This request is for special use permitting of a two-family dwelling located on a tract of 10.7 acres,
located between the town of Parachute and battlement mesa PUD, off of county road 300. The
structure is currently under construction and physically situated between a small hill and a small pond.
Adjacent land uses are residential and agricultural.
Initially, the structure was approved by the county building department as a single family dwelling.
During a routine inspection at the site, the building inspector discovered the second dwelling unit in
the basement, which had not been previously approved by the Board. The applicant is now seeking
to legitimize the additional dwelling unit, through special use permitting and the proper permitting
and inspections by the building department.
In terms of zoning, the tract is zoned A/R/RD and the lot meets the minimum lot size requirement.
A two-family dwelling is allowed as a special use within this district. As the Board knows, all special
uses are required to meet certain standards for water and sewer, access and mitigation of impacts to
established neighborhood character.
Water is being supplied by the town of parachute who has submitted a letter stating that the supply
is adequate for domestic purposes. Wastewater would be treated by an individual sewage disposal
system originally sized for four bedrooms. I have discussed the ISD system with the county building
official and he has confirmed the system is of sufficient size and design to treat the wastewater for
the two-family dwelling. And finally, access is via county road 300, which appears to be of adequate
dimension for the proposed residential uses.
Based on this review and analysis, staff recommends approval of the two-family dwelling pursuant
to the listed conditions.

5.03 1.) Water and sanitation services are already in existence on the property. The
septice system has been approved for a four bedroom home which is what is at the
property according to the pains approved by strucural engineer Ernest Kollar. I have
included a file copy of the water tap purchased from the city of Parachute.
(2.)Cty Rd. 300 provides access to the property.
(3.)Established neighborhood character is maintained through natural landscape
features of the property. The structure is visible by only one of the adjacent properties.
There is one light visible as a night light oln the property near the home and does not
interfere with any of the adjacent properties.
5.03.01 (1) A. The homer meets the conditions of minimum of 720 sq. ft. in that it has
3800 sq ft. including basement.

Subject: Observation of Pit Excavations and Percolation Testing, Proposed
Residence, North of Pond, Lyons Ranch, County Road 300, Parachute,
Colorado
Dear Mr. Lyons:
As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. observed the pit
excavations at the subject site on August 2, 1996 to evaluate the soils exposed for
foundation support. The findings of our work and recommendations for the foundation
design are presented in this report. The work was done in accordance with our
agreement for geotechnical engineering services to you, dated July 31, 1.996.
Additional percolation testing was performed as requested by Greg Newton.
Site and Subsoil Conditions: The proposed residence will be located just north of the
pond and will consist of a one story wood frame structure over a full basement level.
The basement floor will be slab -on -grade.
At the time of our visit to the site, two exploratory pits had been excavated to depths of
8 to 10 feet in the proposed building area. The soils exposed in the exploratory pits
consisted of slightly silty sandy gravel with cobbles. The results of a gradation analysis
performed on a sample of the gravel (minus 3 inch fraction) obtained from the building
site are presented on Fig. 1. The laboratory testing is summarized on Table I. No free
water was encountered in the pit excavations and the soils were slightly moist to moist.
Foundation Recommendations: Considering the conditions exposed in the pit
excavations and the nature of the proposed construction, spread footings placed on the
undisturbed natural gravels designed for an allowable soil bearing pressure of 3,000 psf
should be adequate for support of the proposed residence. Footings should be a
minimum width of 16 inches for continuous walls and 2 feet for columns. Loose and
disturbed soils encountered at the foundation bearing level within the excavation should
be removed to expose the undisturbed natural soils. Exterior footings should be
provided with adequate soil cover above their bearing elevations for frost protection.
Continuous foundation walls should be reinforced top and bottom to span local
anomalies such as by assuming an unsupported length of at least 10 feet. Foundation
walls acting as retaining structures should be designed to resist a lateral earth pressure
based on an equivalent fluid unit weight of at least 40 pcf for on-site gravel soil as
backfill (minus 6 inch fraction). A perimeter foundation drain should be provided to
prevent temporary buildup of hydrostatic pressure behind the walls and prevent wetting
of the lower level. The perimeter drain should consist of perforated pipe surrounded
above the invert level with 11/2 feet of screened rock. The drain should be sloped at
1% grade to a suitable gravity outlet. Structural fill placed within floor slab areas can
consist of the on-site soils compacted to at least 95 % of standard Proctor density at a
moisture content near optimum. Backfill placed around the structure should be
compacted and the surface graded to prevent ponding within at least 10 feet of the

building.
Percolation Testing: Percolation testing was performed in test holes excavated and
soaked by the ranch manager, Greg Newton. Initial testing performed on August 3,
1996 included a site on the fill bench west of the pond and two sites northwest of the
residence on the lower area near the county road. Due to the slow percolation rates
encountered in these areas, two other areas were evaluated. Additional percolation
testing was performed on August 7, 1996 in an area just west of the residence on the
upper gravel bench and on the lower area near the toe of the slope. The percolation
tests were performed in hand dug 1 foot diameter holes at the bottom of 2 to 3 foot
deep backhoe pits. The percolation holes were excavated and soaked on August 6,
1996. The tests were performed on August 7, 1996. A profile pit was excavated at
each area. The subsoils observed in the profile pit at the lower area consisted of silty
gravelly sand. The subsoils on the upper bench were 2 to 3 feet of sand and gravel fill
over slightly silty sandy gravel with cobbles. The percolation tests indicate that in both
areas an average percolation rate of 50 to 60 minutes per inch should be used for
infiltration septic disposal design.
Limitations: The recommendations submitted in this letter are based on our
observation of the soils exposed within the pits excavated at the site. The risk of
foundation movement may be greater than indicated in this report because of possible
variations in the subsurface conditions. We should be informed of any changes in the
subsoil profile encountered during excavation.
