The' following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. All bathrooms must be complete, with washbowl, tub or shower, toilet stool, hot and cold
running water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all IBC and IRC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made;
8. A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, anchor State
Agencies where applicable.

In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. When reviewing
a plan and it's discovered that required information has not been provided by the applicant, this
will result in the delay of the permit issuance and in proceeding with building construction. The
owner or contractor shall be required to provide this information before the plan review can
proceed. Other plans that are in line for review may be given attention before the new
information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. Also, please consider
using a design professional for assistance in your design and a construction professional for
construction of your project. Any project with more than ten (10) occupants requires the
plans to be sealed by a Colorado Registered Design Professional.
To provide for a more understandable plan and in order to determine compliance with the
building, plumbing and mechanical codes, applicants are requested to review the following
checklist prior to and during design.
Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and
drawn to scale.

Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade
and original grade line. A section showing in detail, from the bottom of the footing to the top of re
the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and
spacing, insulation, sheeting, house -rap, (which is required), siding or any approved building
material. Engineered foundations may be required. Check with the Building Department. r
A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must
be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H.
windspeed, wind exposure B or C, and a 36 inch frost depth.

All sheets need to be identified by number and indexed. All of the above requirements must be
met or your plans will be returned.
All plans submitted must be incompliance with the 2003 IBC, IPC, IMC and IFGC.
Applicants are required to indicate appropriately and to submit completed checklist at
time of application for a permit:
1. Is a site plan included that identifies the location of the proposed structure, additions or
other buildings, setback easements, and utility easements showing distances to the
property lines from each corner of the proposed structure prepared by a licensed surveyor
and has the surveyors signature and professional stamp on the drawing? Slopes of 30%
or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan

for the placement of any portion of a structure within 50 ft. of a property line and not
p de within a previously surveyed building envelope on a subdivision final plat shall be
prepared by a licensed surveyor and have the surveyors signature and professional stamp

RIFLE FIRESIDE LANES REMODEL PLANS
The cooking area of the kitchen, and the bar service area, are being created
by erecting walls in the old original kitchen area that was being used for
storage. We will be removing the old, grease -covered wall covering, and
replacing it with simulated white -tile paneling. The section of the kitchen
that will have the sinks, soda station & dry storage is being created by
erecting a wall in the area that used to be the bar. The walls will also be
simulated white -tile paneling, and the old, ripped linoleum replaced with
brick -red tile that matches the flooring in the old original kitchen area. The
grill/fryer hood will be moved to the original cooking area of the restaurant,
and will be vented through the ceiling & roof where it was years ago.
There will have to be lots of plumbing changes made, including adding
and/or relocating floor drains, floor sinks and grease interceptor. Our
plumbing contractor is waiting to get approval on our application to
determine where the concrete will have to be removed, etc. He is aware of
the issues of indirect drainage for the 3 -compartment sinks, ice bins and ice
maker.
The lighting in the old kitchen area is antiquated, and will be replaced with
more efficient fluorescent fixtures with covers versus the plastic sleeves for
the bulbs. By changing the wall coverings and lighting, the areas will be
much lighter and easier to clean.
The area under the grill/fryer hood will have stainless steel on the walls, just
as it was when the snack bar was adjacent to the concourse. The area behind
the bar will have the classic mirrors -behind -the -bottles display, and the
actual bar will be framed with 2x4s and covered with log siding on the
lounge side. The bar -service side of the bar will be painted white, just like
the shelves framework in the old snack bar, and the counter will have a
formica top.
We are applying for our building permit as soon as the architect finishes the
plan drawings, and we hope that the state's plan approval will coincide with
the county's permit issuance, so we can begin construction as soon as
possible. It is important that we be ready for leagues that begin in
September, and our contractors stand ready to go to work.

RE: DON'T UNDERSTAND HEALTH DEPT.
I just spent 40 minutes on the phone with Nicole from the State Health Dept.
regarding our snack bar plan review for Rifle Fireside Lanes, and I'm
confused about who approves what, and how we are to proceed.
First, do we need to let you know what changes she is insisting on? The first
is the addition of another hand -sink in the cooking area, which should be
easy to plumb. The other issues were where she lost me!
I don't understand if the county approves the hood over the grill & fryer, or
the state. And the same with the pizza oven. She gave us specs, but said
that Garfield County might have other criteria? WiII you let us know when
you review our building permit application if we need to do something
different than the state is requiring?
And the grease interceptor was another confusing issue. Nicole said she
didn't think a grease interceptor was required for our septic system, but that
we needed to check with the county. She did say that if we are required to
have a grease interceptor, it needed to be out of the food preparation area.
Also, Nicole said that you probably wouldn't issue the building permit until
the state plan review was approved, and we are panic stricken! We imagine
you are just about ready to review our plans, and if we have to wait for the
state to get everything back to us (they estimate the last of July or first week
in August), we're never going to make it for the beginning of fall leagues. If
we can't be open by mid-September, Jack & 1 are ruined financially.
Any input regarding how the system works would be greatly appreciated.

Could you please add this memo to our building permit application
submitted 6/16/005? We have decided that the windows in the lounge
should be ones that will open versus being fixed glass. The existing framed
openings will accommodate 4'x4' windows, which would allow escape in
case of fire, would let fresh air in, and would provide more light than the
colored -glass fixed windows.
We hope this amendment to the plans will not delay processing of the
permit. We just want the bowling alley to be really nice when it's done.

Fire Alarm System Inspection
Failure to meet any of the conditions listed below will constitute an automatic failure of
either a rough -in or final inspection.
1) Plan Submittal and Review Process completed.
2) All of the appropriate permits and required paper work are signed and present as
well as shop drawing and cut sheets. This is to include necessary letters from
designers/installers that were requested by the fire department.
3) You shall have canned smoke and the appropriate tools available to open the
various circuits
4) You shall have sufficient personnel present to perform the test. (A person is
needed to reset and one is needed to test devices). This includes having radio's to
communicate between the tester and the person at the fire alarm control panel.
5) You shall notify ALL appropriate personnel and occupants in the building that the
fire alar system will be tested. (Consider posting signs to inform the occupants
of the test).
6) Rough -in inspection completed and documented prior to concealment of any
components of system.
7) Copy of signed approved plans and this form must be present for all inspections.
8) Representative of installing contractor shall be on site for all inspections.
9) All access codes and keys (5) for the fire alarm system are available.

Since neither concrete nor asphalt is available, we found a really good,
smooth area of existing asphalt on the west side of the building, and plan to
tie it into the pad at the west door. As long as we follow all the specs about
slopes, etc., is this okay to do? We can change the forms for the sidewalk
pour this afternoon (they are giving us small quantities of concrete `cause
they know we are in a bind), and still accommodate our handicap patrons.
If you could let us know this morning if this scheme will work, that would
be great.
