c. The site shall be posted such that the notice is clearly and conspicuously visible
from a public right-of-way, with notice signs provided by the Planning Department.
The posting must take place at least thirty (30) but not more than sixty (60) days
prior to the hearing date and is the sole responsibility of the applicant to post the
notice, and ensure that it remains posted until and during the date of the hearing.
The Applicant is required to appear before the Board of County Commissioners at the time
and date of the public hearing at which time the Board will consider the request. ln addition,
the Applicant shall provide proof, at the hearing, that proper notice was provided.
Once the Board makes a decision regarding the Special Use request, Staff will provide the
Applicant with a signed resolution memorializing the action taken by the Board. Following
the Board's approval, this office will issue the Special Use Permit to the applicant. lf th;
Board's approval includes specific conditions of approval to be met, this office will not issue
the Official Special Use Permit certificate until the applicant has satisfied all conditions of
approval. The Special Use Permit approval is not finalized until this office has issued the
Official Special Use Permit certificate signed by the Chairman of the Board of County
Commissioners.

WHISKEY PARK LOG CABINS
APPLICATION FOR SPECIAL USE PERMIT
Whiskey Park Log Cabins has been in business for 25 years building log homes
and creating all kinds of unique log work. We primarily build custom homes but a good
part of our business is selling retail logs. We also have a separate staining and chinking
division. We have been located in Silverthorne Colorado for 20 years.
We propose to construct a log home building site that will be located at the 7.5
mile marker northwest on Colorado Hwy 13. Approximately 2 Yz acres of the property
will be developed for the pre-assembly of log structures, storage of logs, storage of
equipment, and shipping of the finished product. We mainly market our log homes in
Colorado but also have the ability to ship homes to any location in the U.S. The proposed
yard will be in operation year round with the busiest assembly time being mid-winter to
mid-summer. We estimate that in late summer through fall our construction schedule
will be mainly oriented toward working on the various construction sites to re-erect the
log homes that have been pre-built at the log yard. The yard will be in operation from
7:00 a.m. to 7:00 p.m. Monday through Saturday. No loud equipment will be used after
6:00 p.m. or on Sundays. We will have approximately 2-10 employees. The business
will be operated by owner Steve A. Wilson and his wife Karen.
Whiskey Park Log Cabins purchases green Douglas Fir logs in Oregon. We
transport the logs to Colorado using our Peterbilt tractor and trailer and cold deck them to
begin the drying process. When a log has been cured for awhile it is ready to use for
building custom homes or used to make trusses, posts, handrails and fireplace mantles.
Each log is hand peeled using a draw knife. During construction each log is set in place
by a crane. It is then notched using a combination of chain saw and air chipping hanmer.
An air compressor provides the power for the air chipping hammers and other various
tools. Everything else is gas or diesel operated. Electric service will be brought in and a
security light installed. Log walls are built up to approximately 14 ft. high and then a
new row of logs is began again at ground level. Logs are also run through a portable
sawmill to flatten one side before they are used as floor joists or roof purlins.
Occasionally logs are milled and sold as fireplace mantles and posts.
The traffic to and from the yard will mainly be from employees, customers, and
the transporting of products in and out. We estimate that about 10 vehicles coming and
going each day would be an average. The main access to Hwy. l3 will be 80 ft. from the
edge of the roadto the entry gate. This will enable trucksto drive off the highway
completely before turning into the actual driveway even if the gate is closed'
Approximately twenty to thirty loads of house logs will be shipped in and the same
amount shipped out each year. A new entryway onto Highway 13 will be constructed in
accordance with CDOT Access Permit No. 3021 18 (see permit). This entryway will be
paved and be marked with 2 log posts holding a gate between.

Wildlife - We have observed many deer and lots of small animals and
rodents on our property. We have always been animal lovers.
At no time will there be any hazardous attractions or negative
disruptions to wildlife or domestic animals. We own 2 dogs and
plan to keep them confined or within voice contract at all
times. We have never observed any other domestic animals on
our two properties but definitely feel that dogs are the main threat
to wildlife. For this reason we want to emphasize that we won't
allow any dogs (ours or our employees) to run free at any time.
Truck & auto traffic - There seems to be plenty of truck traffic on Highway l3
at the present time and we do not expect this operation to make much
of an increase in that volume. We will probably average one truck and
trailer per week per year going in and out. That's about 3-4 trucks per
week at the busiest times and no trucks for long periods during the slow
seasons. Most travel will be on the truck route around the outskirts of
Rifle to Interstate 70 and east. We have been granted an Access Permit
(#302118) by the CDOT to construct a new entryway onto Highway 13.
this will allow easier and safer highway access.
Distance - We feel that sufficient distances separate the proposed yard from all
abutting properties (see plan) and we will not cause any damage to those
abutting properties. Also the yard will be inside the boundaries of the
berm which does go over onto our l0 acres.
Mitigation - Measures will include complying with all industrial performance
standards by :
1.) Keeping noise, air, and water pollution to an absolute
minimum or non-existent. This will be accomplished byr
being aware of acceptable levels for noise. The possible
amount of air pollution is very small as we will not be
operating any machinery which emits substantial amounts
of air pollution. The possibility of water pollution is very
minute because we will be taking precautions to not pollute
the ground or enable any pollutants to reach ground water.
Also there is not a stream or pond on the property.
2.) Storing all flammable or explosive solids or gases in
accordance to the National Fire Code.
3.) Establishing fire protection by installing a 30000 gallon water
storage tank and building and maintaining a fire break road
around the main part of the work area.
4.) Construction of an 12 ft. high berm that borders the property so
the operation will not be totally visible from the highway. This
will hide some/most of the equipment not needed out in
the yard besides being a noise barrier. All garbage containers
and other building supplies will be enclosed by a fence to
minimize any negative visible impact to adjacent neighbors
and the general public.
5.) Odds and ends of logs and bark from peeling the logs will be
disposed of by either taking them to the landfill or giving or
selling them to be used for firewood or mulch. The cleanup of
the area will be done on a regular basis in order to keep fire
hazards down and the yard looking good.
SITE REHABILITATION PLAN
Rehabilitating this property back to its previous condition would not be too
difflrcult as most of the materials that would need to be removed besides the equipment,
would be wood products which is a natural resollrce. Sawdust, wood peelings, and small
chunks of wood will be disposed of on a regular basis to prevent too much debris
building up. Thus making site rehabilitation easier. The main vegetation on this property
is sage brush which is extremely hard to eradicate. We would also like to add that since
the five acres is in such close proximity to Hwy. 13, we feel the berm contributes added
benefits of reducing the highway noise and providing protection to the property so it
would not be included in a site rehabilitation plan.
Rehabilitation for the site will be as follows:

2.) Remove all log peelings.
3.) Plant native grasses as recommended by CSU extension

The Rifle Fire Protection District has reviewed your proposed Special Use Permit
application of Natural Resource Processing.on North Highway 13. It is the District's
understanding that your proposal is primarily fol the preparation of logs for construction
use. It is also the District's uhderstinding that you do not intend to construct a facility for
these wood processing cperations. .
As per our conversation on this project,,the District would make the following
recommendations:
l. A water suppty should be established to provide fire protectioh'in the area. As we
had discussed,, our recommendation would be a minimum of,30;000 gallons.
2. When constructing the access roadway through the project, consideration should
be given to the weights of emergency apparatus as well as the turning radius of
these apparatus. The District understands that it is currentJy being'designed to
accommodate Tractor/Trailers bringing in supplies and that this may have already
been addressed. .,,., ' .:,,3. The address of the facility is to be posted where the driveway
Highway. Numbers are to be a minimum of 4 inches in height,
and be in contrast with background colors.
4. Consideration is to be given to the ongoing clearing of open spaces around
area to allow for a defensible space in the event of a wild fire.

It is best to plant in the spring or fall. Sunnmcr planting is acceptable, but supplernental
watering may bc reguircd for optirnunr results. Fall planting should be late enough that
seeds do not germinate untilthe following apring
Propcr site preparation is necessary for optimum results. The sito should be fnre of all
vegetation. Soil shoutd be tilled and large clods broken up. Seed should be broadcast
evinly using a mechanlcal spreader (hand spreading is not advised). After
broadcastlng, area should be lightly raked to work seeds into soil Finally, area should
