Dear !ts. Houben:
We have reviewed the above referenced prolrcsaI for rezoning to allow a
saumrill. Well number 116810 is the intended source of water. Ttris well per-
mit was issued for household use onIy.
A household use only well is timited to inside use for one single-family
dwelling. /\s an alternative, this office sometimes issues permits allowing
drinking and sanitary uses within an individual cornercial business. The
applica;t's progrosalmay qualify for drinking and sanitary use and we would
not object to the rezoning conditional utrnn the applicant obtaining a new
permit for this weII allovring drinking and sanitary use.
A household use or drinking and sanitary use well is for one use onIy.
Such a well cannot serve two houses and cannot serve an office and a house.
the only time we reconrnend that such a well serve both an office and a house
is when the office is a trnrt of ttre house and no people outside of the home
are employed in the office.

There is no water used in the proposed operation. An
existing weII serves the mobile home on the property.
The application states that there will be no treating of the
Iogs cut at the operation. The oPeration will init,ially be
for the cutting of logs into 6'x 6'and 6'x 8'sizes.
These cut logs will then be shipped to a shaper mi}l to be
turned into tongue and groove house logs.
The applicants propose t'o seII the sawdust and firewood
by-products from the oPeration.
The operation will employ 5 to 7 full time workers and 2 Eo
5 part-time workers. The applicants anticipate an average
of 7 to L2 employees.
There are 2 mobile homes used as residences to the north of
the proposal.
The proposed operation would be hi9h1y visible from the
State Highway but would not be visible from the existing
residences in the area.
Any signs used for the operation must be in compliance witn
the Garfield County Sign Cooe.
The proposed site plan indicates 2 large 1og storage areas.
These areas wiII consist of rows approximately 33' wide and
J-2' high. The main storage area wiII hanole 4 to 5 rows of
logs 500' Iong (3 miLlion board feet of logs) .
The site plan also indicates 3 lumber storage areas with the
capacity to handte 3100 million board feet, 2200 million
board feet, 14040 million board feet (see site plan,
page // ).
L2. The operation will include a firewood area and sawdust pile
containing approximately 500 cords and 30500 yards
respectively. These will also be a maximum of 1000 gallon
of fuel stored on the property. AII storage of fuel must
meet UBC requirements.

The sawmill building is proposed to be located approximately
400 feet southwest of the existing mobile home.
The application states that the operation wiIl not disrupt
wildlife, that there will be no generation of vapor, glare,
smoke or vibration, and that noise will be below the levels
allowed by the Colorado Department of Health and Garfield
County. The applicant also states that there wiII be no
detrimental effects to surface or ground water caused by the
operation.
15. Proposed measures for assurance of sawdust control include a
stockpile net, a slat enclosure and occasional watering.
IV. SUGGESTED FIND.INGS
The application subrnitted for the proposed Special Use
permit is in compliance with Section 5.03.07 of the Garfield
County Zoning Regulations regarding industrial operations.
The proposal is in general compliance with the Garfield
County Zoning regulations and the Garfield County
Comprehensive Plan.

APPROVAL, with the following conditions:
t. That the use of the tract of land comply with all regulations of
Garfield County relating to processing operations in the zonedistricL in which the property is located.
2. A11 proposals of the applicant shall be considered conditions ofapproval unless stated otherwise by the Board of County
Commissioners.

That all conditions must be met within 120 days and that the said
Special Use permit shall be taken out within L20 days of the dateof issuance of the resolution approving the Special Use permit
unless an extension is granted by the Board of County
Commissioners.
The Special Use permit shall only be valid for a period of L20days from the date of issuance unless construction or use has
commenced thereunder; and if construction or use has not
commenced within this specified period the permit shalI expire.
The existing mobile home may remain on the property as anoffice. No residential occupancy shall be all-owed in the mobile
home.

6. The applicant must obtain an access permit from the StateDivision of Highways for the sawmill operation. A copy shall besubmitted to the Department of Development prior to issuance ofthe Special Use permit.
7. The sawmiLl shal1 only operate l{onday through Saturday from 8a.m. to 5 p.m.
A fire safety plan shaII be obtained from the Rifle Fire
Department and submitted to the Department of Development priorto issuance of the Special Use permit..
9. Any signs used for the operation shatl be in compliance with theGarfield County Sign Code.
10. There shall be no burning or treating of logs at the operation.
