APPLICANT: Jerry Honeycutt LOCATION: A parcel located in the SW 1/4 SW 1/4 of Section 1 and NW 1/4 NW 1/4 of Section 12, T7S, R96W; approximately 1/2 mile north of Parachute off of County Rd. 215. SITE DATA: The site consists of approximately 10 acres. WATER: Town of Parachute SEWER: Individual Sewage Disposal System. ACCESS: Existing access off of County Rd. 215. EXISTING ZONING: R/L, Gentle slopes and lower valley floors. ADJACENT ZONING: R/L, Gentle slopes and lower valley floors. I. RELATIONSHIP TO THE COMPREHENSIVE PLAN The site is located in the Town of Parachute Urban Area of Influence. II. DESCRIPTION OF THE PROPOSAL A. Site Description: The site includes parking areas and a single 50 x 100 ft. commercial building. Land uses on the site and in the vicinity include commercial activities along with agricultural and ranching uses. B. Project Description: The applicant proposes to amend the commercial park Special Use permit to allow an Agricultural Related Business, specifically, a custom meat shop. The existing building and facilities would be utilized along with additional improvements as required by the State Health Department. C. History: The Board of County Commissioners approved a Special Use permit for a Commercial Park on the site in March of 1981. The approval allowed for a variety of uses on the site but did not include agricultural related business at that time. III.MAJOR ISSUES AND CONCERNS 1. The Town of Parachute has been notified of the application and has registered no comments at this time. 2. Initial conditions of approval for the commercial park are still applicable and require improvements on the site to be completed prior to the issuance of certificates of occupancy. (See page f ). • • IV. SUGGESTED FINDINGS 1. That proper publication and public notice was provided as required by law for the hearing before the Board of County Commissioners. 2. That the hearing before the Board of County Commissioners was extensive and complete, that all pertinent facts, matters and issues were submitted and that all interested parties were heard at the hearing. 3. That for the above stated and other reasons, the proposed amendment to the Matthews Special Use permit is in the best interest of the health, safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield County. V. RECOMMENDATION APPROVAL, of an amendment to the Matthews and Associates Commercial Park Special Use permit to include Agricultural Related Business as an allowable use, subject to the following conditions: 1. That all representations of the applicant, either within the application or stated at the hearing before the Board of County Commissioners, shall be considered conditions of approval, unless stated otherwise by the Board. 2. That all previous conditions of approval, as outlined in Resolution #81-64, shall be applicable. 3. That all regulations of Garfield County, applicable to Agricultural Related Businesses, shall be complied with.
