Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house - rap, (which is required), siding or any approved building material. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, an 80 M.P.H. windshear, wind exposure B, windload of 15 pounds per square foot, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 1997 UBC, UMC and 1997 UPC. 1. The ranch was owned by Al Stroobants at the time, and Ed Walters was the general contractor. Although the house was essentially completed in 1999 and a Temporary Certificate of Occupancy was issued, a Certificate of Occupancy was never issued. The entire ranch is now owned by Michael Carricarte, who wishes to move into the house, and needs to get a Certificate of Occupancy. 1 have been retained by Dale Gray of Gray Builders, Inc. to check the house over for structural problems and building code violations. I've been through the house twice now, accompanied by Craig Westley, who was and is still the ranch manager. He signed the 1997 permit applications and was very involved with the construction. The second time through, we were also accompanied by Harry Cole, structural designer. It appears that a C.O. was not issued in 1999 not because the house was not livable, but because, for complex reasons, the owner never applied for it. Carpet, kitchen appliances, some light fixtures and door hardware still need to be installed, but that will all be in place in the next week or so. Although the house has never been lived in, the plumbing and heating systems have been operational all along. The septic system was installed back in 1997, under Garfield County septic permit #2776, which was signed off after final inspection on July 29, 1997. The house is in excellent condition, and although there are a few cracks in the drywall, there is less cracking than in most log homes. The cracking was all located in the master suite, and according to Craig, it all occurred in the first year after the house was drywalled. The worst crack was in tile in the shower, and the shower floor is being regrouted. Harry Cole doesn't think that any of the cracking is indicative of structural problems. The master suite is above the garage, and the intervening floor is supported by two glue -lam beams, which clear span about 28'. Originally, each beam was supported at mid -span by a post bearing on a concrete footing, but Craig says the posts were removed at some point. When the posts were removed, the beams did not appear to deflect, but it is possible that the deflection was enough to cause the cracking. It is also quite common in log homes for some cracking to occur as the log walls settle. But in this case, the log walls show almost no evidence of settling: I saw no cracks in the caulking between the log walls and the framed walls. Another possible explanation for the cracked drywall in the master suite is deflection in a roof purlin cutting through them, caused by snow loads the first winter after the house was completed. Some cracking could occur again after it is patched, but it should be minor. As far as building code violations, I saw nothing that could not be easily remedied. Dale Gray had already started fixing things, and everything I saw should be taken care of by the time of final inspection. Here is a list of problems and solutions: • -1 1. Problem: no crawl space ventilation. Solutions: dehumidifier controlled by humidistat, plus mechanically - assisted ventilation via intake and exhaust pipes through concrete walls. 2. Problem: guardrails on exterior deck more than 4" above deck. Solution: add wood strip on underside of bottom rail. 3. Problem: no closer on door between house and garage (door itself has proper rating). Solution: add closer. Please note that I did not look at anything electrical, but am relying on the state electrical inspector for that. Overall, the house appears to be very solid. I see no reason why the County should not issue a Certificate of Occupancy as soon as the three minor items above are addressed, and the appliances, hardware and carpet are installed.
