A final Electrical Inspection from the Colorado State Electrical Inspector; 2. Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. 1 PI2ns must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house -rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? WHEREAS, the Board of County Commissioners of Garfield County, Colorado ("Board"), has received an application for a Special Use Permit ("SUP") for an accessory dwelling unit from John and Lisa Moore, for a property located at 1230 County Road 238 within the A/R/RD zone district; and WHEREAS, the Board held a public hearing on the 6th day of February 2006 A.D., upon the question of whether the above described SUP should be granted or denied, at which bearing the public and interested persons were given the opportunity to express their opinions concerning the approval of said special use permit; and WHEREAS, the Board on the basis of substantial competent evidence produced at the aforementioned hearing, has made the following determination of fact as listed below: 1. That for the above stated and other reasons, the proposed Special Use Permit is in the best interest of the health, safety, morals, convenience, order, prosperity and welfare of the citizens of Garfield County. 4. That the application is in conformance with §3.02.03 and 5.03.021 of the Garfield County Zoning Resolution of 1978, as amended; NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield County, Colorado, that SUP is hereby approved subject to compliance with all of the following specific conditions: 1. All representations of the applicant, either within the application or stated at the hearing before the Board of County Commissioners, shall be considered conditions of approval unless otherwise modified by the Board. j, 2. All lighting associated with the ADU shall be the minimum amount necessary. All exterior 0�` lighting shall be shielded to prevent light trespass on any adjoining property and be downward facing towards the structure. Fl4.3. The Applicant shall obtain the appropriate ISDS permit as part of the building permit process for the ADU. This system shall comply with the regulations and standards required by the Colorado Department of Public Health and Environment 4. The applicant shall amend their current building permit for a garage and storage to include an ADU and shall comply with all the regulations and standards as set forth in the current building code as adopted by Garfield County 5. The Applicant shall meet all requirements of the Garfield County Zoning Resolution of 1978, as amended, and shall meet all building code requirements 0k 6. The gross floor area of the accessory dwelling unit shall not exceed 1,500 square feet 7. The accessory dwelling unit shall not be conveyed as a separate interest but may be leased 8. Prior to issuance of this Special Use Permit, a well test shall be submitted meeting the following requirements: ,a! That the well produce at least five gallons/ minute !That a four (4) hour pump test be performed on the well to be used; A well completion report demonstrating the depth of the well, the characteristics of e aquifer and the static water level; The results of the four (4) hour pump test indicating i ng the pumping rate in gallons per minute and information showing drawdown and recharge; e. A written opinion of the person conducting the well test that this well should be adequate to supply water to the number of proposed dwelling units; f. An assumption of an average of no less than 3.5 people per dwelling unit, using 100 gallons of water per person, per day; g.
