site. Normally I would propose deflectors with the
rock work to improve fish habitat, however they would decrease the cross
sectional area of the river. This is unfortunate since this stretch of the
Roaring Fork River is lacking holding cover for fish.
It is proposed to plant willow stakes or I quart willows on a 4 foot center
along the 150 feet of bank. Due to the dryness of the site it is important that
the stakes or roots are in contact with moist soil during the growing season.
This may require irrigation.
Live stakes shall be prepared from Salix sp. obtained on site or within a 5 mile
radius. Cuttings shall be free of disease and past active gowth (approaching
or already in dormancy is best). Remaining leaves shall be ,.*ou.d from the
stems. The diameter of the cuttings shall not be less than 3/8 inch nor more
than 1'/r.inch and shall be a minimum of eighteen inches in lenEh. Cuts shall
be made as cleanly as possible to avoid fraying of ends. Ounng preparation,
onentation shall be maintained with the tops up and bases down. Top stem
cttts shall be flat and bottoms cut on a forry-five degree angle for ease of
identi fi cation and installation.
Cuttfrgs shall be prepared no longer than one week before planting and shall
be maintained in moist conciitions. Stakes may be stored in water filled
buckets placed in the shade or in wet burlap under refirgeration (32 to 45
degrees F). Cuttings shall be kept moist during planting
Cuttings may be pushed into ground that is soft. Holes on compacted soilsshall be created with rebar or similar devices to avoid damage to bark
Cuttings shall be planted so that approximately 213 to 3/4 of the srake isbuned. Two to three rnches shall remain above the ground level. The soil
around the cuttings shall be firmly tamped. No air pockets or voids shallremain around the cuttings. The base of the cuttings must intersect
groundwater or saturated soil.
Disnrbed areas will be seeded with the following seed mixture at the rate of
40 pounds per acre:
Sediment control dunng construction will involve the placement of Jersey
bamer across hvo inlets to the flow against the bank. They will be wrapped infilter cloth to reduce flow against the bank (see attached diawing)
