PROJECT INFORMATION AND STAFF COMMENTS
PROJECT NAME: Request for a Special Use Permit for
a 25 KV electric distribution line
APPLICANT: Grand Valley Rural Power Lines, Inc.
LOCATION: From the Fruita substation in Mesa County
to the Salt Creek Mining Company coal mine
in Garfield County.
EXISTING ZONING:
R/L and 0/S
RELATIONSHIP TO THE COMPREHENSIVE PLAN:
This request falls within "unclassified" areas of the County Comprehensive Plan
Management District Map.
DESCRIPTION OF THE PROPOSAL:
The applicant proposes to construct a 25 KV electric distribution line to serve
the Salt Creek Mining Company coal mine and various ranchers in western Garfield
County. The line, which will be constructed on wood poles, will require a 20
foot wide "permanent" right-of-way and a 50 foot temporary right-of-way in
order to construct the line. Three to four temporary staging areas will be required
for construction of the project (see map, page 31 ). These areas which will be approx.
one acre each, will be used for temporary storage of materials and equipment.
The proposed distribution line is designed with adequate conductor separation to
protect raptors and other perching birds. The applicant indicates that the
project should have no detrimental effect on wildlife in the area. There will
be minimal noise and surface disturbance associated with the line, especially
after construction commences.
Construction will require approximately 30 - 120 days to complete, depending upon
the start-up time and weather conditions, and is now scheduled to begin October 1, 1982.
Approximately 15 - 20 workers are anticipated for the peak construction period.
If a local contractor receives the job, local help will be employed. Otherwise,
the temporary work force will be housed in motels in the Grand Junction area.
Revegetation will take place upon cessation of construction. On public lands,
Grand Valley will reseed to Bureau of Land Management specifications. On fee lands,
the applicant will reseed in accordance with the individual landowner's requirements.
STAFF COMMENTS:
1. The applicant should provide evidence of legal entry onto the private lands
prior to the Public Hearing before the Board of County Commissioners.
REVIEW AGENCY COMMENTS:
1. County Road Supervisor - no comments at the time the agendas were mailed.
2. Division of Wildlife - no comments at the time the agendas were mailed.
3. Bureau of Land Management - no comments at the time the agendas were mailed.
4. Mesa County - does not require a county land use permit for this size line.
FINDINGS:
1. That proper publication and public notice was provided as required by law for
the hearing before the Board of County Commissioners.
2. That all hearings before the Board of County Commissioners were extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at that hearing.
3. That the proposed special use conforms to Section 5.03, concerning the Approval
or Disapproval of a Petition for a Special Use, of the Garfield County Zoning Resolution.
4. That the proposed land use will be compatible with existing and permitted land
uses in all directions.

STAFF RECOMMENDATION:
Approval with the following conditions:
1. All proposals of the applicant shall be considered conditions of approval unless
stated otherwise by the Board of County Commissioners.
2. The applicant shall submit an as -built legal description of the distribution line
to the Planning Department within 60 days of project completion.
3. The applicant shall submit a copy of their BLM right-of-way agreement to the
Planning Department prior to issuance of the Special Use Permit.
4. The applicant shall submit evidence of their legal right of entry to private
lands crossed by the electrical distribution line to the Planning Department
prior to the Public Hearing with the Board of County Commissioners.
5. The applicant's compliance with the conditions of this resolution and any
special use permit issued pursuant hereto shall be monitored through the
Board's review thereof every six months in accordance with the provisions of
Section 9.03.05 of the Garfield County Zoning Resolution.
6. The permit issued hereunder shall extend only to the location of a 25 KV electrical
distribution line and the temporary staging areas.

Dear Ms. Bowman:
As per our phone conversation today, I am supplying the
information you requested for the Grand Valley Rural Power
Lines, Inc. project.
Fifteen to twenty workers are anticipated to participate in
constructing the distribution line. The project will go out
for bids, if a local contractor receives the job, local help
will be employed. If the job goes to an out of town
contractor, the work force may be hired locally through the
I.B.E.W. Union Hall, or the workers will be housed in local
motels in the Grand Junction area. The construction should
take approximately 16 weeks.
For areas not under cultivation, the BLM recommends the
following reseeding program using a pure, live seed mixture:
Colorado Wild Rye 3#/acre drilled
Luma Pubescent Wheat Grass 5#/acre drilled
Paloma Indian Rice Grass 4#/acre drilled
If seed is to be broadcast, the BLM recommends doubling the
seed mixture per acres. In privately owned cultivated areas,
Grand Valley Rural Power Lines, Inc. will reseed as per
landowner instructions.

I am writing to inform you that the above referenced proposal

Commission and the Board of County Commissioners as follows:

As I mentioned to Linda Wright in our conversation of August 20,
1982, there are several areas in your proposal that need to be
addressed. These include 1) number of workers expected for the
project; 2) housing availibility for these workers for the dura-
tion of the project; and 3) revegetation of the Right -of Way.
You will also need to provide evidence of Grand Valley's legal
right -of -entry prior to the Public Hearing with the Board of
County Commissioners.

7. A fee of $500.00 shall be charged for each application and shall be sub-
mitted with the application.
This Special Use Permit is in compliance with Sections 5.O3and 9.03 of the

b. The distribution line will be constructed on woo blas with horizontal (crossarm)
configuration. Some related structures are conductors (wires), braces, down -guys,
insulators, transformers, capacitor banks, reclosers, and other fixtures typical of
this type of facility.
