The Applicant requests a SUP for a revision to an existing
compressor facility which includes the construction of three
(3) additional compressor units with noise abatement
enclosures for all units.

l. Description I
of the Proposal
This proposal is to modify
an existing natural gas
compressor facility (originally r
permitted in 2005) built by
Noble Energy and
purchased by Williams
Energy. The facility was built
originally without permit, and
is being brought into
compliance by the present
owner. The facility was built
at a time that the County was not requiring
a permit for these facilities.
The proposal includes a request for
installation of three (3) additional Caterpillar
3516-Ariel JGT14 residue natural gas
compressors with the same kind of noise
shrouds that have been installed on the
existing compressor units. A temporary straw
bale barrier has been installed to help absorb
noise untilthe noise shrouds are installed on
the compressors. When the noise shrouds
(acoustical enclosures) are complete, the
straw bale structure willbe removed. (Photos
follow.)

II. BACKGROUND
Referral to Planning Commission
Staff brought the application to the attention of
the BOCC to determine if a referral to the
Planning Commission was necessary. The
BOCC did not refer the application to the
Planning Commission.
I!I. SITE DESCRIPTION
The compressor site is situated on a alluvialfan
east of County Road 306, surrounded by a field
fence.
IV. ZONING & ADJACENT USES
The subject property is zoned A/R/RD
(Ag ricu ltu relResidenti allRu ral Density). The
type of use requested falls under the definition
of "storage of oil and gas dilling equipment;

V. AUTHORITY & APPLICABILITY
Pursuant to Section 9.03.04 of the Zoning Resolution, an application for a Special Use Permit shall be
approved or denied by the Board of County Commissioners after holding a public hearing thereon in
conformance with all provisions of the Zoning Resolution.
Vl. REVTEW CRITERIA FOR SPECIAL USE PERMITS (SEGTION 5:03)
Pursuant to Section 5.03, as listed under the Zone District Regulations, special uses shall conform to
all requirements listed there under and elsewhere in the Zoning Resolution, as well as the following
standards:
1 . lltilities adequate to provide water and sanitation sewice based on accepted engineering
standards and approved by the Board of County Commr.ssroners shall either be in place or shall
be constructed in conjunction with the proposed use.
Response
The compressor station operates 365 days a year, 24 hours each day as a facility supervised by 2
employees per 24-hour period. The letter narrative of the application states that "fhe compressor
station expansion wilt not add any additional employees or additional traffic for the operation of the
station.'section 11.1.D lmpacts of Truck and Automobile Traffic, however, states the site is
'unmanned.' The general understanding is that the station is monitored 24 hours a day by
personnel, but there are no living quarters on the site. A portable toilet on the site meets the
sanitation demands for the personnel operating the site. No water or sanitation services are
necessary for the proposed expansion to the facility; any transient need can be met by existing
portable facilities already in place.
During the 'construction phase' of the project, an additional 1 0 people per day are anticipated at the
site for approximately four months. Portable sanitary facilities for up to 25 people per day are used
at the site to accommodate this need. The sanitary facilities may need to be serviced more often
during the'construction phase'.
2. Streef improvements adequate to accommodate traffic volume generated by the
proposed use and to provide safe, convenient access to the use shall either be in place or shall
be constructed in conjunction with the proposed use.
Response
The specifics of the 'construction phase' were unclear from the Application. A request for further
information brought a response from the Applicant Representative. (Provided as Exhibit F) The
'construction phase' is estimated to last fours months for the installation of the 3 additional
compressors and 'acoustical enclosures.' During construction the site is expected to generate an
additional 6 pickup trips (3 in, 3 out) and the delivery of a forklift during the installation of the
enclosures. The route used is County Road 306.

All of the truck travelwill be traveling on County roads and require any involved contractorto have a
valid Garfield County oversize/overweight vehicle permit for any equipment used. After construction
there will be minimal traffic generated by the operation. The normal trip generation in the operative
function of the site is: four (4) trips daily by pickup (1in, 1 out, twice daily) for monitoring and two (2)
trips daily by 2-ton truck for maintenance purposes.
The traffic analysis provided comments from a dialogue with Jake Mall, Administrative Foreman for
Garfield County Road & Bridge, speaking about vehicle permit requirements and trip generation for
personnel in the standard operation of the facility (Exhibit G.) No improvements to CR 306 were
requested in response to this Compressor expansion. The road to the Compressor site is an
existing road that meets the County's standards and the County does not foresee a major increase
in traffic flow after the construction period and the additional compressors are online.
3. Design of the proposed use is organized to minimize impact on and from adjacent uses
of land through installation of screen fences or landscape materials on the periphery of the lot
and by location of intensively utilized areas, access points, lighting andsrgns in s uch a manner
as to protecf esfabft.shed neighborhood character.
Response
The property is located in a somewhat remote area with few residences nearby. ln response to
noise concerns, sound attenuation measures were installed on existing compressors and are
planned for the three units proposed to be added to the site. The equipment on the site is painted
with a neutral shade of tan non-reflective paint to minimize glare and be more visually
inconspicuous.
The Representative for the Applicant states that this is a recent requirement by Williams Energy in
response to a directive by the U.S. Department of Homeland Security. No verification of this
requirement or its stated fence standards from the U.S. Department of Homeland Security was
presented at the time of this report. (The standards are mentioned in a letter that was an
attachment to an email from the Representative, included as Exhibit H.)
The 4' livestock field fence is proposed to be replaced with a seven- (7) foot chain link fence topped
with barbed wire. Staff feels that a large enclosure of chain link fence is contrary to the Special Use
remaining 'compatible with the characteristics of the neighborhood', that being agricultural,
residential and open space.
The goal of a non-scalable security fence topped with barbed wire can indeed be satisfied while still
meeting the requirements that a Special Use be compatible with the characteristics of the
neighborhood and zone. Staff recommends a non-climbable 7-foot high horse fence (made of 2
inch x 4 inch woven squares) capped with strands of barbed wire. This fence will provide the
necessary security, prevent adverse interactions with wildlife trying to jump it, and retain an
agricultural 'look' that maintains the neighborhood character of farms and rural homesteads.
The Applicant has stated in the additional set of comments that this fence type is acceptable. This
fence type has not been brought to the attention of the Division of Wildlife at the time of this writing,
and is not included in the analysis set forth by their comments of July 29, 2008 (attached as Exhibit

I.) A copy of the Staff report will be forwarded to the Division of Wildlife to solicit input on the
proposed mesh security fence prior to public hearing.
The proposed expansion will not markedly change the visual impact of the existing compressor
station. No screening is proposed for the site. Screening might be accomplished with a stand of
planted trees. Spruce trees would be the recommended species (to fend off animal browse) and
considerable time would pass before the trees would grow to effectively screen the site. The site
does not have a water source available, so water would have to be trucked in to the site to maintain
the tree screen. Because of these challenges and the limited number of affected properties, Staff is
not recommending a requirement of screening.
While no lighting more than the minimum for each new compressor unit is proposed, any future
lighting shall be directed inward and downward.
Section 5.03.07 fl ndustrial Operationsl
Pursuant to Section 5.03.07 of the Zoning Resolution, a permit for lndustrial Operations requires the
submittal of an impact statement on the proposed use describing its location, scope, design, and
construction schedule, including an explanation of its operational characteristics. The impact statement
is required to address the following:
(A) Existing lawfut use of water through depletion or pollution of sufiace run-off, stream flow
or ground water.
Response
The facility site has been designed to insure protection of ground water and nearby streams
through the development and implementation of a Storm Water Management Plan specific to the
area which is contained at the rear of the application. Staff notes that while this plan is specific to
the Compressor site. The site has already been graded, so little dirt work is required.
(B) lmpacb on adjacent land from the generation of vapor, dust, smoke, noise, glare or
vibration, or other emanations.
Response
Compressors produce considerable volumes of noise and vibration but whose acceptable levels
are regulated by the Colorado Revised Statutes. Noise generated will have very little impact on
adjacent properties since the compressors are to all be equipped with sound attenuation shrouds.
A modeled acoustic analysis was performed by HFP Acoustical Consultants. The sound analysis
for the site indicated that the operations will perform within required residential Dbl levels within
residential thresholds at the nearest residential location.
The compressor plant shall adhere to the noise standards specified by the Colorado Revised
Statutes and the Colorado Oil and Gas Conservation Commission rules. Staff agreesthat noisewill
not be a nuisance to area residents.o

(C) lmpacts on wildlife and domestic animals through the creation of hazardous atlractions,
alteration of existing native vegetation, blockade of migration routes, use patterns or other
disruptions.
Response
The site is located within overall range land for mule deer, elk, and black bear as identified on the
Division of Wildlife's wildlife distribution maps. The 3-acre site is currently disturbed; the open flat
area is taken up with the occupation of the facility and a nearby riparian zone remains intact. The
Applicant has an existing 4' pasture fence that has been not bee deemed to be ahazard to wildlife.
There is no human habitation onsite and the limited foodstuffs and refuse accumulated is emptied
often enough to prevent the attraction and habituation of black bears and coyotes.
As stated before, if the site must have a higher security fence, it should not present a hazard to
wildlife. For this purpose, Staff recommends a non-climbable 7-foot high horse fence (made of 2
inch x 4 inch woven squares) capped with strands of barbed wire. This fence will provide the
necessary security and possibly prevent adverse interactions with wildlife trying to jump it, as it is
about the height of a wildlife fence, but has smaller mesh that keeps humans from being able to
easily scale it.
(D) Aftirmatively show the impacts of truck and automobile tra{fic to and from such uses and
their impacfs to areas in the County.
Response
The two different phases of the operation have differing trip generation. All traffic will travel up
County Road 306. This existing road meets the County's standards, and the Applicant represents
that surface maintenance to treat fugitive dust and prevent mud from being dragged from the site to
the roadway will be done.
The initialtraffic is related to construction. The delivery of the compressor equipment and related
materials will follow. Vehicles range from pickup trucks to semi-trucks with trailers to transport
heavy loads, such as compressor, parts and acoustical enclosures.
As noted earlier, the compressor facility, once fully operational, is expected to generate limited
vehicle trips per day into and out of the facility. Most of this truck travel will be coming from on CR
306 which is capable of handling the additional trips. There is no proposed increase of occupancy
of the site.
The Applicant does not foresee a major increase in traffic flow after the construction period and the
additional compressors are online. No improvements to CR 3061 are necessary as a result of this
compressor station expansion.
(E) That sufficient distances shall separate such use from abutting property which might
otherwise be damaged by operations of the proposed use(s).

Response
The operations at the facility will not involve any abutting property. The proposed facility will not
encroach upon existing setbacks or reduce current separation distances to abutting properties.
Staff agrees that the existing facility is located well within required setbacks and is sufficiently
separated from adjacent properties in all directions.
(F) Mitigation measures proposed for all of the foregoing impacts identffied and for the
standards identified in Section 5.03.08 of this Resolution
Special Use Permits may be granted for those uses with provisions that provide adequate
mitigation for the following:
(A) A plan.for site rehabilitation must be approved bythe County Commissioners before a
permitfor conditional or special use will be issued,'
Response
The site was not permitted under a Special Use Permit in 2005 as the County was not issuing
permits forthese facilities at that time. Therefore, there is not a re-vegetation bond in place forthe
Hyrup Compressor Plant site.
A plan for site rehabilitation has been submitted and shall be implemented for on-going weed
abatement and reclamation, should the site be abandoned. lt is stated that the site would be
returned to rangeland or hay production in the event that the site use is ended.
(B) The County Commissioners may require security before a permit for special or
conditional use is rbsue4 if required. The applicant shall furnish evidence of a bank
commitment of credit, bond, certified check or other security deemed acceptable by the County
Commissioners in the amount calculated by the County Commissioners fo secure the execution
of the site rehabilitation plan in workmanlike manner and in accordance with the specifications
and construction schedule established or approved by the County Commissioners. Such
commitmenfs, bonds or check shall be payable to and held by the County Commissioners;
Response
!n the past, the Board has required, as a condition of approval that "A sufficient monetary security,
determined by the Board of County Commissioners, to ensure rehabilitation of the site once
operation has ceased shall be provided by the Applicant."
The site was not permitted under a Special Use Permit in 2005 as the County was not issuing
permits for these facilities at that time, hence there is not re-vegetation bond in place. The Applicant
has agreed to the bond amount of $12,000 as per Exhibit J.
Section 5.03.08 Il ndustrial Perfo rman ce Standardsl
Pursuant to section 5.03.08 of the Zoning Resolution, all lndustrial Operations in the County shall
comply with applicable County, State, and Federal regulations regulating water, air and noise pollution
and shall not be conducted in a manner constituting a public nuisance or hazard. Operations shall be
conducted in such a manner as to minimize heat, dust, smoke, vibration, glare and odor and allother
undesirable environmental effects beyond the boundaries of the property in which such uses are

located, in accord with the following standards:
(1) Volume of sound generated shall comply with the standards set fotth in the Colorado
Revr.sedSfafufes atthe time any new application is made.
(2) Vibration generated: every use s hall be so operated that the ground vibration inherently
and recurrently generated is not perceptible, without instruments, at any point of any boundary
line of the propefty on which the use is located.
(3) Emissions of smoke and particulate matter: every use shall be operated so as to comply
with all Federal, Sfafe and County air quality laws, regulations and standards.
(4) Emission of heat, glare, radiation and fumes: every use shall be so operated that it does
not emit heat, glare, radiation or fumes which substantially interfere with the existing use of
adjoining property or which constitutes a puhlic nuisance or hazard. Flaring of grases, aircraft
warning signals, reflective painting of storage tanks, or other such operations which may be
required by law as safety or air pollution control measures shall be exempted from this
provision.
(5) Sforage area, salvage yard, sanitary landlill and mineral waste dr.sposal areas.'
(A) Sforage of flammable or explosive solids or gases shall be in accordance with
accepted standards and laws and shall comply with the national, sfate and local fire
codes and written recommendations / comments from the appropriate local protection
district regarding compliance with the appropriate codes;
(B) At the discretion of the County Commissioners, all outdoor storage facilities may
be required to be enclosed by fence, landscaping or wall adequate to conceal such
facilities from adjacent property;
(C) No materials or wasfes shall be deposited upon a property in such form or
manner that they may be transferred off the propefty by any reasonably foreseeable
natural causes or forces;
(D) Sforage of Heavy Equipmentwill only be allowed subjectto (A) and (C) above and
the following standards:
1. The minimum lot srze rs five (5) acres and is not a platted subdivision.
2. The equipment storage area is not placed any closer than 300 ft. from any
existing residential dwelling.
3. All equipment storage will be enclosed in an area with screening at least
eight (8) feet in height and obscured from view at the same elevation or
lower. Screening may include berming, landscaping, sight obscuring
fencing or a combination of any of these methods.
4. Any repair and maintenance activity requiring the use of equipmentthat
will generate noise, odors or glare beyond the property boundaries will be
conducted within a huilding or outdoors during the hours of I a.m. to 6
p.m., Mon.-Fri.
5. Loading and unloading of vehicles shall be conducted on private property
and may not be conducted on any public right-of-way.
(E) Any storage area for uses nof assocrated with natural resources sha ll not exceed
ten (10) acres in size.
(F) Any lighting of storage area shall be pointed downward and inward to the
property center and shaded to prevent direct reflection on adjacent property.

(6) Water pollution: in a case in which potential hazards exist, itshall be necessarylo install
safeguards designed to comply with the Regulations of the Environmental Protection Agency
beforeoperationofthefacilitiesmaybegin. Allpercolationfesborgroundwaterresourcefests
as may be required by local or Sfafe Health Officers must he met before operation of the
facilities may begin.
Staff Resoonse
Should the Board approve the request for the Compressor Station, Staff suggests the industrial
performance standards be considered conditions of approval as they are specifically intended to
ensure that any industrial use such as the proposed Compressor function in accordance with the
proper best management practices and within the parameters of the State statutes. The
requirement for screening should not be required as the site is remote, without water to support a
stand of planted trees and there is one affected residence.
Section 9.03.05lPeriodic Review of SUPI
Pursuant to section 9.03.05 of the Zoning Resolution:
Any Special Use Permits may be made suhjectto a periodic review nof less than every six (6)
months if required by the County Commissioners. The purpose of such review shall be to
determine compliance or noncompliancewith any pertormance requiremenfs associatedwith
the granting of the Specral Use Permit. The County Commissioners shall indicate that such a
review is required and shall establish the time periods at the time of issuance of a Special Use
Permit. Sucfi review shall be conducted in such manner and by such persons as the County
Commissioners deem appropriate to make the review effective and meaningful. Upon the
completion of each review, the Commr.ssioners may determine that the permit operations are in
compliance and continue the permit, or determine the operations are not in compliance and
either suspend the permit or require the permittee to bring the operation into compliance by a
certain specified dafe. Such p eriodic review shall be limited to those pertormance requirements
and conditions rnposed at the time of the original r.ssuance of the Specral Use Permit.
II. REGOMMENDED FINDINGS
1. Proper posting and public notice was provided as required for the meeting before the Board of
County Commissioners.
2. The meeting before the Board of County Commissioners was extensive and complete, that all
pertinent facts, matters and issues were submitted and that all interested parties were heard at that
meeting.
3. The above stated and other reasons, the proposed special use permit has been determined to be
in the best interest of the health, safety, morals, convenience, order, prosperity and welfare of the
citizens of Garfield County.
4. The application has met the requirements of Special Use (Sections 5:03, 5:03:07, 5:03.08 and
9:03) the Garfield County Zoning Resolution of 1978, as amended.

III. STAFF RECOMMENDATION
Due to the following conditions:. 1) the limited nature of potential impacts to surrounding properties,. 2) the remote location of the property such that it is situated and sees limited traffic serving the
existing industrial on the site in an area with very limited general population traffic,. 3) the proposed is an expansion of an existing facility that has been brought into compliance
for noise and glare through the installation of sound attenuation shrouds and the use of neutral,
tan non-reflective paint on most of the site's equipment.
Staff recommends the Board approve the request for a Special Use Permit for the expansion of the
Hyrup Compressor Station with the following conditions:
1. That all representations of the Applicant, either within the application or stated at the hearing
before the Board of County Commissioners, shall be considered conditions of approval unless
explicitly altered by the Board.
2. That the operation of the facility be done in accordance with all applicable Federal, State, and
local regulations governing the operation of this type of facility.
3. That the Applicant shall comply with the fire protection provisions included in the rules and
regulations of the Colorado Oil and Gas Conservation Commission (COGCC) and the
lnternational Fire Code as the Code pertains to the operation of this facility.
Volume of sound generated shall complywith the standards setforth in the Colorado Revised
Statutes.
Vibration generated: the Compressor shall be so operated that the ground vibration inherently
and recurrently generated is not perceptible, without instruments, at any point of any boundary
line of the property on which the use is located.
Emissions of smoke and particulate matter: the Compressor shall be so operated so as to
comply with all Federal, State and County air quality laws, regulations and standards.
Emission of heat, glare, radiation and fumes: the Compressor shall be so operated that it does
not emit heat, glare, radiation or fumes which substantially interfere with the existing use of
adjoining property or which constitutes a public nuisance or hazard.
Any storage area for uses not associated with natural resources shall not exceed ten (10)
acres in size.
Any lighting of storage area shall be pointed downward and inward to the property center and
shaded to prevent direct reflection on adjacent property.
Water pollution: in a case in which potential hazards exist, it shall be necessary to install
safeguards designed to comply with the Regulations of the Environmental Protection Agency
before operation of the facilities may begin. All percolation tests or ground water resource
tests as may be required by local or State Health Officers must be met before operation of the
facilities may begin.

I l. Three (3) new compressor units shall be installed on the site under this Special Use Permit.
Proper building permits are to be obtained for the structures associated with the operation of
the new compressor units prior to the issuance of a Special Use Permit.
12. Acoustic enclosures shall be put in place on alltwelve (12) compressor units on the site prior
to the issuance of the Special Use Permit and the operation of the three (3) new compressor
units.
13. Unless specifically requested by the neighbor nearestto the site, the straw bale structure put in
place for temporary noise reduction (prior to the installation of the sound attenuation shrouds
on the compressors) shall be removed when all compressors and acoustic enclosures
permitted with this action are complete.
14. A re-vegetation bond of $4000 per acre shall be submitted for the 3-acre site disturbance as
per the Garfield County Vegetation Manager, and the site reclamation plan shall be followed to
reclaim the site if the use as a compressor plant is ended.
Replace at hearing with: A re-vegetation bond of $4000 per acre shall be submitted for the 3-acre site
disturbance, as per the Garfield County Vegetation Manager. If the use as a compressor plant is ended,
reclamation shall be initiated within 60 days and meet the requirements set forth in the reclamation plan in
place on the date the Special Use Permit issued, or the site reclamation standards in place at the time of use
cessation, whichever is more stringent. The reclamation standards at the date of permit issuance are cited in

15. Any additional or replacement fencing required for security shall be compatible to the rural
character of the neighborhood and wildlife safety, that being non-climbable 7-foot high horse
fence (made of 2 inch x 4 inch woven squares) capped with one (1) foot of barbed wire
strands.
16. Any vegetative screen required by the BOCC shall be a browse-resistant species and an on-
going plan to sufficiently water the trees or hedge to ensure long-term survival shall be put into
place.

On another issue, where do water trucks that draught from streams get permlssion to

Garfield CountyRoad & Bridge Department- I spoke with Jake Mall on 7l2gt}8, \ft.
Mall indicated that he does not have any concems regarding the permit application. Mr.
Mall requested that the Applicant "make sure the contractors working on the project are
in our system and are covered for oversize/overweight permits by the company they are
hauling for."
There is an existing Garfieid County Access permit for the access points with Garfieid
County Road 306.
The expansion of the compressor station by 3 compressors will not increase the traffic at
the site. The site is unmanned and after completion of conshtction will generate 2
pickup truck trips a day for monitoring of the station and I trip per day of a 2 ton truck
for rnaintenance purp oses.
Balgath, Inc. will comply with the recommendations proposed by Mr'. MaIl.

Fencing Standards for Williams Facilities
Dear Ms. Dunbar:
This letter is intended to provide the basis for the Williams Companies, tnc (Williams) standard for
chain link fencing at E&P facilities, including Compressor Stations. Williams has established a set of
physical security standards for E&P assets, which includes Compressor Stations. One of the
referenced physical security standards is a chain link fence, with a total height of seven (7) feet (six
feet fabric and one foot barbed wire top guard).
To provide some background, the domestic energy industry, of which Williams Companies, Inc. E&P
business unit is apart, is considered by the Department of Homeland Security (DHS) as one of
eighteen (18) Critical Infrastructure Industries. As such, DHS has communicated their expectation that
Critical lnfrastructure owners and operators, including the energy industry, provide a reasoned
security posture at Critical Infrastructure Assets, consistent with the threat environment. Based on
information provided by DHS in both classified and unclassified briefings, energy assets, including
Compressor Stations, are considered an attractive target by terrorists and other identified threats.
Due to this increased risk of terrorism and other known threats to energy assets, Williams has
developed standards for physical and operational security, which includes the referenced fencing
standard. Further, DHS has reviewed and approved Williams' Corporate Security Plan, which
includes the fence standard. It should be noted that DHS has made it clear that they prefer to have the
Critical Infrastructures implement reasoned security measures on a voluntary basis, versus having to
promulgate regulations. Williams agrees with this voluntary approach, and has elected to implement
security measures, consistent with DHS intent.
In closing, Williams has established security standards consistent with the threat environment and
DHS intent, to help ensure the continued deliverability of vital energy resources to the Nation.

. first nine were constructed. lt is obviously to late to mitigate for the construction of the first nine, and therefore
the addition of three will have little furthering detriment to wildlife,

Compressor Station site on CR 306. In the course of dialogue about this applicatioa, a proposal
for a security fence has been brought up.
r The Director of Enterprise Securit5r for Williams Enerry (Bruce List) stated in a letter that the
U.S. Department of Homeland Security considers this [pe of facility one of 18 Critical
Infrastructure Assets' and Williams' response to trying to secure the site is asking for a 7'
chain link fence with 1'of barbed wire strands on the top.r Because this special use permit requires projects to mitigate their appearance to be
compatible with the neighborhood and zone (that being ARRD...agricultural and rural
residential) I felt the chain link around 3 acres would have a very strong 'industrial'look, and
suggested a more 'agricultural'fence that was not easily scaled by human beings.r The fence I suggested was 7' horse fence with 2" x 4" woven mesh with L' of barbed wire
strands on the top. It is taIl and 'reads'Iike a fence and perhaps would not be readily scaled
by wildlife.I It's to be used for enclosing tJre compressor site, not in the helds.r The site is staffed 24 hrs a day, so it is plausibte that if an animal did get hung up it might be
found before the animal was trapped there for too long. I suppose that if you have a concern
about hang-ups in this type of fence you could suggest a perimeter check every t2 hours or
so. The staff is on-site and performing safety inspections for the operations- they could
probably do that check, too. If the security of the site is that important, I'd think a perimeter
check for mule deer and terrorists might be in order.r Is the more open mesh for wildlife fence the Division uses to dissuade them from trying to
iump it and/or to allow the animal to maneuver OUT of the fence ..or maybe it's just that it's
cheaper & easier to install?r In personal experience I have found this kind of fence to be much safer for my own
horses/cows/dogs/cats...but YOU are the wildlife guys. and I'd like to know what lzou think.
I've attached my Staff Report and the fence is mentioned on pages 41516 (and in the conditions
on page 11.) It's my goal to have it that if they HAVE to have a tall security fence that it be
compatible with the character of the neighborhood....and not present any more of a hazard to
wildlife than it has to.

ln a response to clarifo requirements of the site reclamation plan conditions as they pertain to longer term projects,
specifically the Hyrup Compressor Station, as an amendment to the conditions of approval, I suggest the following
language:
