Please submit this information in narrative form and be specific. 2] If you will be using water or will be treating wastewater in conjunction with the proposed use, please detail the amount of water that would be used and the type of wastewater treatment. If you will be utilizing well water, please attach a copy of the appropriate well permit and any other legal water supply information, including a water allotment contract or an approved water augmentation plan. 3] A map drawn to scale portraying your property, all structures on the property, and the County or State roadways within one (I) mile of your property. If you are acting as an agent for the property owner, you must attach an acknowledgment from the property owner that you may act in his/her behalf. 7] For all applications pertaining to airports, the oil and gas industry, power generation and/or transmission industry, or any other classified industrial operation, you must submit art impact statement consistent with the requirements of Sections 5.03, paragraphs 1 thru 3; 5:037971 -inclusive; ander-93-08,— inclusive. The consideration of this proposed Special Use will require at least one (1) public hearing, for which public notice must be provided. The Planning Department will mail you information concerning this hearing(s), approximately 30 days prior to the scheduled hearing. You will then be required to notify, by certified return receipt mail, all adjacent landowners and publish the notice provided by the Planning Department, in a newspaper of general circulation. Both these notices must be mailed/published at least 15 days prior to the public hearing. It would have been my preference that this process take place prior to December 2000, but there have been some circumstances that interefered with that plan. Mrs. Marti Goulding (a single mom with four children under the age of 13), has been the tenant at 0081 Chapparal Circle for over six years. When her husband left her and the children, and subsequently left the country, she had indicated that she would be moving "back east" in Spring of 2000. With that notice in mind, I began planning to do the duplexing as applied for. Shortly after she had given me notice however, Mrs. Goulding learned that Habitat for Humanity was going to take applications from families in this area for the first Habitat Home in the Valley. Mrs. Goulding asked if she could stay while she made an application. I helped her where I was able, and wrote a tetter of reccomendation. The application process took a bit more time than expected, but Mrs. Goulding was the recipient of the Habitat House! She gave me notice that she would be moving to Basalt by July 2000, to be close to the construction project in Emma. However, no one would rent to Mrs. Goulding. The main reasons offered were her limited ability to pay high rent up -valley, and also the fact that she would not be in a position to sign a year's lease. She continued to look, and hoped to find a place by August 31, 2001, because her children were enrolled in school in Basalt. Finally, in August, she was desperate, and called to ask if she could stay till November (the expected complete date for her home.) However, in November, she let me know that the permitting in Pitkin County had gotten very backed up, and the project was just getting started! Her next communication said that Pitkin County was requiring that the project be finished by March 1st, and to make a very long story shorter, the family just got their C -O this week. She is moving the last of her belongings from Chapparal Circle this week -end. I would hope that perhaps the county commissioners might understand that in order for me to have met the December 10, 2000 deadline, I would have had to evict Mrs. Goulding. I would respectfully like to request that the commissioners re -consider this application now, that I finally have a "firm -move -out date" (something that I could not give before because of Mrs. Goulding's difficult circumstances). • None of the conditions have changed from my original request. • The conditions that a water tap be paid to the city, have been met • The conditions that a sewer tap be paid to the Water District have been met. • All of the requirements that the county had asked for, have been met. Please let me know if I need to make arrangements to go before the Board of Commissioners.
