PROJECT INFORMATION AND STAFF COMMENTS
REQUEST: A request for review of a Conditional Use Permit to
allow construction of a natural gas pipeline inter-
connect.

I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The subject property is classified as unclassified lands in the 1984 Garfield County
Comprehensive Plan.
il DESCRIPTION OF THE PROPOSAL
A. Site & Project Description.
The pipeline will be constructed by KN Energy connecting an existing RMNGC 8"
line and the TransColorado 22" line. Two 50 x 100' pump station facilities are
proposed at either end of the proposed line. Utility service will be provided by
Grand Valley Pov6r.
The pipeline crosses only federal land for a total length of 700 feet. The applicants
have received permission for three rights-of-way, 1) 700 feet long and l5 feet
wide, 2) 75 feet long and 15 feet wide, 3) 75 feet long and 15 feet wide; and
containing a total of 0.301 acres, more or less.
M MAJOR ISSUES AND CONCERNS
A. Easements: The applicant has obtained all required easements.

B. Road Crossings: A private road access road will provide immediate site
access. The Roan Creek road will be the primary County Road affected.
The current operator has been issued access permits for the current level of
service. During installation of the proposed 8" line, a higher impact to the
County Road may require a short term bond to ensure the current level of
service.
C. Water Resources: No water or wastewater facilities are planned for this
project.
D. Noise, Dust and Glare: No long term impacts from the construction are
projected. Short term impacts are anticipated and shall be mitigated by
RMNGC in any manner specified in the application +
E. Wildlife Impacts. The proposed pipeline alignment and possible impacts as
indicated in the BLM temporary use permit, shall be mitigated as indicated
and federally mandated pursuant to said document. €
F. Adjacent Property Impacts: Staffhas not received any opposition, either
verbal or written, to the proposal, to date.
G. Revegetation: RMNGC has indicated in their application, remediation and
revegetation measures. The applicant shall be required to meet any and all . -r-
standards as indicated in their application or as instructed to do so by a V
federal agency.
SUGGESTED FINDINGS
1 That proper posting and public notice was provided as required for the meeting
before the Board of County Commissioners.
That the meeting before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at that meeting.
That for the above stated and other reasons, the proposed conditional use permit is
in the best interest of the health, safety, morals, convenience, order, prosperity and
welfare of the citizens of Garfield County.
That the application is in conformance with the Garfield County ZoningResolution
of 1978, as amended.

V. RECOMMENDATION
Staffrecommends APPROVAL, with the following conditions of approval:
l. That all representations of the applicant, either within the application or stated at
the meeting before the Board of County Commissioners, shall be considered
conditions of approval.
2. All construction shall be in compliance with the application as submitted.
3. Prior to mobilization and/or construction, the applicant shall obtain approval of all
proposed crossings of County Roads from the Garfield County Road and Bridge
Department including appropriate notification of the public as may be necessary
for road closures or other activities as required.
4" Prior to mobilization and/or construction, the applicant or the applicant's
contractor(s) shall obtain overweight vehicle permits (if applicable) from the
Garfield County Road and Bridge Department
5. The applicant shall provide a pre-mobilization andlor construction suryey, listing
existing road and pipeline alignment conditions to the Garfield County Building
and Planning and Road and Bridge Departments.
6. The applicant shall obtain all licences as may be required for vehicles used by the
applicant and the applicant's contractor(s) from the Garfield County Clerk and
Recorder.
7. The applicant shall abide by all stipulations as indicated in BLM document COC-
