RE: Zoning submittal for proposed fiber optic regeneration
facility off Devereux Rd., behind the Coors distribution
plant, and on the D&RGW Railroad right-of-way.
Dear Mr. Boward:
Upon reviewing your complete submittal, including the Assessor's
Parcel Number of the Coors property, I determined that, although
the Coors property is within the Glenwood Springs City Limits,
the Railroad R.O.W. upon which your facility is proposed to be
constructed, is within the County's jurisdiction.
Seeing as you had been referred between the City and County
several times already, I took it upon myself today to personally
bring your entire submittal to Andrew McGregor of the Garfield
County Planning Department. Together, we examined your site plan
and how it related to the Assessor's map, which accurately
depicts existing property boundaries and city limit lines.
TOGETHER, we made a FINAL determination that your proposed
facility is indeed within the County's jurisdiction.
Upon jointly arriving at this final determination, I left your
entire submittal in Mr. McGregor's capable hands, so that he
could make a zoning determination according to the County's
Zoning Code, which applies to this site. I did request, however,
that he circulate any permit requests pursuant to your submittal
to this Department for comments. This is requested because
Devereux Road, the sole access proposed to your facility, is City -
owned and maintained, and because the existing electric
facilities and fire hydrants (and the water lines that feed them)
are also City -owned and maintained in this area.
We both apologize for the initial runaround, but please realize
that we can only be as accurate in our determinations as is the
information that is provided to us by the applicant at the time
of the determination request. We were initially just as confused
as you were about the relationship between your proposed project
site and the City/County boundary in this area!

Dear Mr. Dion:
MCI Telecommunications Corporation is particpating with the Denver
Rio Grande & Western railroad to develop a fiber optic telecommunic-
tions route from Denver, CO to Salt Lake City, UT. MCI's participa-
tion in this project involves the constuction of regeneration facil-
ities which are required to amplify the fiber optic signal at inter-
vals of approximately 35 kilometers. The regenerator is an above
ground un -manned facility consisting of an equipment shelter 11'X30'
an auxiliary power emergency generator 8'X10' and an above ground
1000 gallon propane fuel tank. The entire facility is fenced in an
area approximately 30'X90' with an 8' high chain link fence. In addi-
tion there may be a 60' two-way communications pole for the purpose
of two-way communications between MCI maintenance personal.
MCI is currently planning to locate a generator facility within your
jurisdiction as shown on the attached preliminary site plan. Please
advise whether this location for our facility is in approved zoning
or if action for zoning approval will be required. Due to the impor-
tance of this project to MCI and the D.R.G.& W. Railroad, your early
response will be appreciated.

In an effort to meet the growing communication needs of the railroad, Southern
Pacific Transportation Company and The Denver and Rio Grande Western Railroad have
entered into an agreement with MCI Telecommunications Corp., providing MCI the right
to maintain and operate a fiber optic telecommunication transmission system within
the right-of-way of the railroad. This agreement authorizes MCI to erect ancillary
structures necessary for the operation of their communication system.
Pursuant to this agreement, the railroad is granted capacity to be used for
its communication needs. Therefore, any assistance that you can render in helping
MCI to comply with local requirements including the issuance of any necessary
permits would be greatly appreciated.
