ln accordance with and pursuant to the provisions of the Garfield counry zorungResolution
of 1978, as amended, and Resoluiion No' 2009'oL of the Board -of Counry
Commissioners of Gardeld County, State of Colorado, hereby authorizes, by Special Use
Permit, the following activitY:
An addition af three (3) natural gos compressors
on the existiig Hyrup Compressor Station leased
by Bargothr-fnc., and located on 3 acres of an
approiimately 480-acre tract owned by Hyrup
Investments, LLLP, also described ss
Parcel # 2447-1 I 1-00-07 2.
The Special Use perrnit is issued subject to the conditions set forth in the above-mentioned
resolution, and shall be valid only during compliance with such conditions and other
applicable provisions ofthe Garfield County ZorungResolution, Subdivision Regulations,
fiuitai"g Codp*.ana other regulations of the Board of County Commissioners of Garfield

EXHIBIT A
SPECIAL USE PERMIT - Hyrup Compressor station, county Road 306
Parcel # 2447-l I 1-00-01 2
I) That all representations of the Applicant, either w-ithin the application or stated at
the hearing before the Board of County Commissioners, shall be considered
conditions of approval unless explicitly altered by the Board.
That the operation of the facility be done in accordance with all applicable
Federal, SLte, and local regulations goveming the operation of this type of
facility.
That the Applicant shall comply with the fire protection provisions included in
the rules and regulations of the Colorado Oit and Gas Conservation Commission
(COGCC) and the lnternational Fire Code as the Code pertains to the operation
of this facility.
Volume of sound generated shall comply with the standards set forth in the
Colorado Revised Statutes.
Vibration generated: the compressor shall be operated that the ground vibration
inherently and recurrently generated is not perceptible, without instruments, at
any point of any boundary line of the property on which the use is located.
6) Emissions of smoke and particulate matter: the compressor shall be operated so
as to comply with all Federal, State and County air quality laws, regulations and
standards.
7) Emission of heat, glare, radiation and fumes: the compressor shall be so operated
that it does not emit heat, glare, radiation or fumes which substantially interfere
with the existing use of adjoining property or which constitutes a public nuisance
or hazard.
8) Any storage area for uses trot associated with natural resources shall not exceed
ten (10) acres in size.
9) Any lighting of storage area shall be pointed downward and inward to the
property center and shaded to prevent direct reflection on adjacent property.
10) Water pollution: in a case in which potential hazards exist, it shall be necessary
to install safeguards designed to comply with the Regulations of the
Environmental Protection Agency before operation of the facilities may begin.
All percolation tests or ground water resoruce tests as may be required by local
or State Health Officers must be met before operation of the facilities may begin.

11) Three (3) new compressor units shall be installed on the site under this SUP'
Proper Uuifaing peilir, *. to be obtained for the structwes associated with the
opeiation of the new complessor units prior to the issuance of the Special Use
Permit.
12) Acoustic enclosures shall be put in place on a-ll new.compressor units on the site
prior to the isr.,rrn", of the Siecial Use Permit and the operation of the three (3)
new compressor units.
i3) Unless specifically requested by the neighbor nearest to the site, the straw bale
structure put in pla"" for temporary noise reduction (prior to the installation of
the sound attenri,tion shrouds o, th. comPressols) shalt be removed when all
compressors and acoustic enclosures permitted with this action are complete'
14) A re-vegetation bond of $4000 per acre shall be submitted for the 3-acre site'
disturbance, as per the Garfield County Vegetation Manager' If the use as a
compressor'ptant is ended, reclamation shall be initiated within 60 days and meet
the requirements set forthin the reclamation plan in place on the date the Special
Use permit issued, or the site reclamation standards in place at the time of use
cessation, whichever is more stringent. The reclamation standards at the date of
permit issuance are cited in Section 4.a6,4.07 and 4.08 of the Garfield county
Weed Management Plan (Resolution #2002-94)'
15) Any additional or replacement fencing required for security shall be non-
climbable 7-foot high horse fence (made of 2 inch x 4 inch woven squares)
capped with one (1) foot of barbed wire strands'
